The site is in the"General Business Zone,"with two businesses operating on site: the first is a restaurant, the second is a hair salon. There are two existing wood-frame structures on the site, consisting of one 1,500 s.f building at 476 Park St. and another 1,500 s.f building at 490 Main St. The current total floor area ratio is 3,300/14,333 = 23% The existing buildings are non-conforming to the zoning setback requirements as follows: Required Existing Front Yard 25' 7.7' Side Yard 25' 4.9' The site is served by two entrance openings to Park and Main Streets, while two additional openings serve parking spaces. The existing parking area is non-conforming to the zoning code: The total parking on site consists of 19 spaces: 6 compact, 12 standard and 1 handicap. The zoning code requires 15 space per 1,000 gfa= 15 x 3 =45 spaces. A variance was previously granted for the number of parking spaces. Currently, the site is served by municipal sewer, water and drainage facilities, private underground gas and overhead electric services. The only drainage facilities are those that exist off-site on Park Street. Because of the topography-which slopes gently from the Main Street side toward the Park Street side - all runoff from the site currently makes its way to the two catch basins on Park Street. There are no wetlands, ponds, lakes or streams within 200' of the site. There are no estimated habitats or high priority sites within 100' of the site. For more information on the location, layout, and topographic information, please see the maps in Section 5. (An architectural plan for the proposed building is to be provided to the town with this report.) The proposed building is to serve as a continuation of the current Pizza shop business_ The proposed building will be more conforming to the zoning code than the existing buildings: the side yard setback would be increased from 4.9' to 16', and the front yard setback would be increased from 7.7' to 10'. Also, the lot coverage would be decreased As part of this proposal the applicant is requesting variances for the setback requirements. (See tabulation below and on Final Site Plan Set for all variance requests.) The proposed construction would include reconstructed parking consisting of two parking areas with a total of 28 spaces: 14 compact, 13 standard and 1 handicap. The proposed parking layout would also be more conforming than the existing parking layout, by increasing the total spaces provided and by reducing the total required: 15 spaces per 1,000 x 2,300 sf= 34 spaces required. As part of this proposal the applicant is requesting a variance from the parking requirement. (See tabulation below and on Final Site Plan Set for all variance requests.) The parking layout would redefine the existing entrances to Main and Park Streets in similar locations to those currently in use to serve one parking area and the main entrance to the building, which would face the parking area. An additional entrance on Park Street would be created to serve the second parking lot. The building would be accessible to wheelchairs at the main entrance from a handicap parking space adjacent the Main Street side of the building. Access for loading, refuse pick-up and deliveries would be provided at the southerly side of the building, facing away from the intersection of Park and Main Streets. The access is a 12' wide driveway, separate from the entrances used by patrons. The dumpster would be enclosed by a wall matching the materials of the building's siding. The driveway would also be screened from the neighboring property and the view of the street by a row of plantings (see landscape plan in Final Site Plan Set). The zoning code requires a 6' wide planting strip which we cannot provide. Therefore, the applicant is requesting a variance from the zoning requirements for planting strips. (See the Final Site Plan Set for a tabulation of all variances requested.) Additional plantings would be provided at the intersection of Main and Park Street such that site distances would be maintained for vehicular traffic. Grass areas would be provided between the building and Main Street and between the building and the entrance to the secondary parking area. For more detailed description of the proposed landscaping, refer to the Final Site Plan Set. 2.2.2 TRAFFIC IMPACT Although there is no anticipated increase or decrease in the volume of traffic, there is an improvement anticipated in the traffic flow and thereby safety. Currently there are parking spaces accessed directly from Park Street and Chickering Road(Rt. 125). These accesses would be closed, redirecting traffic to the three entrances. Furthermore, all parking would be separated from the streets, thus providing more safety for the patrons entering and exiting the business, as well as less obstruction to traffic on all three streets. 2.3 PROPOSED UTILITIES The proposed building would maintain all the existing utilities currently in use at the building on Main Street. The utility providers would simply reconnect most of them to the new structure in similar locations. The sewer connection would be replaced with a new line from the north side of the building going out to the existing line on Park Street. All utility connections to the existing building on Park Street would be disconnected per all applicable regulations. The first catch basin would be installed at the entrance to the parking area in front of the building, near Park Street. This basin would be connected to the existing catch basin in Park Street, which connects to the system draining into Chickering Road(Rt. 125). The second catch basin would be installed at the corner of the parking area at the comer of Park Street and Chickering Road. This basin would be connected to the existing catch basin at the comer of Park Street and Chickering Road. The proposed system would be an improvement in the drainage system- which currently allows runoff to make its way uncontrolled and uncaptured to the existing catch basins in the streets -by capturing the water within the parking areas and piping it to the existing system, thereby reducing the chance of icing conditions both on and off-site and the associated accidents. The two proposed basins would maintain the general drainage pattern, flow direction and runoff currently making its way to the system in use. As shown in the following calculations, the existing system capacity is adequate to receive the flows generated by this site. And the leaching dry well would capture all of the flow generated by the building itself. Therefor, there would be no increase in the peak rate of runoff from the site. Drainage from the entire site flows off-site into the existing structures on Park Street. The proposed drainage system was designed to minimize ponding conditions on and off- site. The proposed catch basins were located to capture runoff that previously made its way directly to the street drainage system. Peak flow rates to the existing pipes on Park Street were calculated for the 2, 10 and 100-year storms. The calculations determined the peak flow rates using the SCS TR-55 Runoff Method. The applicable regulations of the Town of North Andover are incorporated herein. These calculations form a part of the"Final Site Plan Set" submitted for Double N Inc. The design was performed utilizing the Rational Method. This method is best suited for small areas and is especially suited for determining pipe sizes and, in general, in the design of storm drainage pipes.
