Dear Ms. Colwell:
At your request, Coler& Colantonio, Inc. has reviewed the revised plans for the above
referenced project. Our review specifically addressed the requirements for submission under the
Site Plan Review section of the Zoning By-Lays. This correspondence is a result of the revised
plans received by this office on April 21, 1997. The numbering sequence follows that of our first
review letter dated December 16, 1996 along with additional comments. Tile following
documents were reviewed:
• A set of plans entitled"Sal's rust Pizza North Andover,MA"prepared for Double N
Inc,,prepared by Meisner Brem Corporation dated October 18, 1996 and revised
plans, sheet numbers 2 and 4 of 6,revision date April 12, 1997.
The building layout and parking area layout have been revised from the previously submitted
plans. Access for the Ioading dock area is now internal to the parking layout which will avoid
traffic conflicts on Main Street. The building footprint has increased from 2300 s,f, to 2350 s.f.
The proposed layout will be an improvement over existing conditions.
We offer the following comments:
1. It is our understanding that Sections 8.3 5. e) iii, iv,xix,xx,xxii and xxiii,are typically
reviewed by Town Staff, We have no further comment.
2. Variances have been granted for; 1)required area,2)front setback, 3) side setback,4)rear
setback, 5)number of parking spaces, 6)parking stall size, 7)aisle width and 8)minimum
requirement for screening and landscaping.
3. This comment is no longer applicable.
4. No further comment,
5. The parking layout has been revised and is no longer located in the town right of way. See
item 2 for granted variances.

6. Catch basins are no longer shown in the Town's Right of Way, Drain pipes should be shown
as reinforced concrete pipe in accordance with Town standards. It may be necessary to
obtain a Permit to Access a State Highway to achieve the proposed catch basin tie in at route
125.
7. The extents of grass and pavement areas is unclear on the existing conditions plan. The
limits of these areas should be more defined on the plans. A revised existing conditions plan
was not provided.
8. The Percent Lot Coverage has been included on sheet 2 of 6.
9. The number of compact car spaces no longer exceeds the 40%allowable as described in
section 8.1.7. See item 2 for granted variances.
10. It is our understanding garbage cans will be used in lieu of a dumpster.
11. Building elevation plans were not submitted in this package It is not known if the Planning
Board has received this information as required in section 8.3)5 e ix.
12. No longer applicable.
13. A note has been added to sheet 4 of 6 indicating electric,telephone, cable t.v., etc.will be
placed underground.
14. See item 2 for variance pertaining to screening and landscaping, An updated landscape plan
has not been submitted with this package. It is unclear if any trees are located in the town
right of way. The maintenance of any trees within the right of way would be the
responsibility of the town if the plan is accepted,
15. A test pit should be dug at the dry well location to assure adequate soils exist and that
sufficient clearance to ground water is available.
16. The revised plans have not been signed and stamped as required by Section 8.3.2.
17. The plan shows dimensions of the external signs located on the building contrary to the sign
dimensions described on sheet 2 of 6. It is our understanding the Town Planner will review
this issue.
19. An erosion control plan has not been submitted with this package. On-site erosion control
measures should be shown along property lines and around catch basins.
