BROOKS SCHOOL CAPITAL BUILDING PROGRAM
Narrative for Site Plan Review Application, February 2001
Headmaster's and Admissions Offices
Introduction
Brooks School is a private boarding school located on Great Pond Road in North Andover. See
Exhibit 1 for an overall campus map. The property is zoned R-2. This project is located in that
portion of the campus which is in the Watershed Protection District for Lake Cochichewick,
The School is conducting a major building program, intended primarily to upgrade and improve
its facilities but not increase student population. The program is proceeding in stages, with each
step going through the necessary permitting processes at the appropriate times. Elements in the
program are:
1. The Campus Center project- a dining hall and student center
2. Replacement of the main overhead electrical service with an underground service.
3. A new Maintenance Facility - to replace an existing building to be removed.
4. A new Athletic Facility - to attach to the existing hockey rink.
5. Renovations to the Headmaster's House.
6. Relocation of Peabody House dormitory.
Status
The electric service project, the relocation of Peabody House, and the new Maintenance Facility
have all been completed. The construction of the Campus Center building is nearing completion.
The Maintenance Facility and Campus Center projects were previously approved by the Planning
Board. The Athletic Facility is in the Site Plan Review process.
Renovations to the Headmaster's House is the subject of this application. Portions of the
existing structure will be demolished, one portion will be moved, and two portions will remain.
New construction will be added to house the Admissions function of the School.
Headmaster's and Admissions Project
With this application, Site Plan Review approval for the Headmaster's and Admissions
project is sought. Plans submitted herewith are as follows:

Stormwater
The project area is on a north-south crest at the center of the campus. The site is at the top of its
watershed, so there is very little upland areas flowing onto or across the site.
The site is within the Watershed Protection District of the Town. Flow from the rear of the site
sheet flows toward Lake Cochichewick. Flow from the front of the site flows into an existing
closed drain system which'runs first southeasterly then turns southwesterly behind the library and
discharges in a long swale which also leads to the lake.
As this project is primarily replacement of existing structure and pavement with new structure
and pavement, there is only 3640 square feet of added impermeable surface. The small increase
in peak flow is more than offset by a surplus of decreased peak flow provided at the proposed
Athletic Facility (.27 cfs versus 1.00 cfs, respectively). Two-thirds of the increase is roof area,
the runoff from which does not require treatment. The small remainder can again be considered
covered by the surplus of TSS removal provided at the Athletic Facility(91% versus 80%
required). The recharge requirement is very small and is requested to be waived.
Parking
As the functions within the building are now taking place in other buildings on campus, there
will be no increase in staff, student population, or visitors associated with the project.
The 1999 Campus-Wide Parking Report, which was favorably reviewed by Town officials,
addresses the parking issue.
Waivers
The project is located at the center of the School's 165-acre property. No increase in traffic is

associated with the project. See Stormwater section, above, for recharge requirement. It is
requested that the requirements for a boundary survey, traffic study, and groundwater
recharge be waived.
Fiscal Impact
Demand for public services will be negligible. The campus is already connected to the'municipal
water and sewer systems. No off-campus upgrading of systems is required. There will be no
impact on flax revenues, as the School is exempt from property taxes. The Headmaster's and
Admissions building will be a high quality building which will enhance the appearance of the
campus. Any effect on adjacent property values would be expected to be positive.
Community Irr�act
The Headmaster's and Admissions building is entirely consistent with the long-established
campus and surrounding neighborhood.
