Included in the materials I received and reviewed were the following: • Land Disturbance Permit Application, Brooks School Soccer Field Renovation, prepared by Huntress Associates, undated and unsigned. ■ Stormwater Report, Athletic Field Renovations, Brooks School, prepared for Huntress Associates by Barbara J. Thissell, P.E,, Inc. and dated April 4,2014. ■ 100% Construction Documents (14 Sheets), Athletic Field Renovations, Brooks School, 1160 Great Pond Road, North Andover, prepared by Huntress Associates and dated April 4, 2014. The proposed project is the redevelopment of an existing soccer field to include synthetic turf, seating, lighting, a small storage shed and related amenities. In 2009, the Planning Board issued a Watershed Special Permit for a similar project on this site, however that project, (which encompassed a larger area and called for the construction of two soccer fields), was never constructed. As currently proposed, the project is located outside of the Watershed Protection District as well as wetland resource areas subject to Wetlands Protection Act jurisdiction, but it does entail the disturbance of more than one acre of land area; hence it requires a Land Disturbance Permit under North Andover's Stormwater Management& Erosion Control Bylaw, Chapter 160. Existing drainage in the proposed project area is overland, and predominantly in a northerly direction toward the drainage system in the site driveway and an existing pond system between the driveway and Great Pond Road. The pond is not tributary to Lake Cochichewick. The proposed plan calls for french drains to intercept surface and groundwater flows around three sides of the proposed artificial turf field and discharge ' the flow overland toward the site driveway. Drainage from the turf soccer field would be detained in the stone subbase for infiltration, with excess flows piped directly into the closed drainage system in the site driveway. 32 Old Framingham Rd Unit 29 Sudbury MA 01776 tel 508.259.1137 i3rooks School Field Renovation, Stonllyvater Review 2 My comments on the application are outlined below: 1. The North Andover Stormwater Management and Erosion Control Regulations call for projects subject to Chapter 160 to demonstrate full compliance with the Massachusetts Stormwater Standards; however, Section 6.3 of the regulations does allow the Planning Board or its designated agent to waive any application requirements if it finds that such information is not needed for a thorough review of an application. The proposed project is a relatively minor one and entails the creation of minimal impervious area. I therefore recommend that the review focus on the control of runoff rates from the project area (Standard 1) and measures to prevent soil erosion and sedimentation during construction of the project (Standard 8), and that documentation of compliance with the remaining Stormwater Standards be waived. 2. The Application for Land Disturbance Permit should be signed by the site owner(s). 3. Per Section 7 of the regulations, certification by a qualifted Professional Engineer that the project complies with all the requirements of the Bylaw and Regulations is required. The drainage design plans should also be stamped by a P.E. 4. The hydrologic analysis should be based on the "Cornell study" storm volumes identified in Section 7.2 B. of the regulations or more recent NRCC data. 5. The hydrologic analysis assumes exfiltration from the reservoir area beneath the field based on the mapped (HSG B) soils, however no onsite testing data was included with the application to verify either the soil type or adequate separation i to the seasonal high groundwater table. Given that the invert of the reservoir (200.16) is eight feet below existing grade on the western (cut) side of the proposed field it is highly likely to be at or in the groundwater table. I 6. The inverts of the perforated drains to the west of the field should be specified on the plans. These drains should not be used for long term dewatering and lowering of the groundwater table beneath the field. I l 7. It is unclear why the hydrologic analysis uses a curve number (CN) of 80 for the artificial turf field and, based on the routing, what happens to the remaining 20 percent of the rainfall onto the field. 10-inch stop subbase; however the plans call 8. Erosion and sediment control measures are identified on Sheet SP 1. 1 recommend that the stabilized construction entrance use minimum 2"diameter stone. 12. Since the project entails the disturbance of more than one acre of land it is also subject to EPA's NPDES Construction General Permit (CGP) and will require filing for coverage under the CGP and the preparation and implementation of a Stormwater Pollution Prevention Plan (SWPPP) prior to construction. The SWPPP should be prepared in conjunction with the site contractor and should include a construction sequence aimed at minimizing the duration of exposure of unstabilized soils on the project site. It should also address stabilization/covering of soil stockpiles and any anticipated dewatering measures. The Planning Board may want to request documentation of coverage under the CGP and a copy of the SWPPP and/or monitoring reports. My only comment is regarding the engineer's certification that was added to Sheet L-2. This is totally my mistake; Barbara catted me yesterday and specifically asked about the language of the certification as she had been unable to Locate it. I was not in my office in the time and had forgotten that this project had fited for a Land Disturbance Permit as opposed to a Watershed Special Permit, so I gave her the wrong language for the certification. Instead of stating that the project witL not degrade the quatity or quantity of water entering Lake Cochichewick it shoutcl state (per the Last paragraph of Section 7.0 in the Stormwater Management and Erosion Control Regulations) that the ptan complies with all the requirements of the Bylaw and the regulations.
