1.2 ANR PLAN
13 0 Rea Street,Kenneth Rea: Map 98B Lot 99
14 J. Enright: This plan proposes to subdivide an existing lot into two lots(2A &213). It is currently an undeveloped
15 lot on Rea Street. This is R2 zoning which requires an acre and 150 ft. of frontage. They have carved out a one-
16 acre lot with no wetlands on it; the other lot is encumbered by riverfront and 100 ft. buffer zone to wetlands and is
17 identified as `not a building lot' on the plan.
18 J. Simons: Why split the lot?Are they thinking the other might be buildable in the future?
19 J. Sullivan, P.E.: We kept the buildable lot outside of the 200 ft. riverfront and 100 ft. BVW areas. The C13A is
20 100i°fo. The owner is conveying the buildable piece to a family member to build a house. We performed successful
21 perc tests. The owner could have kept:it as one lot; he wanted an acre to give to his daughter and let the rest be
22 absorbed back into the farm.
23 J. Enright: The rest remains designated as 61 A land.
24 MOTION: J. Simons made a motion to approve the ANR and instruct the Planner to sign the Dorm A for 0 Rea

37 Annual Lalie Clean-Up Day
38 J. Enright: This is an annual event that was not held last year due to Covid. The event is planned for October 16,
39 2021, Saturday from 9:30-1.1:30 a.m. We meet at Stevens Pond parking lot. We will have equipment such as
40 gloves, reflective vests,trash bags, etc. In the past, 30-50 people have attended. Trail routes/shoreline areas will be
41 assigned to volunteers. All are welcome including those with permitted boat access to clean shoreline from within
42 the lake. Donuts are typically donated by Smolak harm and Dunkin' Donut's coffee will be available as well.

50 M. Lozano: We will be addressing engineering memos on utilities and infrastructure& circulation-into and within
51 the site, ingress/egress to tyre site and roadway designs related to the urban design of the master plan and present a
52 detailed parking plan with ratios. We will review our response to Mr. Watters' email with Jeffrey Koetteritz,VI-M.
53 J.Enright: At the last meeting, it was requested that a representative from Merrimack College be made available.
54 They will be at our next meeting October 12,2021.
55 Jeffreyy Koetteritz VHB: Reviewed the utilities memo. Redevelopment includes replacement of all utilities onsite,
56 below grade gas tanks, clay sewer pipe, undersized stormwater system,water mains and town electric systems.
57 Proposed sewer assessment to generate a net increase of 160K gallons per day(in addition to the existing flows
58 from the units now). We consulted with the Greater Lawrence plant on capacity issues; there are no known
59 concerns at their end. I had some preliminary conversations with DPW and we will keep those conversations going
60 as the design progresses. Stated that GLSD and DPW are not concerned with the capacity.Regarding water,based
61 oil D P generation rates with a 10%markup,the demand would be 170K gallons per day. There is a separate
62 study happening through the town evaluating the water system capacity;we are aware of no concerns in bringing
63 that to the site. Storruwater is being peer reviewed by the town. Substantial improvements are included in the
64 redevelopment for water quality and quantity management. If approved at"Town Meeting,we will be meeting the
65 MA DEP regulations,the local bylaws, EPA-MS4 permit. Existing propane tanks will be removed. Minimizing
66 natural gas use is one of the goals of the project with all emphasis on electric systems and high efficiency systems
67 on site. Electrical and telecom will be coordinated with utility providers and are unaware of any capacity concerns.
68 Lighting features to be LEIS dark sky friendly.
69 E. Goldberg: Who reviews this information for us?
70 J. Enright: Currently, stormwater, sewer, water are being evaluated on a high level and once a full packet of all the
71 information the Board has reviewed is provided I anticipate sending the packet for Department review/comment.
72 If all application is to be submitted in the future DPW will likely solicit a third party review for sewer and water
73 design. This is what has been clone in the past.
74 E.�erg: hire suppression systems-will they be all new,what's there now in terms of sprinklers?
75 M. Lozano: There are no sprinklers in any of the existing Royal Crest buildings;only fire alarms.
76 P. Boynton: Sewer increases by 160K gallons per day net increase. What is the percent increase; double, triple?
77 E.arlier we discussed residential numbers as being considerably more than 2x the amount of people being planned
78 for this development. Why is the sewage number only doubling? We are tripling the amount of cars;the numbers
79 are not obvious. What is the number of estimated residents v. current residents and why does that translate into a
80 doubling of sewage not more?What effect will this doubling of the sewage do to the vulnerability of the
81 wastewater plant for dumping raw sewage into the Merrimack during rain events?Is the 160K gallons de minimis
82 compared to the effect of the stormwater?What route and local pump stations between the site and treatment plant
83 will be affected?What percentage increase does this represent with regard to the capacity of pipes or pump
84 stations?Will this require enhancements or additions to existing piping and/or pump stations?
85 J. Koetteritz: The amount doubles per dory over existing which is 1.40K gallons per day; net is 160K gallons(full
86 master plan would be 300K). We will evaluate the current inflow infiltration on site. 'There is groundwater

87 currently seeping into the existing system which is vitrified clay pipe with a high groundwater table. I expect
88 ample opportunities to pull flow out of that system. The higher sewer rates are based on MA DFP ratios for use;
89 residential use is a substantially higher rate per person, non-residential usage has less impact. To address tine
90 concerns of the site contributing to GLSD's issues,we would fully reconstruct a watertight sanitary sewer system,
91 eliminating opportunities for stormwater to get into that sewer system. We would have to monitor the existing
92 system to evaluate how much is getting in now;the 160K gallon impact is separate;the net could be less. We will
93 follow up on which pipes and pump stations are affected.
94 M. Lozano: The sewer and stormwater systems are not to current standards. We are increasing the energy and
95 water efficiency oil site; proposed majority 1-bedroom units is smaller than the 2-3 bedroom existing units. We are
96 also getting creative with stormwater management oil site,rain gardens, expanding wetlands uphill to capture
97 stormwater and creating a new underground system to capture excess.
98 E. Goldberg: You are getting the numbers oil formulas per use; the numbers should pertain to our current Program
99 Summary chart. We might need to consider impacts under a separate agreement, particularly if a pump station was
100 going to be brought to capacity or upgrades needed to be considered.
101 A. Koenig: You note utilizing low flaw fixtures, an entirely new system,. How much does that save on sewage and
102 water`
103 J. Simons: What is the total capacity of the system?You want to know the remaining capacity. Is there a peak load
104 phenomenon for water and sewage and how do you determine that?We have our own dedicated water supply, in
105 periods of drought how much headroom do we have?
106 J. Koetteritz: We need to determine and coordinate the total capacity with the town's study. A peaking factor is
107 built into the MA DTP rates; they assign gallons per clay based oil the program,per bedroom, per square ft. of
108 office, hotel key,etc. We can provide detail on how they derived those rates.
109 J.Enright: We]nave engaged with the consultant to conduct a water capacity study. I will get an update oil the
110 status of that study. Also,will try to get a representative from GLSD to talk with the Board.
III J. Koetteritz: Clarified Appendix in the document, "Sewer Generation Guide", calculations. The use-multiple
112 family dwelling is listed twice due to the 55+housing,the townhomes and the other is the multi-family buildings.
11.3 Lighting is designed to avoid spill to residential properties; lighting along 114 will be driven by MassDOT's
114 design for pedestrian and vehicular safety. Currently overhead wires serve the site, all new infi•astrUctUre to occur
115 below grade.
116 I . Goldbert~: The proposal has more people and new uses;approx. 2x the sewer use. There will be savings on the
117 upgraded system. We will try to get closer to the numbers and estimations for clarity as well as the capacity.
118 J. I,,'-oetteritz: Reviewed access and circulation plan with four modes of transportation. Pedestrian access highlights
119 the proposed sidewalk, patio plaza spaces included in the master plan. Tine flashing beacon signal runs across Rt.
1.20 114,there is limited pedestrian access to the site. Sidewalks to occur on both sides of the roadways, perimeter
121 along the back of the site, and connections to the MassDOT improvements along 114. Reviewed bicycle access
122 and accommodations including two connection points for dedicated bike facilities. We are working to pull the 6 ft.
123 sidewalk, shared use path further off the curb and into site to create a nice buffer. Vehicular access is 2-way travel,
124 22 ft. drive lanes, some on-street parking. One way access driveways to rear are mainly for townhouses. 'The goal
125 is to respect emergency access and provide wide enough lanes for loading needs.After meeting with.MVR'I'A tine
126 transit slide shows the extension of Rt. 33 into the Royal Crest stop loops around the site. Two to three shuttle
127 stops occur along the first block continuing to Rt. 114 introducing a transit option that does not exist today; also
128 discussed potential for bus service to North Station in.Boston-

129 M. Lozano: 'Thc existing site has very pool-pedestrian access to the site and has no sidewalks at all. Pedestrians
130 currently walk within the drive lanes of the roadways. MassDOT is introducing a multi-modal path on the
131 Merrimack side of 114. We are also looking into bike sharing. Preliminary design drawings demonstrate locations
132 of potential delivery access; Building D near the town green where trucks would access through the higher ceiling
133 garage of the multi-family building via a specific entry area accommodating moving trucks, etc. Obtaining a one-
134 stop ride into Boston is au opportunity that is not an option today.
135 J. Koetteritz: Reviewed dimensional guidelines for the framework looking at the strectscapes,cross sectional
136 diagrams of travel latres, on-street parking, plating zones and sidewalks.
137 A..Koenig: What is to stop a delivery truck from stopping to make a delivery on.Rt. 11.4`y
138 M. Lozano: There are closer pull-ins to the site; highly unlikely and would be a violation. Reviewed parking
139 diagram. Majority of structured parking is within buildings. Garages are provided in most of the townhouses,there
140 are only two surface lots; one next to the dorm (159 spaces)and one adjacent to G2 (73 spaces).The Table shows
1.41 more detail of the parking associated with all buildings, Building D(99 spaces)within the garage attached and
142 entering to the retail space; there's 1.4 spaces on-strect related to that space. Residential parking is primarily
143 associated with the in-building spaces. (210 spaces total for retail). Majority is within structures to maximize open
144 space and buffers.

160 make the Rt. 114 more attractive than tine current wooded landscape,and asked how they planned to accomplish.

163 M. Lozano: We will review responses to recent enrails at the next meeting. Specifically.we hope to clarify
164 questions related to traffic and roadway issues and a pleasing plan will be prepared. We are winding clown our list.
165 E. Goldberg: At the next meeting,we will hcar from Merrimack regarding their coordination with this proposal,
166 their current needs and alternatives.
