Minutes of the Meeting of February 25, 2021
The regular meeting of the North Andover Housing Authority was held on Thursday, February 25, 2021 via
conference call at 4:00 P.M.
Proper 48-hour notice was filed with the Town Clerk.
Mary Beth Soucy-Larkin called the meeting to order at 4:00 P.M. and upon roll call the following answered
present:

Tracy Watson
Maggie Cleary, Executive Director of the North Andover Housing Authority was also in attendance.
Minutes
The board reviewed the minutes of the previous regular board meeting held on January 28, 2021. A motion was
made by Francis McCarty and seconded by Tracy Watson to approve the minutes as presented. The motion was
approved by a vote of 5-0.
Tenant Participation
The only resident in attendance was board member Edward Capodilupo. He informed the board that he looked
into the Verizon question at Morkeski and discussed it with the Maintenance Supervisor. Maggie Cleary did as
well. Morkeski is not wired for Verizon and that company would need to install underground cable to begin
wiring the building for Verizon. They would then need to install conduit throughout the building hallways.
Currently residents can access cable and wifi via Comcast Xfinity.
New Business
a. Distribution and Review of Resident Balance Report, Vacancy Report, and Work Order Report: The
resident balance report and work order report were acceptable to the board. Mary Beth Soucy-Larkin
noted that she was pleased to see more action on the Vacancy Report. Maggie Cleary noted the absence
of the January 2021 financials and informed the board that they would be included in next month’s
packet. A motion was made by Edward Capodilupo and seconded by Francis McCarty to approve the
Resident Balance Report, Work Order Report and Vacancy. The motion was approved by a vote of 5-0.
b. Community Preservation Committee Housing Authority Representative: The North Andover Housing
Authority needed to fill the housing authority representative seat on the Community Preservation
Committee recently vacated by Francis McCarty. Tracy Watson stated that she is already on the CPC in a
different seat but would be willing to transfer to the housing authority seat unless anyone else was
interested. No other commissioner expressed interest. Mary Beth Soucy-Larkin entertained a motion to
appoint Tracy Watson to represent the NAHA on the Community Preservation Committee. Francis
McCarty made the motion. The motion was seconded by Edward Capodilupo and was approved by a
vote of 5-0. Edward Capodilupo also thanked Tracy Watson for her advocacy on the CPC.
c. Annual Civil Rights Certification: A motion was made by Stephen Long and seconded by Tracy Watson to
adopt the Annual Civil Rights Certification (HUD Form 50077-CR). The motion passed 5-0.
d. Report of the Executive Director: Maggie Cleary updated the board on general housing authority
business, discussing the upcoming Budget Buddies cohorts for the FSS program, and Frank McCarty not
seeking another board term.
e. COVID-19 Update: Maggie Cleary informed the board about the NAHA’s continued COVID prevention
efforts, including recent discussions with the North Andover Board of Health regarding the vaccine
rollout among residents. They also discussed plans for ending the staggered office administrative shifts.
Other Business
Francis McCarty made a motion to adjourn the meeting. The motion was seconded by Tracy Watson and passed
5-0. Mary Beth Soucy-Larkin declared the meeting adjourned at 4:38 p.m.
