Proper 48-hour notice was filed with the Town Clerk. Mary Beth Soucy-Larkin called the meeting to order at 4:00 P.M. and upon roll call the following answered present: Mary Beth Soucy-Larkin Edward Capodilupo Stephen Long Tracy Watson Maggie Cleary, Executive Director of the North Andover Housing Authority was also in attendance. Board member Francis McCarty was not in attendance. Minutes The board reviewed the minutes of the previous regular board meeting held on February 25, 2021. A motion was made by Tracy Watson and seconded by Stephen Long to approve the minutes as presented. The motion was approved by a vote of 4-0. Tenant Participation The only resident in attendance was board member Edward Capodilupo. He stated that although he was not in attendance, he wanted to thank Francis McCarty for his service to the NAHA over the past five years. The rest of the board agreed with Edward’s sentiments and noted Frank would be missed. Maggie Cleary stated she would miss his Bingham Way updates. New Business a. Distribution and Review of Resident Balance Report, Vacancy Report, and Work Order Report: The resident balance report and work order report were acceptable to the board. Maggie Cleary informed the board that the typical NAHA rent collection procedure is to send out monthly late notices, then enter into an informal payment agreement with residents still owing balances, then enter a court ordered payment agreement. If these actions do not work, the NAHA will then move for an eviction for nopayment. When reviewing the financial reports, she also pointed out that the NAHA is slightly over budget on line item 4410 – maintenance labor, but noted it should even out now that snow season is over. A motion was made by Tracy Watson and seconded by Steven Long to approve the Resident Balance Report, Work Order Report and Vacancy. The motion was approved by a vote of 4-0. b. Project 196063: Bingham Way Stair Tread and Flooring Replacement – Certificate of Final Completion and Final Payment in the amount of $4,234.54. The Executive Director stated that she, the architect, and maintenance were all satisfied with the stair tread and flooring replacement job. She noted that this job was supposed to start right at the beginning of the pandemic but was delayed. Edward Capodilupo made the motion to approve the Certificate of Final Completion and final payment of $4,234.54 to Continental Flooring Company for Project 196063. The motion was seconded by Tracy Watson and was approved by a vote of 4-0. c. Report of the Executive Director and Maternity Leave Discussion: Maggie Cleary updated the board on general housing authority business, discussing the recent “graduates” from the FSS Program, donated picnic tables from a North Andover high school student, and an update on the recent CPC application. She also provided brief updates on all modernization and capital projects. She then informed the board of her plans for her upcoming maternity leave. d. COVID-19 Update: Maggie Cleary informed the board about the NAHA’s continued COVID prevention efforts and reopening plan. They also discussed plans for holding in-person board meetings, with the general consensus being to wait until community rooms are reopened to the residents and the Town has begun holding its meetings in person as well. Other Business Tracy Watson made a motion to adjourn the meeting. The motion was seconded by Stephen Long and passed 4- 0.
