Thank you, Kristine Hecht Stephen Casey<scasey@northandoverma.gov> Mon, Aug 16, 2021 at 8:34 AM To: Kristine Hecht<khecht234@gmail.com> Hi Kristine, No problem, please see the answers to your questions below. 1.The consultant we work with is contracted by us to perform certain inspections (i.e.soil testing, final construction inspections).They also perform the plan review for the proposed system before any work is done to ensure the plans submitted are in compliance with Title 5.They would not come in and do the work to finish the system, but they are extremely well versed in regards to Title 5(the State Septic regulations)and overall knowledge on septic systems as well. When we speak with the consultant,typically it is to get an expert opinion on the best path forward or to get an additional opinion on what we have decided. ' 2. Regarding the completion of this project,the main issue is that the sand we had sampled and sent out for a Sieve Analysis did not meet the Title 5 Specifications for allowable material under the soil absorption system.As of now,the sand under the soil absorption area (i.e.the area in front of the house) must be removed and replaced with sand that meets the Title 5 Specifications. In addition to this,there are a few other areas where corrections need to be made but they are more minor in scope compared to the sand issue. I listed these below (it is possible some of these were corrected between our initial final inspection and now, but we have not been notified if they were completed). • A manhole cover to grade must be installed over the effluent filter of the existing septic tank.-The engineer will need to look into this to see if a variance or local upgrade approval is needed as bringing the cover to grade is technically required in Title"5, however it may present some issues with the yard/the rear steps.The engineer should determine if this is achievable, and if not they can apply for a variance or local upgrade approval. • The floats that were used in the pump tank were secured with electrical taipe.They must be secured with something more permanent. • The distribution box piping connections need to be secured with hydraulic cement. If you are looking into other companies,we have a list of approved septic installers that can be used in Town. If an outside company is to be used, an installer must be permitted through our department before they can begin work. Let me know if you would like a copy of this list of approved installers. 3. Outside of the one issue related to the septic tank cover, the backyard should be able to be finished after that. Do you =? know if the tank has been pumped at all over the last month or two? My only thought is that if the pump is off it will not be sending effluent(which is wastewater)to the soil absorption system and it is going to be sitting in the tanks(which could be the source of the odor). 4.We have additional copies of the approved plans we can distribute if needed.We usually give them to the installer, but I can check with our Director to verify that we can send them to you or Adam. As far as the consultant goes,that is not something you would pay for.They are contracted by us and work for us.We pay the contracted company, and if there are any additional expenses due to issues that arise from inspections we would charge the installer. These charges would not likely be anything significant either, if anything it is usually a reinspection fee or similar fee. It may be safer to say late september,just in case of inclement weather or other factors. To summarize the process moving forward, Jim will complete the permit and once approved he will be able to start the work. First the existing sand will be removed, and we will reinspect the bed bottom once all existing sand is gone and a load of new sand is present. From.there,.Jim can rebuild the soil absorption system. Once he is finished and ready for inspection,we will conduct another final construction inspection. Once that is done and approved, he will be given permission to backfill the system.After it is graded and grass seed is down, the engineer sends us the as-built plans and we review those. The sample of sand we took was from a newly built system. We dug down roughly 16-20 inches in the overdig (as the middle portion of the sand was covered by the pipe and stone that was built). We did this in 3 spots where the sand was located and took a composite of all three spots of sand. This composite is what was submitted on July 9th. My question is-would this qualify as a representative sample, or would you recommend conducting the sample collection in a different manner and resubmitting it for analysis? It can become contaminated with fines during installation. The overwhelming majority of septic sand we get in the lab, is from the pit. But if you were to sample from the installed system, make sure you are deep enough where the sand is uniform. Hand augers or post hole diggers work best, but watch out for the side walls and soil stuck to the sides. Moreover,the installer told us he purchased his sand from Bentley Warren, not from Pepin. I believe an analysis of the sand fill that exists at this site is prudent. Besides UMass, other labs I am aware of are UTS in Stoneham,Yankee Engineering in Worcester, GeoTesting Express in Acton {not certain they do Title 5 sand fill analysis but I believe they do) and Thielsch Engineering in Cranston, Rl. I am sure there are others too. Please let me know how 1 can assist further. YOU had called for sand which meets both the specifications in Title 5 and D-33. Based on the staining identified on my hands it does not appear that the sand meets the specifications for C-33. We have collected a sample for analysis • You had called for the existing septic tank to be made compliant with Title 5�, The manhole cover to grade was not present over the effluent filter. We have instructed the installer to provide one. You should confirm its presence and depict it on your as-built plan. • The floats were attached to the float mast with what appeared to be electrical tape, a securing mechanism which seemed to not be very permanent in an effluent environment. We have instructed the installer to provide a more robust securing mechanism • The distribution box piping connections were not sealed with hydraulic cernent as is required in North Andover • Lasdy, we did riot get to discuss this with the installer because there were rather issues which came to the forefront, but it seems like placing the required minirrium cover over the septic tank will bring about a change in the appearance of the yard and possibly the functionality of the rear,steps, Can you please examine this and determine iif compliance can be achieved„ or if you would be seeking a variance or local upgrade approval to reduce this depth? Thank you. I bring these items to your attention so you are aware about what is unfolding at this site but also because the review procedures in North Andover are in place so that the designer completes their inspection and confirms compliance with Title 5 and their design plan before they attest to the Health Department that things are ready for their final examination. This items which were identified today could have been identified earlier by you so they could have been corrected or addressed sooner, Please do keep that in mind for your field examination at future projects in North Andover.
