Re: Application for propane storage at Rocky's Ace, 50 Peters St. Mrs. Sifferlen, I have reviewed the application from Rocky's Ace Hardware for storage of propane at 50 Peters St.. It is my understanding that the applicant has filed this application due to wanting to store in excess of the amount [2000 gallons] allowed on site by the Massachusetts Comprehensive Fire Code, 527 CMR in Table 1.12.8.50 [attached]. The applicant indicated on the form that they seek to store 2278 gallons of propane on site, 288 gallons above ground in(60) 20 lb cylinders [each cylinder holds approximately 4.8 gallons of product per the applicant] and 1615 gallons in a single underground tank of 1990 gallons capacity. The 1615 gallon amount is approximately 85% of the capacity of the 1990 gallon tank, which is already on site and has been since 2015, as the vessel can only be filled to that level due to the expansion of the product. Regarding the amount of product that must be permitted, 527 CMR 1.12.8.50.2 [attached] states: `All tanks, containers, vessels and transport vehicles are to be considered full for the purpose ofpermitting under this Code and under MGL c 148 sec 13.' As a result, the applicant must permit the underground tank for its capacity of 1990 gallons. It is important to note that this is also applicable to the used 20 lb cylinders stored on site as once a vessel has been filled with product, it is considered full regardless of whether or not it appears empty. In order to simplify tracking the number of cylinders on site, while also not negatively impacting the businesses ability to provide propane to their customers for cooking etc., I'd be comfortable with allowing no more than 60 cylinders [new or used] to be stored on site for a total of 288 gallons of propane aboveground [60 x 4.8 =288] in addition to the 1990 gallons of propane capacity underground. To summarize, all totaled, I'd permit the applicant to store up to 2278 gallons of propane on site, 1990 gallons underground and 288 gallons above ground in no more (60) 20 lb cylinders. I wanted to add,for the other depts particularly CommDev, that the underground tank is existing and the reason for the application is solely that they are near or exceed the permitted maximum amount of product allowed by the fire code on site.This license will simply allow them to increase the amount of product licensed and permitted on site and continue to sell new cylinders while storing old ones until they are picked up by the supplier at regular intervals for recycling and/or recommissioning.
