Lozano: Tonight,we will present various updated reports including program, adiustnnents, most information 65 you have seen before, starting with the Fiscal Impact Update Memo. Figures are adjusted as they relate to the 66 program changes,reduction in the nu►nber of residential units and adjusts the costs. Identified Proposed Royal 67 Crest which compares the estimated new revenues to estimated costs resulting in a net positive fiscal impact 68 (removing existing apartment revenues from the equation). The net positive fiscal impact is between 3.7 and 4.8 69 million dollars. (Previously,with more units we estimated 3.2 million - 5.5 million) Within this report and with the 70 adjusted program, the net fiscal impact is 2.1 million—4.3 million. 71 J. Simons: These numbers reflect full build out in 10 years. In doing that, how did you normalize the costs and 72 what did you assume over time in that'?Are the expenses based oil current or future costs? 73 M. Kealey,Traffic Engineer, VHB: Summarized letter dated 10/20/21. Submitted original 'Traffic Study in 81 October 2020. During winter went through peer review process with Jeffrey Dirk, P.E. at Vanasse& Associates. 82 We have had several discussions with the town,MasSDOI"GPI, designer of Rt. 114 Improvement Project and 83 VA.I.Notably, we had a meeting at the end of September to address outstanding issues with this same group to 84 reach consensus on issues. There has been a program reduction since our original traffic study thus the impacts 85 should be less. J.Dirk wanted analysis at 3 particular intersections we have been studying. Expressed concern over Saturday daily trips 11.1 increasing 5-fold. 11.2 M. Kealey: Saturday is a lighter traffic day for some uses on site and is a lighter traffic time for Rt. 114. Without 1.13 Rt. 1.14 improvements, the existing infi-astrueture can accommodate that level of volume on a Saturday midday 114 peak. 11.5 E. Goldberg: Why does traffic increase so much oil Saturdays? 116 M.Keay: Residential and retail trips tend to be a factor oil Saturdays. 117 P. Boynton: We are doubling the amount of weekday morning peak hour trips in and out of Royal Crest.Noted 118 congestion driving to Boston, driving Mass.Ave.,to 114 to 125 interscction waiting at the traffic light between 119 125 and Rt. 114. Doubling the number of trills/cars in that area is concerning. 120 M. Kcalcy: Biggest impact along this corridor is going to be the MassDOT Rt. 1.14 Corridor Improvement Project. 121 The Bypass intcrsection is undergoing a major overhaul and increase in capacity. 122 P-A- yptoii: Does this also indicate that the traffic relief the MassDOT improvements were to provide its,will be 123 filled tip right away with these trip increases from Royal Crest? We won't enjoy those improvements due to the 1.24 excess capacity that is going to be consumed by this development. 125 M. Kealey: This project will take its 10+years to complete. Traffic studies with mixed-use development tend to 1.26 drastically overstate trip generation. We are required by the state to undertake a detailed traffic monitoring 1.27 program after project completion for at least 5 years which allows us to check and reanalyze those intersections for 128 discrepancies. Capacity is gradual over time; benefits of the Corridor Improvement Prt�ject will be realized for 129 quite some tinge. 130 E. Kealey: I don't see that happening with the status of the MassDOT improvements as planned runless the project 1.33 were to go on hold or go away. 134 Jinn Keefe,'Erin ity_Fi nan cia 1: If the Improvement project doesn't materialize, we would not commence this project 1.35 without certainty. If residents can't get there,that is a problem for us too. After the project is built,the MEPA 136 process will require a more comprehensive traffic system analysis beyond these intersections, likely they will 137 propose requirements and mitigation. We can suggest and address specific things we can do if these projections 138 don't turn out as expected. The incentivized, express bus service to Boston will help us market these units. 139 J. Simons: Questioned accuracy of the peak numbers. Requested peer review to look again at the peak numbers. 140 M. Kealey: Peak hour traffic tends to vary between 6-10% of daily traffic. The morning peak is 1-Dour. More 1.41 people are coming in due to working office/retail use employees. Tine October 2020 numbers in this table have 142 been thoroughly reviewed by Jeff Dirk and the informationn has gone through several iterations. 143 P. Boynton: Information here is not making sense. Correct answers were not given to my questions this evening. 144 When I asked for tine weekday daily numbers,the 4,488 jumps to 9,354 roughly doubles the trips?I was told that 1.45 is correct, but based oil John's very helpful clarification, that is not correct. It's tripling the trips in weekday daily; 146 the answer is the numbers are to be added together 9,354 plus 4,488. Saturday daily represents a 646ld increase v. 1.47 5-fold. I'm troubled by this and expect better answers. 148 E. Goldberg: The sum of the new trips at 9,300 plus the existing trips at 4,500 equals the total weekday daily trips. 149 If You then divide by the existing,you arrive at the actual increase percentage of new trips. Maybe it's easier if we 150 use actual raw numbers. Clarified that weekday daily trips goes from 4,500 to 1.3,800. Saturday daily goes fi•orn 151 2,000 to 12,500 trips per day. 152 M. Kcaley: The letter submitted included full detailed set of numbers. 153 M. Lozano: All numbers were peer reviewed for consistency with engineering principles. Goldberg: Should we ask about other intersections that may be impacted? Seenns to me that 80-85%of the town 159 intersections are not going to be impacted. Estimating haw many people go through Rt. 114, Mass, Ave., 1257 1.60 J. Simons: Unless you spend a lot of money over extended time, it will be hard to get that information with any 161 mathematical precision,however you can do proxies of that and talk with NAPD. We know the congestion choke 162 points that exist today. The indirect effect is that people avoid Rt. 114 at certain times of the day and travel 1.63 through the Old Center, 164 M. 1Ccaley: Everyone's typical commute today is irrelevant because the MassDOT Corridor Improvement will 165 have a dramatic effect oil that Rt. 114 corridor. 1.66 E. Goldber : I_<et's ask tine question to the traffic consultant to see if they call help us answer this; is there a way to 167 calculate how this would affect tine traffic right at this area and how does it affect the traffic and daily for the town 168 as a whole and are there ways that if we don't have an answer that we could even by proxy look to get information 169 on that? 170 M. Kcaley: In MEPA projects MassDOT has guidelines on which intersections you have to analyze because of 171 ]now much traffic you are adding to them. Impacts show largest at your site and fade outward. They have 172 thresholds of what intersections you look at and if the intersection has 100 trips or more, it has to be part of your 173 study. As part of the monitoring program,we will identify actual trip distribution, where people are arriving from 174 and going to. The program has been reduced therefore impacts are reduced and we are reanalyzing 3 key 175 intersections per J. Bo ry tort: What did Merrimack say when you posed that question for that side of the road? 1.92 Jeff Dogeett, EVP & CFO,Merrimack College: It was Merrimack's goal to get an overpass over Rt. 114. 'rile 193 Baker Administration had capital available at that time and the college decided to fund 50% of the crosswalk 194 project,the sidewalk on the Merrimack side of Rt. 114 and the sidewalk on the Royal Crest side. The goal was to 195 combine the business districts at the Bertucci's intersection and what"was"the Puddrucker's strip mall. Our 196 understanding of wiry the overpass wouldn't work is the same as what we are hearing today. There was 197 conversation about air rights from the state, ete. and we decided on tyre crosswalk. It is complicated because it has 198 to be made accessible to the public and the crosswalk was immediately available. 199 P. Boynton: I understand the point that 1,000 students being able to cross Rt. 114 safely,multiple times a day and 200 public access. For the record, I don't agree with that presentation as we have tried bard to explore all the options to 201 provide reasonable safety to this very large cohort of students that will be crossing multiple times a day; a road 202 that will be far busier in the future than it is today. The common sense notion is of that of course there will be a 203 crosswalk directly connecting the sidewalks, available to the public and students. If there were a way to efficiently 204 provide an aerial walkway connecting the I K student down that could provide a very safe way for students to 205 cross. It doesn't meaty the public has to have access to that if tile crosswalk is also there. The crosswalk solution 206 was a terrific contribution. The multi-story student dormitory is now an opportunity for an aerial walkway that 207 didn't exist prior were this project to go ahead. 208 J. Doggett: The total number of students is not greatly increasing. I would be open to exploring and discussing this 209 should this project reach a public conversation. This is not a lack of interest or attempt on behalf of the college or 210 the development team. 211 J. Simons: We are adding another signalized intersection,in addition to the crosswalk. With a I students, a busier road 219 makes a big difference. 'I'll is discussion,which is intended for constructive purposes, is to consider the possibility 220 of an aerial crosswalk to take a large portion of student volume safely above that busy roadway. 221 Kealey: The Rt. 1.14 Corridor Improvement Project is a Complete Streets project, not only at this intersection 222 but throughout the corridor with sidewalks, bike paths,etc.Design is geared to pedestrians. VAI will be reviewing; 223 the letter we submitted to the town.MEPA will involve another level of review. 224 Jeff Koetteritz, VHB: Responded to utilities and infrastructure memo dated 10/20/21. We summarized 4 questions. 225 Low-flow fixtures will be utilized to cut down on the water demand. Showed chart showing series of fixtures 226 attributing to 30-40%reduction for the building systems(exclusive of irrigation). Sewer capacity/generation 227 estimates are at 160K gallons per day to support the revised program. Routing was trapped out with DPW as 228 being down Rt. 11.4 to Wavery St. to Mass.Ave. and over to Sutton St. down to the GLSD plant;no capacity 229 concerns with sewer line piping. 230 J. Si,n-ons: I cannot tell whether there are some real issues here, it's a very ambiguous answer. 231 J. Koetteritz: A study needs to be clone. To confirm whether that capacity is sufficient. We don t have a concrete 232 answer on the percentages yet. Understood,this would be addressed in the project review process. 233 J. Enrialrt: The DPW Director has responded with comments saying they have spoken with VI113. They have their 234 numbers and peer review will occur once a Development Review Project comes forward. 235 P. Belton: You spoke about the sewer lines to GLSD. Are you referring to no capacity concerns with respect to 236 the lines and/or pumping stations they pass through?How marry stations are involved? 237 J. Koetteritz: Both, it is qualitative at this point. The pumping station is located at Riverview St. that is operated 238 outside the town's system limit. 239 E. Goldberg: You noted smaller pipes connecting to larger pipes. That first smaller pipe area may be where issues 240 arise?If that were the case,what are some possible solutions'? 241 J. Koetteritz: Depending on what issues arise, some of it might be attributed to the age of the infrastructure. 'Tile 242 pipe could be fine, it could be old clay or a form of lining the system. It could be spot replacements of failed 243 sections or potentially require upsizing the pipe. This can be addressed as part of the permitting review process. 244 J. Enright: Similarly, the Princeton Properties development required off-site infrastructure replacement. There is a 245 condition prior to Certificate of Occupancy that addresses upgrades. 246 J. Koetteritz: Provided detailed comparison of sewer generation flows for the existing site and proposed master 247 plan condition including what,the rates and peaking factors are based oar. Clarified sewer generation table. There 248 was confusion of the multi-family dwelling roles. Chart breaks down existing conditions and what's currently 249 generated by the existing buildings on site which is about 140K gallons per day. Proposed full-build master plan is 250 shy of 300K gallons per day,Net new increase associated with the project is a maximum of 160K gallons per day. 251 Illicit connections to the system will reduce that number. Rates shown are based on NIA state code from Title 5. 252 That is the MA DEP required rates to use based on associated programs. Those rates predate a lot of these low- 253 flow fixtures being introduced and are conservative. 254 J. Simons: Is the existing number an estimate or an actual number? If you have lawns and gardens do you add in 255 anything incremental for that? 256 .1. Koetteritz: It would be less than that in actuality;that number is peaked as a worst-case scenario. Lastly, Weston and Samson, has been engaged to establish a hydraulic model so we can. 260 respond to the water demand and capacity questions. We have the option to say that this 287 will be a Planning Board sponsored item at the next Town Meeting, or we have the option to say"no" it doesn't, 288 which also requires a vote. We are trying to formulate that vote, which is likely to be entertained as a warrant 289 article. If we decide"no",then it's(]one. If we say "yes", the Zoning working group presents all zoning issues to 290 this Board. Once we feel the zoning is in its best shape,we would have public hearings and public meetings 291 related to that. The Planning Board would then snake a recommendation as to favorable, unfavorable or no action. 292 Tire Select Board and Finance Committee would follow with their recommendations for Town Meeting. I don't: 293 believe we should decide until we have held public hearings and heard public input oar the zoning.Before we go 294 through 4-5 months of zoning, it might be beneficial to have Town Counsel present from the working group a 295 summary of what the potential zoning looks like.
