Present:

Remote Participation: As a disability commission we do have the ability to have
people participate remotely. We understand the ramifications of this and what it
means. Motion to adopt this to allow remote meetings to occur if we have one
person present physically at the meeting site. Pursuant to 940 CMR 29.10(g) regarding
remote participation:
g) Local Commissions on Disability. In accordance with M.G.L. c. 30A, §20(e), a local commission on
disability may by majority vote of the commissioners at a regular meeting authorize remote
participation applicable to a specific meeting or generally to all of the commission's meetings. If a local
commission on disability is authorized to utilize remote participation, a physical quorum of that
commission's members shall not be required to be present at the meeting location; provided, however,
that the chair or, in the chair's absence,the person authorized to chair the meeting, shall be physically
present at the meeting location.The commission shall comply with all other requirements of law.
Was allowed by a majority of those present.
N. Andover Committee on Diversity: Don Steward was elected to be the
Commission's member to the North Andover Committee on Diversity by majority of
those present.
School Department-Special Ed update: Linda Byers not preset to report on the
status. Relationship is continuing, they follow us on Facebook.
Commission Name Change 52497: The act to amend the town charter: Town voted
Favorability on the motion. Senate will take it up. It is still in process.
Ability Assistance Program:
• BILT- Life span services -successful October show.
• November: North Andover CAM! Brian Frazer: Exploring Discover your
Future
• December show: state legislative roundtable. This will take a lot more
planning than the other shows due to the topics, number of guests and who
they represent. Discuss Disability benefits, medications, accessibility and
other topics that are important for this group. Legislation Discussed:

NA Crosswalks: Mainsheet-NAMS and Stevens Memorial Library-Need to get new
crosswalks set up where the new sidewalks are located. Now children are walking
to school but there are not crosswalks in those areas. We have a second the
motion for the chair to present this to the town.
Senior Center: Don Stewart was elected to being the contact for senior center
concerns by a majority of those present. There are issues with having the right
kind of chairs to sit in for those who got to the senior center as well as the
accessibility to get into the senior center.
Public comment:
• We have a mailbox at town hall that we didn't know we even had it. Now,
once a month we get the mail before our meeting and go through all the
details. There was mail going back to 2017. Most of this is now outdated.
• 2017 Variance for the Ramp and Walk-Route 114- Completed-non-Issue.
• 2018- Architectural Access Board. Resurfacing and delated work-Route 114
and Waverly Road- Non-Issue now.
• Phyllis will follow up on the new Historical Society variances and requests
from 2020. Architectural Solutions-Phyllis has asked for permission to be
able to review these matters. Don will be our contact to collect the mail.
• Email from the Andover Commission: Andrea to Phyllis-two new co-chairs
want to collaborate with us on something.
• Idea for a talent show for those who have physical and/or cognitive
challenges.
