Conservation Conditions of Approval, NACC #290
Pursuant to section 4.4.2 (A) of the North Andover Wetlands Protection Regulations,
Issoufou Yacouba-Issa, applicant/homeowner, filed for a small project for work proposed at 43
Wintergreen Drive in North Andover. The work involves the replacement of an existing sunroom
located on an existing concrete foundation within an existing patio area with retaining wall. Work on
the sunroom will involve the replacement of existing windows, skylights, roof and wood framing
and installation of a new sill plate to be accomplished by hand. No ground disturbance is
proposed. Proposed work is located approximately 97-feet from the BVW and Riverfront to Fish
Brook based on Field Inspector's measurements in the field.
During the December 8, 2021, public meeting, the North Andover Conservation Commission
(NACC) found this project to qualify as a Small Project Permit and voted unanimously to approve
this project as proposed under Category "L" subject to compliance with the conditions listed below.
The project is approved only as it relates to the Conservation Commission and any and all other
approvals should be obtained by the applicant/homeowner.
** The applicant, Homeowner and their contractors are advised that NO other work on the property
is allowed under this permit. The NACC has jurisdiction over all the wetlands and associated 100-
Foot buffer zones on site and any work that involves ground disturbance or changing the current
conditions in these areas will require permitting with the NACC. This includes, but are not limited
to,house additions,pools, patios, decks, sheds, fences,garden beds,landscaping, soil excavation,
grading, bridge installation, tree or vegetation removal/cutting/pruning. These activities shall be
held to the current standards under the Bylaw and WPA.**
All work shall conform to the following plans and conditions:

The following conditions are hereby mandated:
CONDITIONS OF APPROVAL:
1. Prior to work commencing, a pre-construction meeting shall be scheduled with the
contractor homeowner.
2. No ground disturbance shall occur, and all demolition materials shall be kept outside of the
100'buffer zone.
3. A site visit with Conservation Department shall be scheduled anon completion of
demolition and once the project is complete to verify, compliance.
4. This permit shall expire one year from the date of issuance.
