Hello,
We have received an application for a Land Disturbance Permit for the construction of 4 single-family homes with septic
systems and associated site work at the corner of Mill Road and Johnson Street(Lots 1A, 1B, 2A, and 2B),
Would you please review the attached material and submit any comments you may have. The Planning Board hearing
will open on January 16. 1 would appreciate your comments by January 4 so that the applicant has time to respond prior
to the hearing. Thank you

Hi Jean,
On Tuesday February 6th, the Planning Board will meet again to discuss the
Permit to Disrupt the Land on 4 lots along Johnson St and Mill Rd. As you can
see, the attached email from Jennifer Hughes of the Conversation Committee
clearly states that the Conservation Committee has only approved the building
of two homes on two lots, 1A and 1 B. The attached PDF shows the wetlands
lines traveling from 901 Johnson St, to 889 Johnson, to Lot 2A.
My concern is, if a Permit to Disrupt the Land is granted for all 4 lots,
then I feel this is a sneaky roundabout way to avoid the Conservation
Committee on the other two lots. Once a permit is grated that includes Lots
2A and 2B, what is to stop a builder from purchasing the land and building
directly on top of wetlands? The builder has already show us renderings of
homes on all 4 lots, so it is obvious he plans to build eventually.

Monica,
I received your call regarding my comments on the Mill/Johnson Road proposed plan set. Based on my review of the
updated plan set dated January 23, 2018, 1 offer the following comments:
1. The applicant has removed the proposed porous pavement and is now proposing infiltration trenches along the edge
of the proposed driveways. While I do agree with this proposed design change I recommend that all of the driveways be
sloped towards the trenches along the entire length of the driveway and this identified on the site plans.
2. The infiltration trench along the driveway on Lot 1 B and 2A should be extended along the entire driveway length.
3. A typical driveway detail shall be added to the construction detail sheet depicting at a minimum the proposed driveway,
the minimum slope towards the infiltration trench, and the infiltration trench.
4. Per our driveway policy the pavement elevation at the driveways shall be at least 4 inches below the edge of the
existing roadway's pavement at a distance of 6 feet into the roadway shoulder from that edge of pavement. Spot grades
shall be added to the site plan to identify these low spots for the driveways to contain the stormwater on-site.

I have no issues with John's comments, excepting his#2 request. I agree with John it makes total
sense to extend the infiltration trenches along the entire length of the driveway on Lot I B + Lot 2A,
but this would place portions of the trench within 50 feet of the septic leaching field which was cited
by TEC as conflicting with the Stormwater Policy...I provided the maximum length of trench
possible while still maintaining the 50 foot setback....I have copied Peter from TEC as well in case
John & Peter want to discuss...I am fine with whatever outcome is reached. Just let me know what
,the verdict is....
