The drainage plans and Erosion &Sediment Control Plans have been revised to address peer review comments. The following is a written response to the Peer Review letter dated January 2, 2018 by TEC. TEC original comments are in standard font and responses are in italic font. 1. Section 7.1.h - it appears that some of the submitted plans are illegible. The Applicant should revise plans to clearly demonstrate all existing and proposed line work, dimensions, texts, etc. TEC recommends the Applicant include a legend demonstrating existing and proposed lines/symbols. The plans were prepared as an overlay to existing pdf plans(by others) of the approved septic systems for these four lots. The quality of the plans is the best that can be obtained. 2. Section 7.1.n-The Applicant has not provided existing and proposed vegetation on the site. Due to the time of season and snow cover it is impossible to determine existing site vegetation. An existing tree inventory of the 4 properties was not completed. Areas within the limit of work Line would have existing trees removed, but is willing to walk the site in the spring with the Town Planner to determine specimen trees that could be saved within the work area. The Proposed landscaping for these four lots will be con ventional single family landscaping methods consisting of lawn areas and mulch beds/plantings around the houses 3. Section 7.1.p--The Site Plans do not clearly depict the pre and post construction watersheds, subwatersheds and stormwater flow paths. The Applicant should provide separate plans demonstrating the pre and post construction watersheds and stormwater flow paths in accordance with this Section. Revised Predevelopment and Postdevelopment drainage plans have been prepared to better demonstrate the watershed areas, subcatchment areas, Stormwater flow paths(time of concentration Flow lines), and proposed drainage mitigation (for the Postdevelopment scenario). The full drainage Study involved the areas of disturbance on each lot. Design points ae clearly labeled. 4. Section 7.1.r-The Applicant should perform a test pit in each of the proposed drainage infiltration systems to ensure adequate separation to estimated seasonal high groundwater. Testpits were performed on all 4 properties by others and witnessed by the North Andover Board of Health for the approved septic system locations. The proposed drainage infltration fields are all approximately 50 feet from soil testing location and the infiltration rates used for the drainage system is consist with the percolation rates established. Estimate seasonal groundwater was established on each lot(by others)and these values were used in the drainage design to ensure a minimum 2 foot vertical separation between the water table and the bottom of the drainage system. 5, Section 7.1.t--The Applicant should provide further detail for the proposed drainage infiltration systems. The Applicant should show roof drains connecting into the drainage infiltration systems and provide details, Drawings should be provided for the infiltration systems consistent with Section 7.1.t. Although the final house plans have not been developed for these four lots, roof drain connections have now been show on the Site Plans Additionally, on the Construction Detail sheet a cross section has been shown provided showing how the roof drains will connect to the infiltration field. Also, a detail has been provided for the roof drain connections showing an emergency overflow to a splash pad for storms that may exceed the 100 year storm event, 6. Section 7.1 —A locus map at a scale of 1"-800; should be provided. Furthermore, names of abutters should be provided on the site plans, The locus map at 1"-800'has been attached to this letter. Names of the abutters are shown on the Site Plans. 7. Section 7.2.B.d—The Applicant should demonstrate the locations of the designated control points utilized in the HydroCAD Analysis, All design control points have been labeled on the Pre& Post Development stormwater plans. 8. Section 8.0 —The Applicant should provide an Erosion and Sediment Control Plan and include all required details described in Section 8 of the North Andover Stormwater Management and Erosion Control Regulations. The Erosion and Sediment Control Plans have been revised to show all critical design features including soil stockpile areas, construction entrance, erosion control barriers, drainage features, and limit of work, 9. Proposed soil stockpiles should be relocated so they are not directly on top of the proposed infiltration systems. All soil stockpile areas have been reviewed and relocated as needed to avoid any conflict with the infiltration systems. 10. It appears that the Applicant is proposing to infiltrate stormwater within 50'of the proposed septic tank/leaching field systems; the Applicant should revise the plans to ensure a fifty (50� foot minimum separation between infiltration and leaching systems to be in compliance with the Massachusetts Stormwater Handbook, The drainage infiltration fields for all four properties have been reviewed and relocated as required to maintain a minimum 50 foot separation for any septic leaching facility. 11.The project is proposing septic systems that will require review and approval by the Town of North Andover Board of Health. The North Andover Board of Health has reviewed and approved the septic design plans 12.The Applicant should include a section in the stormwater report to document how each proposed lot within the project complies with the 10 standards in the Massachusetts Stormwater Handbook. The major change from the previous submission is the removal of porous pavement driveways. In order to mitigate the conventional pavement driveways the proposed design now includes a 2'x2'crushed stone infiltration trench along the driveway edge (on the low side) making sure there is a 50 feet horizontal separation to the septic leaching fields. Additionally, Lots 1A, 1B, and 2A now have proposed grassed bioretention areas to achieve reductiohs in peak rates &volume of stormwater runoff:over existing conditions. The following summarizes changes and/or revisions made based on the TEC memorandum and feedback from the North Andover Planning Board: 1) Previously percolation rates from the septic soil testing were used to establish the design infiltration rate for the infiltration systems proposed for each roof area. TEC recommended using the infiltration rates listed in Table 2.3.3 of Volume 3 of the Stormwater Handbook. Therefore, the infiltration rates used In sizing the infiltration system were revised utilizing the Rawl's rate of 2.41 in/hr for a Loamy Sand. This rate is used in the HydroCAD calculations.
