HISTORY AND BACKGROUND
On February It, 2003,.the applicant applied for and received approval for a Site Plan Review
Special Permit under the requirements of the North Andover Zoning Bylaw, section 8.3, 10.3,
10.31 and MGL C40A, section 9, so as to allow for the expansion of surface parking to a total of
127 spaces,as described in"Plans"cited below.
After a discussion with the Planning Board on July 20, 2010, regarding a modification to those
plans, including the installation of a drive-thru window and a reduction of three parking spaces,
as described in "Plans"cited below, the Planning Board agreed that the proposed changes would
not require a new Site Plan Review Special Permit and would qualify for a waiver of such
permit,

Dear Chairman Simons and Other Board Members:
On behalf of Salem Five Cents Savings Bank("Salem Five"),I am requesting an
Informal discussion with the Board concerning property located at 510 and 530 Turnpike
Street.The purpose of the meeting is to informally discuss the proposed installation of a
drive-up teller window on the east side of the existing building located at 530 Turnpike
Street to enable Salem Five to operate a drive-up teller facility at the existing premises.
Salem Five is one of two tenants located in a 13,000+square foot building
located at 530 Turnpike Street(the"Property") as shown on the attached existing
conditions plan. The owner of the Property is John F.McGarry,as Trustee of Pico Trust,
The Property is located in the General Business("GB")Zoning District. The Property's
use as a bank is permitted by right in the GB District, Both the building at 530 Turnpike
Street and the building at 510 Turnpike Street are located on asingle lot,with a total of
127 parking spaces serving the lot.
Salem Five proposes to construct a single lane drive-up teller facility on the
eastern side of 530 Turnpike Street as depicted on the attached sketch plan. In
connection with these improvements,a total of three parking spaces would be displaced
in the area of the proposed drive-up facility. No other changes are proposed for the
Property. We look forward to our discussion on July 20.
