Re: Child Recreational Camp
Dear Ms.Lambert,
This letter is in regards to your application to the North Andover Health Qepartment to hold a
recreational camp for children at Windkist Equestrian centre at 125 Windkist Farm Road. As a
result of your appeal of the denial of the application,the North Andover Board of Health heard
testimony from you at two separate public meetings. The evaluation of your program and how it
relates to the Massachusetts regulations led to lengthy discussion and resolution.
Subsequent to the meetings you sent an email notifying the North Andover Health Office that all
references utilized for advertising as a"camp"have been removed from your literature and from
your website found at: http://www.windkistfarm.com/. This has been confirmed by Health
Office staff.
The basic elimination of the"camp' designation addresses a primary concern of the Board of
Health.Going forward you have agreed to only hold programs,clinics or the like and only refer
to them as such(and not as a camp) in your advertising and literature.
Further, since you have indicated to the Board of Health that the horsemanship training is
conducted all year long,and that the summer program is devoted to only the single sport of
horsemanship(with no other camp activities),you will not be considered to be a child
recreational camp,as that term is applied by the Board and the Massachusetts Department of
Public Health,Community Sanitation Division.
As long as you do as you proposed which is to: disseminate the attached document,provide
proof of disseminating the document,and you do not refer to the program as a camp,you will not
be required to apply for a permit for a recreational camp.
Therefore,with this determination, Windkist Equestrian Centre is not required to submit an
application to the Health Department for the 2009 camping season,or in the future,unless you

o become a designated"camp".You do not need to appear at the next Board of Health

Meeting on Thursday,July 24,2009.
With regard to the building applications to the North Andover Building Department,any future
applications,as always,would require sign off from each department including the Health
Department. All applications would be reviewed per the situations that are current at that time. I
discussed this with Building Commissioner, Gerald Brown,in the presence of Curt Bellavance,
the Director of the Community Development Division.

Hello Patricia,
I just left you a message, at the farm, with a young woman. The Board members have not placed
Windkist on the agenda for tonight, as they too are satisfied with the action taken, therefore there is no
need to attend.
As for the notification. If you can send the participants an email or hand them a paper notice that will be
fine, just let us know via email how many people you notified.
I believe it is really not necessary for us to know the names, just your acknowledgement of how many
should suffice for our purpose.

I am sorry I just got the e-mail. My web has been down off and on for a week and a half. The letter is fine. I can
bring my book tonight and will have a list of kids who signed up with the Recreational Camp literature on the web
site. Either you can notify them or I will, at your discretion, if that works for you.
