Donald Phillips,,Asst, Treasurer NG ARD Execulive Director October 24, 1984 Karen Nelson, Town Planner q%10 Town Hall 120 Main Street North Andover, MA Dear Karen: As you requested, I am putting in writing the observations I expressed to you at our meeting today concerning the traffic impacts of the Watts Regulator development. - It appears to me that there will not be a large amount of traf- fic generated by the development--roughly 50-60 cars in during the morning peak hour and about the same number out during the afternoon peak hour. Con- sidering the light traffic volumes on Chestnut Street at present, the addi- tional traffic will not cause any problems at the intersections of Chestnut Street with Route 114 and the driveway to the development. Chestnut Street is a low-design road. It is very narrow and can barely accommodate two lanes of traffic. Since it is likely that there will be nu- merous times when there will be vehicles on "the road traveling in opposite directions at the same time, I would recommend widening Chestnut Street to 24- 30 feet wide from the driveway to Route 114. This could be done within the existing right-of-way or along the edge of the Watts Regulator property. An- other problem with the existing roadway is the small turning radius and sharp angle at which Chestnut Street intersects Route 114. This presents a problem for vehicles turning right from Chestnut Street to Route 114 east and for left turning vehicles from Route 114 west. The problem could be be solved by in- creasing the turning radius using land within the rights-of-way of the two roads and, if necessary, a small portion of the privately owned corner lot. Another good idea would be to provide a deceleration/turning lane for east- bound traffic on Route 114 bound for Chestnut Street. This could be *done within the state-owned tight-of-way of Route 114. I 'personally do not like the idea of a separate turning roadway from Route 114 east all the way into the Watts Regulator. site, It would cause con- fusion both for drivers bound for the site and those heading for Chestnut Street. Since Chestnut Street can easily handle site traffic ant the existing traffic, it seems like an unnecessary expense. I am enclosing turning movement counts at the intersection taken by the MVPC staff in July. As you can see, the peak hour volumes for the Chestnut Street approach are: A.M. - 7 in, 25 out P.M. - 19 in, 6 out Amesbury Andover t oxford Georgetown Groveland Haverhill Lawrence Merrimac Methuen Newbury Newburyporl North Andover Rowley Salisbury West Newbury These volumes are very low and would not cause any significant conflicts with site-generated traffic. It will be difficult at times for traffic from Chestnut Street to enter Route 114 due to its high volumes. This will not be made any worse by the de- velopment. Traffic volumes will certainly be increasing on Route 114 in the future. It -is possible that at some point a traffic signal at the intersec- tion of Route 114 and Mill Road will be installed. This would create gaps in Route 114 traffic which would make it easier to enter the route from Chestnut Street. I hope this information is of assistance. Please call me if you have any questions.
