Graham, Chairman Board of Selectmen Town Hall No. Andover, Ma. 02149 - Dear Mr. Graham: Members of my staff were requested to be present at meetings on October 15th and 22nd at the Office of the Highway Surveyor, to discuss access plans to the proposed corporate offices of the Watts Regulator Co, site, at the intersection of Chestnut Street (south) and eastbound Route. 114. It is the District's opinion that the conceptional plans as pre- sented: to construct a decelerating lane on Route 114, in con- junction with a necessary widening of Chestnut St. to a pro- posed access drive to the building site, reflects sound engineer- ing judgement and practice, that will enhance the safety aspect of the present intersection, for the benefit of the traveling public. Dear Sirs: Please be advised that I met with Karen Nelson and reviewed a Plan of Land prepared by Port Engineering Associates, Inc. dated August, 16, - 1984 regarding the above cited parcel. Karen' s inquiry concerned the jurisdiction of the Planning Board in the proposed relocation of the entry to the parcel and the improvements on Route 114. The property owners presently have the right to use an existing curb cut on Chestnut Street and the only jurisdiction I see in any town officials is a driveway permit to be issued by the Highway Surveyor in the event that the existing entrance is relocated further down Chestnut Street. I am further informc?a that the Department of Public Works has refused a driveway entry to the turnpike although they are contemplating a deceleration lane and other improved markings approaching the Chestnut Street intersection. These matters are entirely within -- the jurisdiction of the Department of Public Works. The only circumstance I can see wherein the Planning Board would be involved in other than an advisory capacity, is in the event that the property owners requested a relocation of the exterior lines of Chestnut Street. If you have any further concerns in this matter, kindly advise. Ve r r u ly�yoy� �hlph R. Joyce Town Couns RRJ:mjj Summary of Meeting on Watts Regulator Petition of Neighboring residents . Mr . William Cyr , the Highway Surveyor called a meeting of town departments and State DPW Officials to address the petition that was circulated to most departments . Representatives from Watts Regulator were also present at the both meetings (October 15th and 22nd ) . Those present were:Mr . Don Horgan, MDPW, Mr . Joe D ' Angelo, MDPW; Fire Chief Dolan; Police Chief Sullivan; Mr . William Cyr. , Highway; Mr . Ted Phelan , Assessor and abuttor ; Karen H. Nelson , Town Planner ; Watts Regulator ; Satellite Builders ; and two residents ► Mr . DeNitto, and Mrs . Amundsen . The purpose of the two meetings were to address three major concerns: 1. The concern of the residents of the neighborhood, 2. The safety issue at the Chestnut/Rte 114 intersection, 3. Determine the safest means to enter and exit the site without severely impacting the existing traffic on both 114 and Chestnut . Based on the following information provided by Watts Regulator : 1 . 31, 000 square foot building on 8 acres, 2. Building will be the corporate headquarters , 3 . No manufacturing on site , 3. 110 employees (xlL but 2 people come from the west on 114) , 4. Work hours are 8 a .m. to 4: 30 p.m. (would modify if necessary to reduce traffic congestion) . The group of town and state officials examined some alternatives at their October 15th meeting µ- 1 . Access to Flagship Drive - Watts Regulator does not own land to gain access to Flagship Dr . -- They already have existing access by way o; f Chestnut St . 2. A separate deceleration/access lane on Rte 1.14 to the site -- It would create conflict having 2 entrances within 150 feet of each other . 3. A decel lane (not. separate ) on 114 into Chestnut St . (Watts would deed land to town for. improvement) AND improve the intersection by means of a possible easement from Phelan and Watts . The State DPW and North Andover Police Cbj.ef agree that another separate curb cut on to 114 would create another much more serious area of vehicular. conflict . In spealti.ng with the Merrimack Valley Planning Commission, the amount of queing from this development would be roughly 5 to 1.0 minutes at the end of the day on Chestnut St . exiting north towards Lawrence . Mr . U'Angelo stated that Watts has gone through the required process for approvals and that by no means would he recommend a second curb cut so close to Chestnut St . After_ two meetings totalling 6 hours of: discussions , the consensus (excluding the 2 residents at todays meeting ) of town and state officials was to require a full scale decel lane along Watts 1.14 frontage up onto Chestnut St . , by widening and improving the existing portion of Chestnut . It is a had intersection with or without Watts . in addition, we recommend to improve the intersection by acquiring an easement from Phalan . This would accomplish two things: 1 . Getting the residential and employee traffic Gaff 114 safely, and 2. Improve the site distance on K4 where Chestnut intersects . Watts has indicated that they are willing to give the town the necessary land to improve the area . The proposed recommendation was NOT arrived at haphazardly, but carefully reviewed by individuals responsible for various aspects of town safety. While the matter is one which will be decided by the Highway Surveyor, the following information has been referred to the Selectmen for its consideration, and is attached hereto: Meeting summaries from October 15, and 22, 1984; v Mass. DPW District 5 Engineer's recommendation for a deceleration lane on Route 114 and the widening of Chestnut St. ; • Eire Chiefrs recommendation (concurring) ; • Police Chief's prior letter on the subject; • Town Cousel's memo on the subject of jurisdiction; and • a general map of the area. SULLIVAN, JR., ��;: �t1 68 3 31 6$ CHIEF ��� � • October 11, 1984 Board of Selectmen Town Office Building North Andover, MA Dear Sirs and Madam: In regard to a letter received from "Residents of Chestnut Street, Marian Drive and Evergreen Drive" who are concerned about the entrance to the new Watts Regulator office building at the inter- section of Chestnut and Turnpike Streets, being on Chestnut St . and/or thereby creating a traffic problem on Chestnut St. and tie-ups at the intersection of Chestnut and Rte. 114 . I viewed the construction area this morning at 11 : 30 A.M. and spoke to the foreman, Walter McCloud. He was cooperative and stated they only had two choices for access to the property, where the road presently exists or onto Rte. 114 . I suggested that a - solution would be an access road to Flagship Drive but he stated that the land between Watts Regulator and Flagship Drive is owned by other companies and they will not allow a right-of-way through their land. Another suggestion is to make the access coincide with the inter- section of Chestnut St. and Rte. 114 . I personally cannot see any advantage to this alternative over the present access and can surely not see cutting another entrance onto 114 in this area from a public safety standpoint. I have also spoken to Karen Pomroy, Town Planner, who informed me that this area was not a subdivision and, therefore, did not go through the Planning Board. All that was required was a build- ing permit. I contacted Mark Slombo owner of Satellite Builders, 477 Andover Street, contractor who is constructing the Watts office building. V October 11, 19811 2 He gust does not know of any other way to gain access to this building other than those mentioned above and feels as 1 do, that access to Chestnut St . is a better solution than another opening onto Fite . 114 . Also, please be advised that this building, according to the builder, is going to be strictly an office building employing approximately 150 persons and will utilize no trucks. Yours truly, Edward T. This proposal would include a deceleration lane on .route 114 as well as widening of the roadway on Chestnut Street. Unfortunately, a prior commitment caused me to be absent from the meeting on Monday October 22, but I have an understanding of what transpired from talking to you, Mr . Cyr and Mrs . Pat Cavanaugh a resident of the area . As I stated at the October 16 meeting, in addition to the proposal made that day, that the access to route 125 from Wallow Street would be beneficial not only to the fire department but to the access and traffic problems on route 114 .
