Dear Mr. Messina:
I am writing to you with regard to the above referenced project.
It is my understanding from our last discussion that you would
like to revise your approved site plan by constructing a Rip-rap
retaining wall rather than a concrete retaining wall .
As I told you previously, if this is your intention then you must
file with the Planning Board for a revised site plan approval . I
have received a letter from the Housing Authority which states
that they have no objections to such a wall and are awaiting your
plans.
I would appreciate it if you would contact my office and bring me
up to date with regard to your intentions. As always, if you have
any questions or concerns please feel free to contact me.

Dear Mr. Messina:
It has been brought to my attention that the above stated project
has not as of yet complied with the order of Conditions issued by
the N. Andover Planning Board on May 12 , 1986 .
During the development of your property, the reinforced concrete
retaining wall along the Housing Authority property line as shown
on Drawing No. A-1, Site Plan, Dated: 5/8/86 by Eric 1. Brainerd,
Architect, has never been constructed.
I would like you to submit a construction schedule to my office
by 4/19/89, or drop by in person to address this concern.

Site Plan
Dear Mr. Messina:
Thank you for outlining your concerns regarding the site
development plan for Sanlau Realty Trust during our meeting on January
25 , 1989 . We agreed during our meeting that the following procedure
should be followed to rectify the issues contained in my January 17 ,
1989 Letter to you :
1 , Resubmission to the Pianninq board for review and approval .
2 . Changes made to the retaining wall to the rear of the
project .
During our meeting you sugllested a rip-rap design . Please
supply detailed information for the construction of this
pant of the ;site plan .
3 . Changes from th{� original site plan in stablizing the area
between School Street and your service drive .
4 . The actual site plan which reflects the "built conditions"
found at the site .
1 await this information and your formal submission to the
Planning Board for review. Please be advised that you will be required
to post a public notice in the Citizen for this meeting. Thank you for
your time and effort in this matter .

Dear Mr. Messina:
Please be advised that the above cited site plan has been
referred to me from the Building Inspector for review and comment. Upon
my review I find the following site conditions are not incompliance with
the site plan approved by the Planning Board on April 14 , 1986 :
1 . Landscaping adjacent to School Street, 4 trees are
shown, one exists on site .
2 . The concrete retaining wall and related grading along
School Street and adjacent to the North Andover
Housing Authority property, has not been completed as
called for in the site plan.
Please contact my office to verify when this work will be
completed and incompliance with the Planning Board decision. Thank you
for you time and effort in this matter.
