PIease refer to the final report below for additional details. The plans were reviewed for conformance to the 1972 Town of North Andover Zoning Bylaw(last amended July 10, 2006)and general engineering practice. The Applicant has submitted the following information for VHB's 3"d review: • Response to comments letter dated April 12,2007, • Site Plan Review&Special Permit Application Plans for: Messina's Shopping Center (Partial set,cover sheet and sheets L-I and L-2),dated April 12,2007. Tile following comments note non-conformance with specific sections of the Zoning Bylaw and general questions/continents on the proposed design and VHB's reconmiendat ions/suggest ions. Original comments are shown in regular font, with follow-up comments in italics. The latest continents are in bold. Town of North Andover Zoning B law Y 3. (Section 8.3.5.e.vi) A table,as described in this section,should be added to the plans. Not addressed. The required table has not been added to the plans. Addressed. 6. (Section 8.3.5.e.xvi) All refuse areas(dumpsters)should be clearly labeled on the plans. This section also specifies that all refuse areas be fully enclosed. Not addressed. VHB assumav that the diamond symbols wilh the letter "D"inside indicate dianpster locations, hoilrever this is not clear on the plates. Tlie Applicant should provide labels or((lege►td. In a(hlitaon, several plantings Core proposed(LY.Screening Near the western First street entrance,however this section requires that the dumpster locations also be Jidly enclosed. 17IIB suggests adding a detail, showing ttrpe qf enclosure proposed. Addressed. 7. (Section 8.3.5.e.xvii) This section requires that direction and degree of illumination of the proposed lighting facilities should be indicated. The Applicant states in his response that(t lighting specialist has been retained and that.site lighting plans would be submitted cis soon as they are ready. Addressed. General Cotnnients/Standard Enmineering Practice 16. Section 4.1.2.5.b of the Americans with Disabilities Act(ADA)Standards for Accessible Design specifies that one out of every eight accessible parking spaces must be designated as"van accessible". The Applicant Should revise. Partially addressed. Although the striping required for a van accessible.space is provided, a "Van Accessible"sign.should be provided. All existing features that are to be removed or removed and reset should be clearly labeled on the plans, including,but not limited to- • Existing light poles, • Existing guardrail, • Curbing, • Bollards, • Utility poles--Note that there is an existing utility pole directly in the middle of the proposed concrete walk between the two entrances on Fist Street. In addition,curb is proposed through an existing utility pole at the eastern entrance on First Street. Partially adch•essed. The Applicant has added a Site Preparation Plan and proposes to "Protect &illaintcrira"existing tttilit},Poles along First Street. The Applicant should note that the following issues arise of existing locations are maintained: a. For the UP near the northei-at entrance, along First Street, it appears that the existing UP is directly on the proposed cao•b line. Addressed. b. For the UP between the two entrances along First Street, it appears that the existing UP is near the middle of the sidewalk, The Applicant should vertf,that the required mininnun clearance of 36 inches is provided along the walkway,per ADAIAAB standards.
