Town of North Andover 0 Z T'11��111'1 CC 0 Office of the Planning Department Community Development and Economic Development 1600 Osgood Street,Suite 2035 JU1`1 3 9 North Andover, Massachusetts 01845 rr S CHUS MAS S;4, htj NOTICE OF DECISION- SITE PLAN REVIEW WAIVER Date of Decision: June 7,2016 Application of: George Peters,Kettle Pizza Premises Affected: 1755 Osgood Street North Andover,MA 01845 On April 1, 2016, Philip Christiansen, P.E.,representative for the Applicant,filed a request for a Waiver of Site Plan Review in accordance with the North Andover Zoning Bylaw section 8.3.2.c.i, for the purpose of widening all entrance and exit driveway from Bradford Street, improving the loading dock area,removing some paving and curbing near the loading dock area and reconnecting the access from Route 125. Reconnecting the access from Route 125 is proposed to allow tractor trailer trucks to enter the site more efficiently. The purpose of widening the entrance and exit driveway from Bradford Street is to allow tractor trailer trucks that exit to more easily maneuver the left hand turn. HISTORY &BACKGROUND • Tile Applicant has provided the attached proposed plans. • A Division of Public Works Driveway Permit has been issued. FINDINGS OF FACT • The property is within the CDD3 Zoning District and the Building Coin in issioner has deemed the use allowed by right. • Per the Off-Street Parking Regulations Table the calculation is 1.5 per thousand sq. ft. of gross floor area. The building is approx. 11,000 sq. ft., therefore approximately sixteen spaces(16)are required. The site improvements will result in a reduction of two(2) spaces resulting in a total of twenty three(23)spaces. • The proposed project will result in a net increase in the width of the entrance and exit driveway from Bradford Street six(6)feet for a total of sixty two(62)feet. • The North Andover Police Department,North Andover Fire Department and Division of Public Works have reviewed and approved of the proposed plan. • Abutters in both North Andover and Haverhill were notified of the proposed site improvements. DECISION After discussion at the June 7, 2016 Planning Board meeting, and upon a motion by Lynne Rudnicki, seconded by Lora MeSherry, the Planning Board Approves the Site Plan Review—Waiver. A vote of 5- 0 was made in Favor of the waiver request. CONDITIONS Prior to a Building Permit and/or Site Work 1755 Osgood Site flan Review Waiver May 17,2016 • The Applicant will provide to the Planning Department a copy of MassDOT's approval to reopen the existing curb cut along Route 125. • Work shall substantially conform to the documents, photographs, description and or plans submitted for the meeting heard on the above date.
