HomeMy WebLinkAbout2022-01-18 Affordable Housing Trust Minutes North Andover Affordable Housing Trust Meeting Minutes January 18, 2022 Present: Laurie Burzlaff, Christopher Jee, George Koehler, Joan Fitzgibbons, Roger Lawson and Robert Bernardin, Richard Vaillancourt Meeting was called to order at 5:30 p.m. Chair Jee read the following statement: Pursuant to Chapter 20 of the Acts of 2021, this meeting will be conducted via remote means only. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found on the Town’s website, at www.northandoverma.gov. For this meeting, members of the public who wish to watch the meeting may do so on their televisions by tuning to Comcast Channel 8, Verizon Channel 26, or online at www.northandovercam.org. Every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the Town website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting. Approve minutes of November 16, 2021 Motion made by Joan Fitzgibbons, seconded by Laurie Burzlaff to approve the meeting minutes of November 16, 2021, as presented. Motion approved 6-0-1. Mr. Vaillancourt abstained. Inclusionary Zoning Bylaw Jean Enright, Planning Director, explained the inclusionary zoning bylaw that is being presented to the Planning Board. Ms. Enright indicated that the ultimate goal is to create affordable housing that would count toward the subsidized housing inventory percentage. The town is currently at 8% and needs to be at 10%. All recent developments have been market rate rentals. The town wide bylaw will be a good maintenance tool once we get to the 10%. Eight or more units will trigger the bylaw and then the developer would need to make 15% of the units affordable. There is a payment in lieu provision where any payments would go to the trust. The Planning Board would decide if that option is acceptable after reviewing the application. In response to a question from Mr. Koehler, Ms. Enright stated that single family subdivisions are excluded. Mr. Bernardin was concerned about the payment in lieu calculation not being specific enough. Motion made by Laurie Burzlaff, seconded by Robert Bernardin, for Chair Jee to attend the February 1, 2021 Planning Board Meeting on behalf of the Trust indicating the Trust’s preliminary support of the Inclusionary Zoning Bylaw. Motion approved 7-0. MHP housing trust technical assistance program (application due January 19, 2022) Ms. Burzlaff indicated the deadline was extended until January 21, 2021 but did not think there was anything the trust was ready to apply for. In order to apply for something relating to Fountain Drive, it would need to be “shovel ready”. The Trustees agreed that given the tight time frame and no project yet, there would be nothing to apply for. Update on Fountain Drive The feasibility study has not been received. Mr. Bernardin will contact the Housing Authority for a status. Update on use of 2021 HOME funds ($49,865) and grant application for pool funding This matter was continued to the next meeting after the Trust receives the Fountain Drive feasibility study. ADJOURNMENT Motion made by George Koehler, seconded by Robert Bernardin, to adjourn the meeting at 6:22PM. Motion approved 7-0.
