North Andover Board of Registrar’s Meeting Minutes
Tuesday, October 5, 2021
6 p.m.
Town Hall
120 Main Street
Conference Room – 1st Floor
The meeting was called to order by Dawne Warren, at 6:07 p.m.
Present: Dawne Warren, Karin Rhoton, and Eileen Kelly
Absent: Colleen Martin
Introductions were made around the table.
Discussion:
Dawne Warren opened the meeting and explained that the charge of the Board that evening
was to discuss and consider voting to recommend approval of election precinct boundaries
drawn following the 2020 U.S. Census.
Secretary Galvin’s Office released North Andover’s official 2020 US Census numbers, which is
30, 915, along with a recommendation is to remain at 8 precincts. There is growth in all
precincts from 2010 to 2020, but NA is under the 4,000 population per precinct.
Dawne Warren explained what known new developments are planned in Town in the future
and the impact that larger size precincts would have on Election Day.
Dawne Warren said that changes go in effect on December 31st, 2021. Population numbers are
allowed to increase over the 4,000 limit over the next ten (10) years.
A short discussion followed regarding reprecincting.
Karin Rhoton moved to recommend approval of election precinct boundaries drawn following
U.S. 2020 Census as submitted by Dawne Warren, Town Clerk. Eileen Kelly seconded.
A unanimous vote was taken to recommend approval of the presentation as submitted.
