Meeting Minutes
February 15, 2022
Present: Laurie Burzlaff, Christopher Jee, George Koehler, Joan Fitzgibbons, Roger Lawson and Robert Bernardin,
Richard Vaillancourt
Meeting was called to order at 5:33 p.m. Chair Jee read the following statement:
Pursuant to Chapter 20 of the Acts of 2021, this meeting will be conducted via remote means only.
Specific information and the general guidelines for remote participation by members of the public and/or
parties with a right and/or requirement to attend this meeting can be found on the Town’s website, at
www.northandoverma.gov. For this meeting, members of the public who wish to watch the meeting may do so
on their televisions by tuning to Comcast Channel 8, Verizon Channel 26, or online at
www.northandovercam.org. Every effort will be made to ensure that the public can adequately access the
proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts,
we will post on the Town website an audio or video recording, transcript, or other comprehensive record of
proceedings as soon as possible after the meeting.
Approve minutes of November 16, 2021
Motion made by Laurie Burzlaff, seconded by Roger Lawson to approve the meeting minutes of January 18,
2022, as presented. Motion approved by roll call vote 6-0.
Joan Fitzgibbons joined the meeting.
Update on Fountain Drive project/CPC Application
Laurie Burzlaff gave an update regarding the CPC application. The feasibility study provided 3 options and after
discussions with Maggie Cleary of the Housing Authority, it was decided the best option would be building 2
buildings of similar size to what is currently there. Each building would have 6 one bedroom units. Each unit will
be approximately 600 square feet, slightly bigger than the current units.
Motion made by George Koehler, seconded by Joan Fitzgibbons, to approve the application for the Community
Preservation Committee. Motion approved by roll call vote 7-0.
Vote to fund consultant for Fountain Drive project
Ms. Burzlaff indicated there is a need to hire consultants for the Fountain Drive project, particularly someone to
rd
help find funding (grants/tax credits). Mr. Bernardin suggested there may be a need for a land use attorney and 3
party technical review.
Motion made by Laurie Burzlaff, seconded by Roger Lawson, to allocate up to $50,000 of the Trust funds to pay
for consultants needed for the Fountain Drive project. Motion approved by roll call vote 7-0.
Discussion and possible vote regarding use of 2021 HOME funds ($49,865) and grant application for pool funding
Laurie Burzlaff contacted Lisa Greene from the North Shore Home Consortium and was told that HOME funds
cannot be used to fund consultants or design so this year’s allocation could not be used for Fountain Drive. Ms.
Burzlaff spoke with Annmary at Greater Lawrence Community Action Council and she indicated the funds
previously allocated have all been used and there is a need for additional funds as there are seven people on the
waiting list.
Motion made by George Koehler, seconded by Joan Fitzgibbons, to approve use of 2021 HOME Funds to be used
for the rental assistance program administered by Greater Lawrence Community Action Council. Motion
approved by roll call vote 7-0.

Motion made by Roger Lawson, seconded by Richard Vaillancourt, to adjourn the meeting at 6:04PM. Motion
approved by roll call vote 7-0.
