Re: Parking for Resident Students
Over the past s6 ral months, we have had numerous discussions in var&s forms about parking
for resident students in the future. The purpose of tl&rnote to you ig to SUMMalize our
conclusions and to assure that wt are all in agreement.
For the 1997- 8 acadcnyd4a year we weed that resident first year students will he encouraged, via a
coramurucation from the Off=of Resident Life, to leave their cars at home; there will he no strict
requirement for thoui to do so, however. For the 19 g99 academic year, first year students will
not be, pettcd to have vehicles on campus except by specW permission. That permission will be
granted through a joint.decision of the Chief of Public SaNy and Director of Resident Life or oicir
delegates, For tlic 1999-20M academic year bath first and second year students will not be
penilted to bavrf vehicles on campus except by special permission.
If any of the above does not reflect discussions in which you have'involve4 or if you wish to
} amend it,please.contact.me. I hope this arrangement balances our educational program, our
campus plan, and our attractiveness to future generati6ps of students.

Stormwater Managemen] Plan
I. Project Des"liption
The proposed project includes the construction of o single story theater VYi1h a seating capacity for
600 pef sons, The proifact also includes the cons€ruction of surrounding landscaper hardscaper
utility €nfrostructure, grad driveway reconslruclion.
H. Soil Erosion and *Sediment Control
For this project, soil erosion rand sediment control will consist of temporary and permanent devices
to stabilize the site both during and following construction. Temporary devices employed duFif g:
consiruclion include: haybaie catch basin filters, silt Fencer ha bale runoff diversion berms, and
dust control.
Following construction, disturbed areas nol occupied by impervious surfaces will be stabilized by
vegete;live landscape, mulching, loarninq and seeding, Temporary devices will continue to be
maintained until areas disturbed by construciion have been perm onently stabilized by vegetative
growlfa_
III. Storm water Management
The proposed building foolprint and associated land scopingfhordwape will be located within an
exrstinq asphalt parking lot, This will result in a decrease in both impervious +area and peak runoff
rules under post-developmernt conditions, Comaquentlyr the protect is categorized as o
Redevelopment Protect IStandard 7) as outlined in the DEP - Stormater Management Guidelines;
March 1997.
To rniIigale slorrnwo€er runoff le the extent practicable, now catch basins will be designed os deep
sump basins with oil and gas hoods to trap pollufonis, Improvements to the existing drainage
syslem will be accomplished in the vicinity of €he project conneetian points through in5pec€ino,
cleoningr and ratrafilting existing catch basin sifuclures to upgrade pollutonF removral perfofmance.
r'Vilerrimack College has developed a Master Slormwater A+lanagemen[ Plan as part of their ongoing
campus master planning efforts. To mitigate drainage problems currently experienced downstream
in the Town of Andover, as well as address the future development needs of the college, Merrimack
is proposing the condruchon of a large detention basin in the area of the football field and tennis
courts. Vi1s basin has been designed to ultimately control flows and treat pollutant laden runoff
from upper wale rshed areas, including this area of campus. A Nofice of Intent for this work has
been filed and is currently under review by the Andover Conservation Comm!ssion
