Dear Owner;
The North Andover Health Department personnel conducted an authorized inspection of
your property at the above referenced address on 20 Brown Court,North Andover MA, 01845,in
response to a complaint filed with this Department.The inspection revealed violations of the State
Sanitary Code,Chapter H as listed on the attached Violation Form.
You are hereby ORDERED to correct the violations within the time allotted on the
enclosed form. Failure to comply within the specified time period will result in further
enforcement actions including but not limited to a fine of up to$500 per day'in accordance with
105 CMR 410.910 of the State Sanitary Code or filing in court. Fines will continue to accrue until
the subject property is brought into compliance with this Order to Correct. Each day or portion
thereof during which the violations continue shall constitute a separate offense.
You have the right to request a hearing before the Board of Health if you feel this Order
to Correct should be modified or withdrawn. A request for said hearing must be made in
writing and received by the Health Department within seven(7) days from receipt of this
Order. At said hearing you will be given an opportunity to be heard and to present witnesses
and documentary evidence as to why this Order should be modified or withdrawn. All affected
parties will be informed of the date,time and place of the hearing and of their right to inspect
and copy all records concerning the matter to be heard. You may be represented by an

If the dwelling unit is vacant or becomes vacant before the violations are corrected,the
dwelling unit cannot be re-rented or re-occupied prior to compliance and prior to an inspection
by the North Andover Health Department in accordance with 105 CMR 410.010(A). Please call
the North Andover Health Department at(978) 688-9540 for an inspection. An inspection
performed by the North Andover Health Department is required.

hours of 8:00-4:30 on Monday,Wednesday and Thursday,8:00-6:00 on Tuesday and 8:00-12:00

410.190 Unit had no hot water available. Provide hot water for use 24 N
410.750(A) per 105 CMR 410.190. Hours

410.200(A) No working heat was present in the unit. Space heaters were 24 N
410.750(B) present in numerous rooms. Provide working heating Hours

410.300 Sewage was leaking out into the basement. Provide working 24 N
410.750(F) sanitary drainage system connected to public sewerage Hours
410.831 system or, if not practical, connected to a means of sewage
di s osal in compliance with 310 CMR 15.00.
410.451 Unit had piles of bulk items, garbage, large bags and other 24 N
410.750(G) items stacked in piles in kitchen, second floor hallway, and in Hours
410.831 front of back door exiting unit. Maintain all means of egress
unobstructed with 36 inch wide pathways throughout the
unit. Maintain access to toilets, stoves, ovens and open flame
heat sources and other sources of heat or water. Maintain
access to at least 1 unobstructed window in each room for
emer ency exit.
410.602(B) Large accumulations of garbage and trash present throughout 5 N
the unit including but not limited to the kitchen, living room, Days
first floor bedroom, first floor bathroom, areas on the second
floor, and on the back porch.Not all of the unit was
accessible to view. Dirt, grime and sources of filth were
present throughout the unit as well. Occupant must maintain
all areas in a clean and sanitary condition free of garbage,

rubbish, other filth or causes of sickness.
410.550(A) Mice droppings present throughout the unit.Numerous 5 N
410.550(D) rodent harborage areas as well as food sources were present Days
in the unit. Abate mice issue,remediate rodent harborage
areas and remove any food sources for rodents. _
410.503(A) No railing was present on the stairs leading to the second 5 N
floor. Provide railing in compliance with Building Code and Days
all applicable sections of 105 CMR 410.503. _
Not all areas of the unit were able to be observed during the
inspection. It is recommended that once the critical issues
noted above are addressed, a walk through of the unit occurs
with the Health Department, Building Department and Fire
Department to ensure all areas are in compliance with
a licable Housing, Building and Fire Codes.
