Community Preservation Committee
Minutes of September 16, 2021
Present: Chairman Brian Roache, Timothy Tschirhart, CJ Gangi (remote), Terrance Holland, William Callahan,
Tracy Watson (remote), Rick Green, Daniel Beckley-Staff Planner (remote)
Absent: John Mabon, Vice Chair John Simons
Chairman Brian Roache called the meeting to order at 7:06PM. Meeting was held in the Select Board Room in
Town Hall at 120 Main Street North Andover, MA. The meeting was televised.
Mr. Roache read a statement before the meeting started (referencing the opening statement off of the Agenda)

MOTION: Ms. Watson motioned to approve minutes from July 1, 2021, seconded by Mr. Callahan. Motion
passed 6-0-1.
New Business
Mr. Roache discussed the following potential upcoming projects:
1) Calzetta Farm property- Mr. Roache stated that there is an interest by the family to transfer the property
to the Town. Mr. Holland stated that Andrew Shapiro will assist to work with the family.
2) Stevens Estate painting- there is a painting in the front stairwell of Stevens Estate that needs restoration.
3) Fields Master Plan- similar to the Playground Master Plan the plan would be focused on the fields. Mr.
Green stated there may be a project for design fees for Foster Field.
4) Ousler property- possible project from the School using Ousler lot
Election of Officers
Mr. Callahan suggested to have a term limit on officers role. Mr. Holland agreed with Mr. Callahan that there
should be a limit of term. Ms. Watson stated it should be discussed each year. Mr. Roache stated he would like
a plan for time limits or a rotation structure going forward. Mr. Roache asked Mr. Callahan to bring ideas to the
next meeting and would like to table discussion to the next meeting. Mr. Green stated he would not want anyone
to be forced into leadership if they do not want the position.
Financial Report
Mr. Roache gave an overview of the latest financial report. Mr. Holland asked for some of the representatives of
the projects to give an update of their project. Mr. Callahan asked if the quarterly report from the projects can be
received by November. Mr. Beckley stated he will send out reminders and follow up with the projects. Ms.
Watson also asked to send out reminders.
Vote on CPC Dues
MOTION: Mr. Callahan motioned to approve the expenditure of $4,350.00 for the Community Preservation
Coalition dues, seconded by Mr. Tschirhart. Motion passed 7-0.
Discussion of signage program
Mr. Green gave an update on the Glennie Woodlot sign. Mr. Holland suggested that the project applicant
purchases the sign and send the plans to CPC to approve it. Mr. Green suggested to give examples for the
project applicants to choose from. Mr. Roache asked Mr. Beckley to attach the information to the future
applications.
Discuss possible presentation by North Andover Improvement Society
Mr. Roache suggested inviting members of the North Andover Improvement Society in for discussion at a future
meeting.
Application process and schedule for upcoming cycle
Mr. Beckley explained the possible additions and changes to the future CPC applications. Mr. Roache stated
applications can be due on February 4, 2022. Mr. Callahan suggested to advertise beginning in October. Mr.
Roache mentioned putting a mailer in with the quarterly tax bill. Mr. Holland asked about a line item in the tax
bill with information about the CPC. Mr. Beckley stated he would look into it.
MOTION: Mr. Callahan motioned to approve deadline for the CPC application to be February 4, 2022 for
Fiscal Year 23, seconded by Mr. Green. Motion passed 7-0.
Mr. Roache suggested wording for the application regarding abutters. Mr. Beckley made the change.
Adjournment
MOTION: Mr. Tschirhart made a motion to adjourn at 8:07 PM, seconded by Mr. Green. Motion passed 7-0.
