Minutes of January 13, 2022
Present: Chairman Brian Roache, Tim Tschirhart, John Simons, Rick Green, CJ Gangi, Daniel
Beckley (Staff Planner)
Absent -John Mabon, Terrance Holland, William Callahan, Tracy Watson
Chairman Brian Roache called the meeting to order at 7:05PM. The remote meeting was
broadcast on North Andover CAM.
Mr. Roache read a statement before the meeting started (referencing the opening statement
off the Agenda) "Pursuant to Governor Baker's March 12, 2021 Order Suspending Certain
Provisions of the Open Meeting Law, G.L.c 30A, Section 18 and Governor's March 15, 2020
Order imposing strict limitation on the number of people that may gather in one place, this
meeting of the North Andover Community Preservation Committee will conducted via remote
participation to the greatest extent possible".
J. Mabon joined meeting at 7:10pm.
Discussion of presentations of projective applicants from December meeting—Well attended,
all good ideas. T. Tschirhart agrees, all good presentations. J. Mabon gave update on
proposed trails/track project at Stevens Estate and the Ousler property. There is no interest for
a parking lot on Osgood Street. A site walk is scheduled for next Friday with Steve Nugent, Glen,
Amy from Audubon, Town Manager Melissa Rodrigues and several other town staff to review
plans. D Beckley—There was discussion about a new application that may come forward. It is
an extension of the Gateway project—fencing along Pleasant Street at Stevens Pond, around
boat storage area as well as fencing to keep people away from the shoreline. D. Beckley spoke
with Mr. Kelly regarding the boat ramp project—application has not changed much, they have
updated some details but is mostly conceptual at this point.
Old project review and close-out— B. Roache reviewed the All Project Status document in
packet. T. Tschirhart asked what constitutes a project being closed? For example, should the
Ousler Project be closed out? J. Simons explained that if no more money is going to be spent,
then the project should be closed. If signs are needed, keep the project open. J. Mabon will
contact FONAT regarding signs. D. Beckley—for the report labeled All Project Status— if the
project is not on the list, the project has been closed. If projects are open, we should contact
the point person for a status update.
Motion Made by J Simons to close out project#1344$170-Stevens Estate to stabilize the
Carriage House. Seconded by Cl Gangi. Vote 6-0 to close out project.
D. Beckley— No update on restoration of fire equipment.
Two projects for Bradstreet School Memorial are complete and ready to close out pending final
disbursement. Will revisit next month.
NA Rail Trail — Phase I - Project not viable, recommend voting to close out. - D. Beckley
explained that In November approval was given to Andrew to work with a consultant instead of
Mass Trails Grant to do engineering design, however Town Council stated that this was not
similar enough to what was voted on at town meeting. Still moving forward with the project,
just not through CPC.
Motion made by R. Green to close out project#1382, Second by T. Schirhart, Vote 6-0 to close
out project.
D. Beckley— Pointed out project#1387 Consultant for housing authority. Was talk of the Town
hiring a housing coordinator through planning dept. instead of doing a study. They are
considering hiring someone instead of doing a study. No decision was made. Has been no
movement on that and there may not be.
McAvoy#1331-Tried to buy new benches, but was inadvertently paid through the DPW
Middle School Project#1381- Still in design. Design consultant is still working on project.
Academy Road— B. Roache Onsite meeting did not take place, but will hopefully have update
for next meeting.
Website-T. Tschirhart. Has received some material this week, there is a lot of information for
each project, so will be very careful about updating information. Work in progress.
B. Roache - Not enough members present to approve the minutes. Tabled to the next meeting
that will be February 10th. Friday February 4th is deadline for applications.
Motion to adjourn was made by R. Green, seconded by T. Tschirhart. Vote to adjourn was
unanimous.
