Minutes of April 14, 2022, 2022
Present: Chairman Brian Roache, Terrance Holland, John Simons, CJ Gangi, Tim Tschirhart, John

Call to Order
Immediately prior to calling the meeting to order at 7:00 PM, Brian Roache read aloud a
statement regarding the conduct of virtual meetings and public access.
Project Quarterly Reports— First Quarter of 2022.
B. Roache requested that two columns be added to the financial reports, 1) date of last
expenditure and 2) date of last quarterly report on file. Project 1326 has been completed —
Historical Society Building and can be closed out.
MOTION made by T.Tschirhart to close out project 1326, Historical Society Building, seconded
by J. Simons. Move to vote-. T. Holland Yes, J.Simons Yes, B. Roache Yes, T. Tschirhart Yes,
C.J. Gangi Yes, J. Mabon Yes. Motion Passes 6-0.
1371 Project—Cyr Boardwalk came in under budget. Will not close out as not all expenses have
been processed.
Two other projects- Second Burying Ground projects— Funds have been transferred to
Ridgewood. Dan checked with Ridgewood and they have not done anything since funds were
transferred to them.
Signage for past project
Select Board had one comment regarding signage—Selectman Vaillancourt was concerned that
the QR code was the same size as the town seal. Will ask Dawne's Sign to adjust QR code to be
smaller. B. Roache would like to put together a subcommittee to come up with signage
recommendation for all CPC projects. J. Mabon and J. Simmons volunteered to be on sub-
committee.
Input on FY23 Application Process
Review of the application process from past year and suggestions for next year. T. Holland —
once everyone understands the timeline, everything runs smoothly. The board discussed more
community outreach. It was suggested perhaps adding information to the quarterly tax bills.
Town Meeting CPC Warrant Article
B. Roache presented the CPC article as listed in the warrant. The CPC report was given to both
the Select Board and Finance Committee and will be an addendum to the town meeting
warrant. J. Simons discussed the Planning Board's concerns about bullet#4— Boat Ramp article
and their recommendations. Discussion took place regarding wording of the article to best
incorporate the desire for a hand carry boat access and not a full boat ramp. The article can be
amended at town meeting to say "to provide hand carry boat access only". The current law
prohibits trailer access. T. Tschirhart suggested amending the article to say "excludes any
design that is incompatible with lake regulations". This would resolve the Planning Board
concerns. If this committee wishes to amend the article at town meeting before the motion,
the Planning Board can then state that they agree with the amendment and reverse themselves
on their position. The Planning Board was simply looking for clarification rather than not
supporting the project. J. Simons would be glad to relay this conversation to the Planning
Board. B. Roache would be happy to describe the consensus of the committee. If the plan is to
amend something at town meeting, he would like a motion and vote.
MOTION T. Tshchirhart motioned to amend bullet 4 of the warrant to state specifically
"excluding boat trailers in compliance with current lake regulations", seconded by T. Holland.

Academy Road/Old Center Realty Trust
This warrant article is for Center Realty Trust to gift the parcel to the Town. One challenge the
Town Manager and Town Council are working through is with the Town being the holder of the
conservation restriction, you can't also be the owner of the fee because you can't restrict
yourself. You would either need to find someone to hold the restrictions or extinguish it in
another way. Right now, the town has been in discussions with Greenbelt about taking on the
conservation restrictions and are voting on it next week. Currently we've got a parcel that is
protected from development and protected for the vista standpoint but there is no physical
way to access the parcel, so this could be part of the solution.
