These data and results from other traffic studies indi-
�mte that, for every 100 units in a facility, there is a rough
average of one car per hour;3 in other words, the num-
ber of cars entering and leaving an SSSF during an hour
is generated by fewer than one percent of the total units.
For example, the Wheeling facility's overall traffic count
average for July is four cars per hour ( 901 —55.7 cars/
day; divide this number by the 24 operating hours per
day; the result is approximately four cars per hour). It
may be passible to estimate the traffic generated by a par-
ticular facility by multiplying the number of units by one
percent. The result for this faciIity is a liberal estimate
of six carslhour (579 x .01 = 5.79). Until better traffic
studies are available, however, it will be very difficult to
devise a formula that can give a more accurate estimate
of theamount of traffic that a proposed SSSF will gener-
ate. Buf case studies do show that traffic impacts of this
use are obviou4y not as great as has been feared by many
communities.

Castro Valley, California, 'as an example.

TPWD stands for trips per week day.
GFA stands for gross floor area.
Storage Vaults are what is known in the trade as a "unit" (front storage unit} .
We are dealing with the number of trips per day per vehicle per _1000 square feet
of floor space within this facility. Therefore, once we get the answer to the
previous sentence, we must multiply the answer times the number of 1000 square
foot units of space there are in a given facility. In the case of Redwood Storage,
there are 18, 500 square. feet of space in the facility or there are 1&.'5 one
thousand square foot units of space in the facility.
Now that the above has been explained, we move on to deriving the same figures
shown for Redwood Storage in the Caltrans Study-
1 . Take 56. 00 TPWD and divide by total number of units (195) and you get 0.29
trips per vault (per unit) per weekday.
Z. 35. 00 TP Saturday divided by total of units ( 195) and you get 0. 18 trips per
vault (unit) per Saturday.

TRIP DISTRIBUTION & TRAFFIC ASSIGNMENT
A 50 50 distribution of the 1 , 305 trips was assumed to
occur on Lake: Worth Road , i .e. , 653 trips were assigned
to Lake North Road east of the project entrance and 652
trips were assigned to Lake Woz•th Road w" ist of the pro-
ject entrance. The Level of Service ' C' capacity of
Lake Worth Road, a four-Lane O ivided highway, is 24 , 000 1
vehicles per day (Average Annual Daily Traffic) . The
653 trips assigned on Lace Worth Road represent 2 . 72% of
the Level of Service ' ' capacity. �
By definition, from ORDINANCE 91-6, a project generating
less than 1% of the annual average daily traffic at Level. `
of Service a ' on any link of the thoroughfare system _
shall - be considered to have "no significant effect" . '- A
project generating less than 3% , but more than I , of the
Level of Service ' C " capacity shall be considered to have
a "significant impact" when the project generated traffic
exceeds 4 of ,t ie Level of Service ' D' capacity on any
link of the thoroughfare systm.
The introduction of trips girmcxrated by COASTAL STOFA E LTD.
will produce an impact greater than "no significant effect"
but less than "significat effect" and is defined, by
ORDINANCE B I- , as having "minor effect" . As such, this
study need only address the major thoroughfare (Lake Worth
Road) directly accessed by the project and carried through
to the next major intersection (Jog Road) .
In order to determine the A.M. and P.M. peak hour traffic
assignments and turning movements for the affected
thoroughfare system certain assumptions had to be made.
Trip Generation rates conducted by the Institute of Trans-
portation Engineers at storage warehouses and at commercial
developments produced results contained in TABLE I .

CAPACITY ANALYSIS
Capacity Analysis procedures were performed according to
standards set forth in the Highway Ca]Raoit. . Manual ,- Special
Report 87 published by the Highway research -Board and in a
U.S . Department of Transportation, $u7reau of Public Roads
publication titled "Capacity Analysis Techniques for
Signali ea znteraections" .
The intersection of Jog Road and Lake Worth Road was
analyzed to determine volume capacitor ratios and. respec-
tive Levels of Service for the A.M. and P.M. peak hours. for
existing conditions and for conditions anticipated to occur
with the introduction of project generated traffic.
Existing turning movement counts were provided the Trpffic
Engineering Division of Palm Beach County Engineering De-
partment. Since they represented conditions that existed
in 1980 the turning movement counts were extrapolated by
using a comparison between 1980 and 1982 24-hour ADTs .
1982 counts at the intersection of .log Road and bake Worth
Road were found to be 29 gTeater than volumes occurring in
1980 at the same location. FI URES I & 2 represent the
respective A.M. (11 A.M. to 12 noon) and P.M. (5 P.M. to
6 P.M. ) peak hour turning movement counts 'with' and 'without '
project-induced traffic.
Results of the capacity analysis determined that the inter-
section of Jog Road and Lake Worth Road will operate at a
Level of Service "A ' whether or not traffic volumes gen-
erated by COASTAL STORAGE -LTD. are introduced to the thorough-
fare system.
