I have reviewed the elan for this project and have
several comments . Groundwater tests have been conducted for
the proposed septic system, percolation tests have not . Much
of this area is low and wet snd some Serious wetland and dwairage
modifications art proposed . I think the plan should be revised
to show not only the stream beds but all wetlands that would have
t0 be filled in as well .

1 have reviewed the plan submitted for this special permit and I
have the following comment
1. The plan does not show the design and appearance of the pro-
posed building as required in 8 . 3 ( ) Site Plan Review.
.. The building must be fully sprinklered in accordance with
Mass. General Law Chapter 148 Sec. 26G.
. Fire detection and warning systems must be installed and
approved by the Fire Chief..
4 . In addition to the fire hydrant at the entrance to the lint,
an additional fire hydrant for fire protection is needed at
the Soumthca.st cornet of the building.
5. The. Fire Department needs 3601 access to the building.
. Any intended underground fuel storage will be in compliance
with 527 CMR : 00
7. No open burning is permitted on the lot except as allowed.
by the North Andover Fire Department.
I would also like to know if this storage building is similar
to the proposal previously submitted by Mr. Todd on February 13,
1986.

Our camnients pertaining to the site plap for a proposed Storage Center at the
ABC Bus Site are as follows:
1), An c)c,.cupany permit should not be issued for the ABC bus building until the
access drive has been completed in accordance with the Department permit.
A new 8" water line and a 4" gas line connection is shown on the plan, for
which Permits are required. Route 114 was repaved recently and in keeping
with Department policy, cuts in the roadway cup not be made within a five
year period.

Re: Revised Plan Safe & Sound Mini Storage

Mr. Jerry Paley has provided me with revised plans for the
Safe & Sound Mini Storage on Route 114 .
in addition to the comments I have previously made regarding
this pxcoject in a letter I submitted to your office, I have
the following recommendations for this revised plan.
The plan is shown with two additional fire hydrants which is
satisfactory to us and so also is the access provided around
the building.
I am concerned with the method to be used for interior movement
of articles to be stored within the building specifically
elevators and stairwells.
I have addressed this concern to Mr. Foley. As in any previous
comments , an automatic suppression system (sprinklers) will '
be required as well as a fine detection and alarm system.
At this time due to the increase in the height of the building, we
would also recommend that the building be connected to the ]nunici-
pal fire alarm system through a. master fire alarm box.
This will require the extension of existing fire alarm lines,
which terminate at Route 114 and Hillside Road, to this proposed
building.
Mans for the fire suppression and detection systems must be
submitted to the Chief for approval. Since this building
would be windowless, we would expect emeic9ency lighting and'
ventilation to he provided in the event of a power failure
and fire in the building.

Thank you for the copy of the order of conditions :for Whn
Todd regarding the Safe 'N Sound Minis Storage Facility.
Item number eight relating to the exclusion of exterior doors
on the first floor of the building passes a severe obstacle fear the
Fire Department in the event of a fire.
1 have attached, a copy of mm.y letter of August 31 , 1987 to you.
in that letter, paragraph four,, i stated my concerns for internal
movement in the building. By eliminating the exterior doors you
will increase the number of vehicles within the building.
If the doors are: placed on the outside so that leasees may access
ithair space, the Fire Department would also he able to use those
doers in the event of a fire to gain easy access.
This will force vehicles to remain inside the building while un-
loading their merchandise if the exterior doors are eliminated .
Please remember er that each vehicle contains a 20 gallon gas tank
which could be a potential hazard.
y only reason i can see for this recommendation is for aesthetics.
uu As yo now, the Fire Department is not concerned. with aesthetic.
but with the safety of the individuals using the facility and i
would request that a change in number eight be made to allow the.
exterior doors to the storage units .
In reading your order of conditions , it states that this topic'
was previously discussed but I cannot remember nor have i any
correspondence from myself to you or vice versa, as to the safety
hazard the elimination of these doors would impose in the event
of a fire.
