The project will be located on the north side of Route 114 , approximately 500 feet west of the Route 114/Route 125 intersection . , The ENF for this project was published in Thy- Environmental Mrani lor, dated February 7, 1995 . At that time, the project consisted originally 01 10 , 000 square feet of specialty retail space , 5 , 000 square feet of tire store space, 5, 000 square feet of high-turnover sit-down restaurant space, 2 , 000 square feet of fast food restaurant space, and 2 , 000 square feet of convenience store space . Because this original project was expected to generate 3 , 982 new vehicle-trips per day, the project was, categorically included for the preparation of an Environmental Impact Report SIR) . A NPC (and exten8ion of the ENE comment period) was published subsequently in The 'Environmental Monitor, , 1 dated March 7995 , that indicates the project now con8ists of the replacement of the original 2 , GOO square feet of fast food restaurant space with an equivalent area of specialty retail, space , Therefore, as configured presently in the NPC, the project is expected to generate 2 , 898 new vehicle-trips per day, We believe that the traffic impacts resulting from this project will be limited . Therefore, we recommend that no further MEPA review be required for this project . The resolution of any other traffic-related issues can be handled through the MED access permit proces8 . MA 021150973 - (617) 90-4500 The primary site drive for The Crossroads projec-t is located opposite the site of the proposed Osco Drugs/Boston Chicken project (EOEA #9761) , On February 8, 1994 , the Secretary of Environmental Affairs issued a certificate on the E F that states the preparation of an EIR is not required for that project . ubeeguently, the MHn issued a permit on August 32 , 1994 , for access to Route 114 . A MHD permit has not been issued for access to Route 125, as proposed is that E F, pending a petition to alter- an existing "lac) Access'° line along that .9tate highway frontage of the Site . Although construction has not yet commenced, the Qsco Drugs/Boston Chicken primary site drive on Route 114 is proposed to be located approximately 100 feet west of The Crossroads primary site drive . Because the. offset of these site drives will create unsafe turning movement conflicts, these two proposed site drives Should be aligned to form a four-way intersection. To achieve this intersection alignment , however, the proposed Osco Drugs/Boston Chicken primary site drive must be relocated cite to the fact that The Crossroads primary site drive is situated at the extreme western edge of the property line of that site . Dutring the MRD access pezmit process for The Crossroads project and the Osco Drugs/Boston Chicken project , we intend to work in conjunction with the Town of North Andover to achieve a safe and efficient driveway alignment between these two project sites . e also note that the MHD has awarded a contract for the installation of a traffic signal at the Route 114/Mill Road intersection, approximately 3/4 mi18 east of the site . The signalization of this intersection will help to provide gaps in the traffic stream to allow left-turns into The Crossroads site drives and Hillside Road.
