Duntress, To VATE: September 19 , 1991 RE.. Kent Movers Property. I have met with representatives of the above referenced property and have rivi.ewed both the site itself and preliminary planr. for the property . As it stands now the property is Vacant. A potential use has been identified for "Area All located within Building One, (see attached plan) , this use would include both retail and warehousing of new carpetiDg. This usr would occupy approximately 6174 square feet of 5pacc and require 15 parking spaces according to mar calculations . The remaining area of Building One includes 1674 square feet and has not had a use identified at this time. Building Two contains a fatal of 12 , 470 square Feet and also has not had a use identified. Due to the fact that a majority of this site has not been identified as a u1 ,e it is my feeling that the property owner should suibmit an applir-ati.on to the Zoning Sward of Appeals for the purpose of determining a sufficient quantity of parking spaces to accommodate the autoinobiles of all customers, employees, visitors, occupants, me-mbers or clients consistent with the provisions contained in Section 8 . 1 of the North Andover Zoning Bylaw. (see section 8 . 1 (5) ZBL) Several other issues have arisen in my review of the property which 1 feel should also be addressed by the Zoning Board of Appeals . First, the applicant has sufficient area to provide for 15 parking spaces to accommodate the proposed use, six (6) spaces located to the front of Building One and nine (9) located to the rear. When the nine (9) spaces are located to the roar of the structure, and a standard twenty five foot ( 51 ) ak to is made to accommodate circulation of vehicles, the remaining distance to the adjacent residential, property line is thirty live feet ( 5 ' ) . to accordance with Table 2 , General, Busine; rczx- if-)t line requirement, a mini-mum of fifty feet (50 ' ) would normally be requited. This issue should be reviewed by the 3onin2 Board of Appeals as a variance request at the Same time as the review of parking requirements for this property. After reading Section S . l of the Zoning Bylaw it is my opinion that the prop,, -t7 Ownat would not be required to apply for site Plan review after proceeding with and receiving a2proval from the Zoning Board of Appeals. I have scheduled this issue for review by the Technical Review committee for Wednesday, September 25, 1991 . The Baird of Appeals may by variance make exception: to the provisions of this senc:tion and , upon a written request- of the owner and after a public hearing, authorize the Building Inspector to issue permits for buildings and uses having less off-street: parking than specified herein, whenever the Board of Appeals Finds that -under normal circumstance such lev .ser off-street parking area would adequately provide for the needs of all persons using such building . T have reviewed throe plan submitted for 55 urnpike St . dated 10/11/91 by Architecture plops Inc . These plans lack specific information as, to occupancy use, fire protection detection ( fire alarm) . On Wednesday 1 /15 1 call the architect and asked for fire protection plans relative to the building as are required for the building i.ma accordance with the state buildinq cadfa- And fire prevention regulations . He emtatnd that those drawings would be forwarded . The fire alarm for this building should be installed by a, capable person . A permit is, required from the fire deiaartment. prior to installation , The fire detection system will include pull stations , horn lights, and connection to the municipal system via a master fire alarm box The propoged sprinkler system for this building must be designed by a licensed sprinkler contractor and those plans must be reviewed with the fire department prior to installation . The plan provides acceptable 360 degree acceGS for fire department apparatus . There are no underground storage tanks at the location at this time and as to our knowledge none are proposed . 'The oil heating system within the building must be reinspected for compliance if it is to remain as a heating source ..
