Gentlemen:
l take time to drop this note as an expression of congratulations to
you for the Gxceptional building which, it is my understanding, you have
constructed on Chestnut Street. It is clearly the finest building of its
kind built in. Needham for manor years . The downtown buSixiesz district has
be8n of great conc(�ern for many gears and subject of much rhetoric . It has
been a happy experience to see someone devote the thought , time and expense
to produce the result which you have accomplished.
Almost ten (10) years ago, there was an article in the Needham Annual
Town Meeting designed to improve the appearance of all buildings in the
business districts . The idea was , l believe , unique and for that reason
may never have been a fiat a000mpli . it would have required special legis-
lation to be passed by the General Court. The end result would have been a
commission from whom approval would necessarily have to have been obtained
for new construction or refurbishing of present construction. Thy only test
would have been whether the construction conformed to a "colonial motif" .
While that test would have been broad, would have meantone thing to one person
and another to another and would have required an established seat of fair
standards , l am confident that a means of treating ( ever one fairly could
haves bean established and much of the construction which has occurred over
the: past years would have boon quite diffe2rent in appearance. unfortunately,
the article lacked any Support and was defeated.
I have heard many c:cmpliments voiced in respect to the appearance of,
your building and wanted to take a moment to congratulate yc u.

The Board of Public Works has reviewed the site plan for the
proposed Chestnut Green site plan, and we have Lhe following
rveommendations to make : the proposed sewer connection should be
6" ve pipe not pvc pipe and the connection should be into the
existing sewer main not i.nto the titanhole..
The proposed water line may not be sufficient if sprinklers
are required. A new 12" main would be requixed from across
Turnpike St . if adequate flows are required for fire protection,

It has came to sty attention at this late date that the
Chestnut Green Condominium Association is requesting a setback
variance to provide additional parking .
i would like to }wring to your attention that any additional
parking or changes to the original plan submitted under Site: Plan .
Review must come thralLigh the Planning Board office for approval .
In addition , this section of Turnpike Street is extremely narrow,
thus causing excessive traffic congestion. I would 'not recommend
a reduction in the existing setback requirement for this very
reason . The State Department of Public Works is aware of this
problem area and knowledgeable of the need to improve this section
of the highway through f-uture road widening.
I strongly encot,3rage the engineer to oontact the Planning staff
to review their clients parking problems and determine .if any
alternatives exist .

In response to your request for infonriatlon at parking on Chestnut Green, the Plarnl jig
Board has never issued a decision for this pl:operly as it pre-dated site plan review.
Although I do have a the irr my office, no decision accompanied the file,as the review
appeared to be more cursory than teguIatory, This issue carve up in August of this goal.

Plana tig Board records that would prevent parking on Hillside Road. I nlct with him on

If parking were to be permitted on HIlside Road by the Selectmen as it is a pubue way)
the applicant would not require a peJrmit from my office as the applicar t would not be
adding impervious area aver 2000 square feel_ However, if the applicant were adding
five ;,o more parking spaces required by zoning (the parking spaces required by zoning
should be conf -vied by the Building thmaOssioner, who is the zoning enfbrcenlcnt
of oer) the appllcanI would require site plan review, or could apply for a site plan review
waiver.

The Town Manager requested that you research the status of the medical office buildings on Route 114 that is
directty adjacent to Hillside Road [and the cul-de-sacj-
Evidently, parking at this area was an issue at last night's selectrnen's Meeting_ orneone at the meeting
mentined the PB site plan decision stated that people utilizing the medical facilities could not park in the cul-de-
sac,
If memory serves me correct, I researched this issue before myself when parking issues arose, end that is tfue-
UrifbAunately, I don't remernter the address as it is a site plan that pre-dated myself being the town planner, Other
than it is filed either under Turnpi a Street, or evens vaguer memories remember seeing a Me entitfad "Hillside
Road" its the site plans review drawers.
Anyway, if you could please research This and send an ema11 to Mark with a copy to myself confirming if the
decision did not altow for parktng in the cul-de-sac I would appreciate it-
