Hi Heidi,
If was a pleasure meeting with you today_ I am writing this letter In regards to the proposed
deveieprnent at 740 Turnpike Street. As a res€dent€al abutter, I aril concerned about a number of
issues with the proposal and I would Bice to appeal the approval of the development urztil the issues
have with the development have been addressed_
The proposed development is for a 5 bay self-serve ca€wash with 1 manned bay and a separate
vacuum area located at the rear of the property. The issues f would like to address are, hours of
operation, Noise, visual enclosure, water run-oft and trash_
Rey first issue with this type of car wash facility is the hogs of operal!lon. I would like the hours of
operation to he limited to no later than Opm. f am concerned abort the fate-nigh€ noise, which I will
address furlher below, as well as the safety of nay family and my personal property beca�rse of the type
of clientele that often uses such €acuities after hours.
The second issue is noise, t wanld like all machinery for the car wash bays to be located at ground
level and to operate at a low decibel level_ it passible, than lorafion of the vaauurn's should be moved
lowards route 114. Additionally, I would like a raised berm with eve€green plantings to surround the
perimeter of the rear of the property as an added sound buffer. The noise problem is also addressed by
limiting the hours of operation se blaring vacuums and radios woO be echn4ng through my horxse tale
at n1phl. The location of mosquito bmok aMws sound to funnel directly to my home.
The visual endosure issue will be Itarrdted by the requested plartfings. Evergreen plantings are
being proposed because my hams will have a olear view of the facility from fall through sprim.

wetland areas to be adversely affected by this current Inadequately planned proposal.

proposed to accommodate the anticipated vehicular movement to, through,and out of the tunnel, The building
repositioning was determined as ne sary in order to increase in the overall length of the"Wnnel" IiDm 94 feet to 90

Sceondly,tho final decision of the Massachusetts Highway Department prohibited the acceleration lane taper. '1'hc
ctirb open4ig ha_s been revised,along with the addition of drainage catch basin at the Route 114 gritterline
inlerseetion to adhere to the State requirement.
This plan also shows the placement of the rinse water storage tanks and the:discharge water holding tanks, located jn
the front of the building.There are. four precast concrete structures and an MDC trap, which is placed in an"end"
position, prior to discharge into the sewer.

revisions to the approved site plan for 740 `I umpike Street with tale condition of receiving
approval 1i-om DPW. Tian Willett, Sta17'F,ngineer, staled tla�t the DPW leas no colicerns with the
new location of the building, howevcf he did indicate that the retaining wall encru cht'-s on the
State Highway. With this new information an updated Mass Highway Perrnft or memo needs to
be submitted to the P ning Department bef6i-e the ttvision approval will be in a�`ect. This
approval to the revisions is in accordance with the 'Town of North Andover 70ning Hy6
Section 8.3.8 and reflects changes to the building size and location, and retaining wall from a 45
degree earner to 90 degree. TN-, final plan of record is now elated June 22, 2001, revised
September 5, 2001 and October 26, 2001.

The proposed construction con s!sts of a 5280 square foot carwash facility inG)uding 4 bags
and a 100 ft long tunnel. The building will be locate at 7 0 Turnpike Street on a 3.96 acre
parcel In the pillage Cornmerc#al District, directly across frorn Stop and Shop, Tie building
will be constructed of concrete (heated), slab, masonry wails and a woad framed,
architecturalfy shingled roof,
The design of the building is in keeping with the architectural nature of the area. Included
in the design are features like a cupola, dormers and a pitched roof. The construction of
the walls in masonry is required because of the dampness created by the business. Also
included in the design of the building are an office, mechanical room and an electrical
room. Tie attic space is accessible with a stairway. The-site also includes other equipment
$Uch as vacuums, cash changers and dispensers for cleaning products.
The site is serviced by municipal water and sewer as well as electric, gas and telephone,
The entrance to the site is off F1Oute 114, directly across from Stop and Shop. The site is
designed for the maximum amount of queuing on the site.
The proposed facility is allowed in the pillage C orr mercial district and the plan Meets all
requirements for lot area, setbacks, frontage, contiguous building area, building height,
building coverage and parking. Also, it is an allowed use, not in the watershed an not in a
historic district,
The engineer for the project has determined that the contiguous building area is 72,478
square feet, as indicated in the title blook of the plan. The minimum required contiguous.
building area is 67,500 square feet.
