The construction of 825 feet of new drainage changes the configuration of the existing watershed. Now a new hydraulically connected subwatershed with 1.67 acres (with CN = 98 & T - 6 min.) has been proposed. This new subwatershed together with the remaining 1.02 acres should be examined concurrently with the entire watershed to determine the total impact on post-development runoff. 2_ The proposed drainage system discharges/concentrates the runoff from the "now" 1.67 acre subwatershed at a new/different point in the wetlands, has there been are analysis of the impact this change will have on thewetlands? There can be several different impacts-from this change. 3_ The travel path for the surface runoff used in calculating the tunes of concentration, for both pre-development and post-development, should be shown in detail on the plans. All calculations for this important parameter should also be available and easy to fallow. 4. The applicant has modified the runoff calculations (i.e. reduced the runoff Fates) by stating that the roof of the building will act as a "detention pond." However, no plans are submitted to show this proposed pond, no physical features are presented and no calculations are supplied to substantiate this reduction in runoff. Where are the details of this claim? This is particularly important since the roof drains are connected directly to the proposed drainage system. Also, is there any potential contamination from roofing materials during construction? 5. There is also a concern abort the quality of the runoff which will exit the site and its impact. All erosion control measures and an erosion control plan should be made a part of the proposal before approval. Estimates of sediment loss during and after construction should be provided and control methods adequately engineered. How much sediment will find its way into the wetlands and go downstream beyond the site? . There will be a sigD.i.ficant incre . e in the number of vehicles using this site under the proposal. The applicant claims {letter of 18l94} that the "piped system ... allows for the collection of any sediment or trace pollutants associated with parking lot runoff." However, the applicant has riot supplied information, including scientific reports, data and calculations, which support this statement. In addition, what happens to the runoff which does not go into the proposed drainage collection system, do the pollutants reach the wetlands? What is their impact on the wetlands and downstream areas? 7. Under the Wetlands Protection Act the applicant is required to slow if the proposed project will alter any resources areas. Therefore, the present conditions in the resource areas should be identified, any changes in quaHy or quantity characteristics of the runoff recognized, and changes in the resource areas addressed. As an example, in the applicant's letter ( 19l94) it states that the 'culvert running under Route 125" is the design point for the runoff calculations. Calculations should be provided to show the impact on the wetlands located at the entrance to this culvert? to addition, if the culvert ender Route 1 , for which the applicant supplied incomplete and erroneous information, hoes not have sufficient capacity to conv y the peak rate of runoff front the site, what areas will be hooded? If any area is presently subject to flooding, the Town should be made aware of the probleixi so that it can be addressed at this time. Data and routing calculations should be required to address this situation. By the way, are there any other plans to change the drainage in this watershed associated with this project (e.g., changes in street drainage initiated by the state or applicant due to this proposal)? & The applicant's letter (6l9f94) states their objective "was to determine if this project was going to increase the rate of runoff or volume of runoff." While there remains several unanswered questions regarding the submitted runoffcalculatiortsr this is an erroneous and incomplete statement of the applicants requirements under the Wetlands Protection Act. Since the point of concentration for a 14 acre watershed j (noted in applicant's letter of 114) is on the applicant's site, the applicant, as a minimum, should be required to identify any existing problems at this point. It is unrealistic for the applicant to assume that there will be no impact from their proposal if existing problems are not identified, quantified and addressed on their site, regardless of the source of those problems. i 9, The applicant is required to identify the type of resource areas present on the site and on urn erate their statutory values, supported with appropriate data - 310 C MR 10.99. For example, will there be are impact to wildlife habitat, as identified under the Wetlands Protection Act? Has this been adequately addressed in the applicant's submission? 10.
