(VAI) has prepared this preliminary traffic generation memorandum to identify potential traffic volumes associated with a proposed Fleet Bank ATM. The proposed ATM is to be located on the site of the existing Brooks Pharmacy. The Brooks Pharmacy is located in the southeast quadrant of the intersection of Salem Turnpike (Route 114) and Andover Bypass (Route 125) in North Andover, Massachusetts. The following provides a brief summary of the expected ATM traffic generation. PROJECT DESCRIPTION Route 125 borders the site to the west, and Route 114 to the north. Currently, the site contains the existing Brooks Pharmacy, approximately 14,960 square feet(sf) of pharmacy retail space. Access to the site is currently provided by way of a one full-movement driveway to Route 114 and a single, right-turn out only driveway to Route 125. As part of the Fleet Bank operations, a single walk-up ATM is proposed along the side of the building. No changes are proposed for the site access or the parking layout. EXISTING CONDITIONS GEOMETRICS Primary study area roadways are described below. Other study area routes that provide connections with these roadways are examined at specific study area intersections. Roadways Route 114 Route 114 is state owned roadway that traverses the study area in a generally east-west direction. Route 114 provides one westbound travel lane, and two eastbound travel lanes that merge into one lane just before the Brooks Pharmacy site. A center-opposed left-turn lane is also present in the vicinity of the site. Curbing is present along both sides of the roadway. Land use along the corridor is a mix of commercial and retail uses. Luminaries mounted on utility poles provide illumination. 3594/091002hh 1 Route 125 Route 125 is state owned roadway that traverses the study area in a generally north-south direction. Route 125 provides two travel lanes in each direction, separated by a raised concrete median. Curbing is present along both sides of the roadway. Land use along the corridor is a mix of commercial and retail uses. Luminaries mounted on utility poles provide illumination. Intersections Route 125 and Brooks Pharmacy Driveway The Brooks Pharmacy driveway intersects Route 125 from the east to form this three-legged, unsig- nalized, intersection. The Route 125 northbound approach consists of two through lanes. The Brooks Pharmacy driveway approach consists of a single lane, permitting right turns out only. In the vicinity of this driveway, Route 125 is divided by a raised concrete median. The Brooks Pharmacy driveway approach operates under STOP-sign control. Land use in the vicinity of the intersection consists of retail uses. Route 114 and Brooks Pharmacy Driveway The Brooks Pharmacy driveway intersects Route 114 from the south to form this three-legged, unsig- nalized, intersection. The Route 114 eastbound approach consists of one through lane and one exclusive right turn lane. The Route 114 westbound approach consists of one through lane, and a center-opposed left-turn lane. The Brooks Pharmacy driveway approach consists of one exclusive left turn lane and one exclusive right turn, under STOP-sign control. Land use in the vicinity of the intersection consists of commercial and retail uses. EXISTING TRAFFIC VOLUMES Peak-period traffic counts were conducted during the weekday evening peak period (3:00 to 6:00 PM) and the Saturday midday peak period (10:30 AM to 1:30 PM) at the existing site driveway intersections with Route 125 and Route 114. These counts were conducted on Friday, September 6, 2002 and Saturday, September 7,2002. As shown in Table 1, during the weekday evening peak hour, the existing site currently generates 147 vehicle trips (68 vehicles entering and 79 vehicles exiting) and, during the Saturday midday peak hour, the existing site currently generates 137 vehicle trips (65 vehicles entering and 72 vehicles exiting). 3594/091002/rla 3 The peak hour data was compared with data compiled by the Institute of Transportation Engineers (ITE) Trip Generation manual' and empirical trip generation data VAI gathered from other studies to determine the anticipated daily traffic volume data. Based on this comparison, the existing pharmacy is expected to generate 1,246 vehicle trips (623 vehicles entering and 623 vehicles exiting) on a weekday and 1,162 vehicle trips (581 vehicles entering and 581 vehicles exiting)on a Saturday. PROPOSED ATM TRAFFIC VOLUMES Traffic volumes expected to be generated by proposed ATM were forecast using projected data on the operations of the ATM from Fleet Bank. The ITE Trip Generation manual does not contain any data relative to walk-up ATM facilities. Representatives from Fleet Bank indicate that the expected ATM usage will not be significant. Their data indicates that on average, there would be eight transactions per hour over the course of a 14-hour day (typical). This indicates that when evenly distributed, the trips during the hours of the day associated with the ATM would average 16 vehicle trips (8 vehicles entering and 8 vehicles exiting). Over the course of a day, there would be approximately 224 vehicle trips (112 vehicles entering and 112 vehicles exiting). To assess the peak hours, the number of average transactions expected was doubled. This indicates that there would be approximately 32 vehicle trips (16 vehicles entering and 16 vehicles exiting) during the weekday morning and evening peak hours. Not all of the vehicle trips expected to be generated by the proposed ATM represent new trips on the study area roadway system. Some of these trips will be associated with the existing Brooks Pharmacy. Thirty percent of the trips to the ATM are expected to be mixed-use trips. Additionally, the ITE Trip Generation manual estimates that for drive-in bank developments, up to 47 percent of the trips can be classified as impulse trips. That is to say, nearly half of the vehicles using a bank are already on the roadway network adjacent to the site and are not new to the roadway system. However, for purposes of this analysis, only a 30 percent credit was used. Using this data, the expected trip generation data was determined for the proposed ATM, and is summarized in Table 2. This analysis indicates that there would be approximately 22 additional vehicle trips (I1 vehicles entering and 11 vehicles exiting) generated during the weekday evening and Saturday midday peak hours. When these 22 additional vehicle trips are dispersed over the adjacent roadway network, the overall increase will be less than 1 percent during the peak hours. Based on the empirical data from Fleet Bank, only eight transactions per hour are expected to occur at the walk-up ATM.
