In the run off calculations, why is the T of C (Time of Concentration) the same for post construction as it is for existing conditions when you are proposing to install 825' of under drain and 7 catch basins on a site where no structured drainage currently exists. All of the calculations are used on a sheet flow drainage over grassy areas when over 2% of the site is proposed to be impervious areas. ( roofs & asphalt ) 2. The drain system proposed is designed on a 1 in 25 year storm event that will now carry storm water to one central location that is adjacent to the wetlands and a 21" culvert (not asp 18" "lver't as reflected on the drawings) that drains to errimack's campus. The adjacent area for collecting the storm water is not a retention area by design, it is an area designed for the purpose of slowing the water flow down prior to the water entering the wetlands. The proposed control system will cause a concentrated flooding of the wetlands that we believe will cause erosion of this area and change the distribution of water into the wetland (x>mpared to the current .existing conditions. 3. Within the drain calculations for the system design you are estimating an average of 7.2 inches per hour to fall over the paved areas feeding the catch basins, however, over the roof areas you are calculating a maximum of 4" per hourN What happened to the 3.2" per hoer that is falling over the paved areas and not over the roof? The calculations for the roof run off should be provided as real numbers, not based on a 4" per hour max a suggested within the Massachusetts SLate Plumbing Cade. 4, In order to further study the proposed plans for this project in detail, the college would request the following information be provided, A. What is the routing calculations at the proposed outlet. This information would be helpful in determining the the effect on the wetlands and the box culvert that dumps water onto Merrimack College, B. We would request the calculations for tho existing catch basins on Rt, 125 ( a total of 3 ) be factored into the total run off for this area because they currently dump water into the wet lands. C. Provide the flow path usod for calculating the T of C for the entire site including the proposed under drains. Street Arlington, MA 02174 e: 525 Turnpike Street (Route 114 and Route 1 5) North Andover Right-turn, out only access to Route 125 Dear Mr. Eldelman, The North Andover Planning Board reviewed and approved the proposed 0180o, Drug store located at 525 Turnpike Street (corner of Route 114 and Route 1 ) based upon the assumption that a right- turn out only access on Route 125 would he allowed. 1t has come to my attention that this, access point may not be approved by the MASS Highway Department. This right-turn out only access is extremely important to, the develo uuuent of this site. A.r-Qordinig to the traffic study submitted to the Planning Board, approximately thirty-six ( ) percent of the traffic exiting the site will use this access point. This access, will reduce ]Left turn exit delay at the site drive and reduce conflicts, on Route 114 . More importantly, this improvement will make it more convenient for vehicles exiting the site, while improving safety by eliminating the number of left-turns from the primary site drive, and reducing potential conflicts. The reduction in the number of left-turns onto Route 114 has inQreased in importance due is the proposed development of .a retail. complex across Route 114 from this site. If it becomes necessary for this Department to remove any construction warning devices or their appurtenances from the project due to negligence by the Grantee all costs for this work will be charged to the Grantee. i i PEFUMIT CONTINUED Flashing arrow boards will be used at all times when operations occupy the roadway and shall be available for use at all times. Necessary signs, barriers, cones, etc. shall conform with the Qtirrent Manual on Uniform Traffic Control DeviQes. Free flow of traffic shall be -maintained at all times . Two war traffic shall be maintained at all times. When in the opinion of the Engineer, this operation constitutes a hazard to traffic- in any area, the Grantee may be required to suspend operations during ceictain hours and to remove his equipment from the roadway. Care must be taken not to interfere with underground structures that exist in the area. Care shall be exercised so as not to disturb any existing Mate Highway Traffic Duct Systems. If said system is disttirbed, it shall be restored immediately to its original condition. Also all damaged Traffic limes shall be repainted. The Grantee will be responsible for any damage caused by his operation to curbing, structures, roadway, etc. . The Grantee shall be responsible for any settlement which may occur as a restilt of the work dome under this permit, The Grantee shall be responsible for any ponding of water which may develop within the state Highway Layout, caused by this work. Water jetting of the trench area is prohxkited. When a snow or ice condition, exists during the progress of this work, the Grantee shall keep the highway well sanded to a point not less than two hundred ( 00) feet beyond the limits of the barriers and signs . if directed by the Engineer photographs shall be taken prior to the start of Mork to insiore restoration of designated areas to their former conditions within the limits of the work areas . Copies of the photographs shall be delivered to the Arlington office Pex-mits Section. The Highway surface shall be kept clean of debris at all times and shall be thoi.-aughly cleaned at the completion of this permit. At the Completion of this, permit, all disturbed areas shall be restored to a. condition equal or similar to that which existed prior to the work. PERT-11T CONTlNUED - Driveway drives shall be surfaced with Bituminous concrete, 'Type l and shall be Comprised of a 3" Class I Bituminous Concrete Base Course and two ( ) 1 l f " courses of Cass I SitQminous Concrete Pavement for a total depth of 611 with a foundation of at least 611 of compacted gravel.. The finished surface shall butt into and not overlap the existing highway grade at the road edge. The driveway drives shall be so graded that no water shall enter the layout nor pond or collect thereon, including the roadway. The curb cornet's or radii may be painted at the time of installation. Said ctirb shall be painted yellow only. The curb shall be placed in conjunction with or immediately before the completion of the driveway surfacing. The part of the drive drives located within the limits of the state highway shall be maintained by the Grantee, at his own expense and to the satisfaction of the District Highway Director or his representative. Whenever trenches are cut in the travelled way the surface shall be cut in straight lines using a concrete saw or other accepted methods equipped to cut the full surfacing and including the reinforcing steel on concrete roadways . The excavation shall only be between these lines. The cutting operation shall not be done with a bac hoe, gradall or any type of ripping equipment. All utility companies whose services are located within or adjacent to the proposed installation areas shall be notified in writing of the proposed installation at least 48 hours prior to the start of any excavation in said areas. This is independent of the required dig safe notification. it shall be the responsibility of the Grantee to contact the District Highway Director regarding th.a field location of any underground traffic control devices on this project. The Grantee shall indemrify and save harmless the Commonwealth and -it's Highway Department against all snits, -claims or liability of every name and nature a2isi.ng at any time out of or in consequence of the acts of the Grantee in the performance of the work covered by this per-mit and or failure to comply with terms and conditions of the permit whether by themselves or their employees or subccntractors.
