Conforniance with appropriate Zoning Bylaws: The,proposed use is allowed by right hi the VC District, and conforms to the applicable dimensional criteria. one itetn to ciari fy is the minirnntn Contiguous Building Area requirement (CB A) of75% (I'he contiguous 1.1plattd portion af'the lot where, the building is proposed shall be no lv'ss than 75°fl of the minimwn lot size aequired ui the zone). The existing lot was mated ir) the past, and the uphuids on site using the applicable I-eference plans yield a CB calculation of approximately fig%. We believe that whereas the lot is existing of rccord, and the Town has previously and recently approved other improvements on the site (imkidiag the pump 6tation building, etc_), and tliat the CBA rcgWreinent as written in the Ordinanee (Section 7.1.1) specifically refers to iie ly- created lrqs, that the CBA is not applicable to this pai•licnlar lot. We request drat this issuc be clarified, and that it be addressed conditionally with any approvals if needed. b. Protection of ahuttuig pro peilies from detrimental site eharaoteristics: The project provides extensive setbacks to abutting properties, inciuding retaining the natural wetlands systems buffers along the nordi and west sides of the property. No detrimental site cbaractcristics are proposed(see discussions below), and the work ins; tales substantial landscaping and a colonial-style building of appropriate scale. H Environmental a, Ptr tection of unique or important natural, historic or scenic f' atures. A11 of the proposed wt)rk is confined to the existing pze-disturbed upland area to the side and meat' afthe, existing pump station. All other areas, in6ading ijatur€tl wooded and wetland features, are to be preserved in their existing states. b. Refuse disposal Ms, Heidi GTiffin 03 A+igust 2001 Page 3 of The proposed facility is a rather sinall office building which will gemrate lithe refuse. A dui ter pad and woad stooRade enclosure with perisnetex IaIIdsc,,;Iping will properly accommodate the needs of the building. c. Sewer and water utilities The project will connect to the existing surer and water services. Sewer will be gravity piped to a gravity manhole at the existing pump station. The sewer design will accommodate the potential fature cor ection for the it ediate abutter, if desired, by the provision of stubs at two locations along the property line (see plan). pater will be via a new service connection at the street. Sufficietnt capacity exists for these utilities. The water connections will include provisions for sprirkling the buildnig, and a new fire hydrant will be located at the street (as coordlmted with the N A FD), d, Drainage design The prosect will incorporate the required T S ]oval for the site. The parkhig area runoff will utilize a Do wnstrcam Dt lfendcr treatsn:nt faciHtY as well as asleep sump c atc-h basin. Treated water and roof water will be routed via a subsurface detention systern. The total peak discharge for the proposed conditions will not exceed the existing conditions as rec uc -ed. Refer the Drainage Study for additional detail. e. Landscape design The site has been designed to retain the existing vegetation in all areas possible, including the. non-disturb wetland buffers, and provides a significant natural bul'fer. The,J-ardscape Flan includes a dense planting plan for all parking lot and building ai as, hicluding a generous offering of trees and slu-abs in all areas possible. A picnic area is provided for the facility users. The,pump station facility is appropriately screened. .f. Erosion control design The erosion control systcins design is described in detail in the Drainage Study, and includes the plaits and details. All proposal grades will be appropriately stabilized both during and after construction, ,A system of comhincd salt fence 1 bay bale 1 orange comim Lion fencing will be placed along the full perimeter of the work zone to provide both erosion control and protection of the no-disturb buffer. Ms, Heidi Cffiffln 03 ,August 2001 Page, 4 of g. Lighting design 'I-he site lighting was specifically designed for the project, and includes photometric data in the plan details. h. Noise/Dust/Smoke/Vibration 'rhe proposed use is a srnall professionnl office building, which will pint produce any excessive loizg-terra iioise, dust, s noke, or vibration pollution. iti) Building Dcsign a. Location 1 Setbacks to parking & landscaping, access The site plan shows the proposed bailding setbacks, whioh are all greater than the minimum require. The building is set to the rear 0f the lot, with the parking in the front. The pa rkhig lot Ims also been set back the required riffy feet fiova the ROW, which will shield the view from the stmet.. +A formal and dense landscape design is provided throughout the parking wd building areas. The overall layout will meet the requirements well as linrkit the amount of pavement oil the site to maximize gy"n areas. b. Harmony 1 Style Building plans and elevations are provided. Now that the structure is c:olordal in style, and includes a pronounced pitched roof, gables, traditional symmetrical colonial window con figmation and rootlirke on the facade, and a traditional covered portico entry. '1Ms design is complimentary to the general cola-nfal archiwoLare in the areas. C., Scirening The dumpster wilk be apprapriztly screened with a stockade enclosure and landscaping. No other equipment is proposed on the rooftop. No loading docks or utility haildiiigs are proposed. The landscape plan takes special care to screen the existhig pump station area, aknd the proposed M 146di Oriff'nr 03 August 2001 Page S of office building has been rotates with a slight orientation away from tile, pump station propane tanks. d. Utilities All utilities will be placed underground as shown on the plan. e. Scale 1 Massing 1 Detailing compatibility The office Wilding fagade has purposely been designed to reflect the two- story residential colonial tradition, with appropriately-sized and spaced windows, air) center covered entry, pitched roof, and trim. The exterior material will be a High-quality clapboard vinyl siding. The building rootprint to the rear of the facility has been jagged inward to reveal a proper rrrassblg appearance of the front.portion, wfrxch will mintain rile proper dimensional ratius,vis-h-vis the side and front pt-nportions. lu addition, the rear portion of the NOIding will be only one story, which will again Delp bring the overall massing into pfoportion, and introduce all interesting gabled xooMie. iv} Traffic 1 Parking a, MinirdLze ourbeuts The existing curbeut serving the pump station will be moved so as to service both the pump station avid tiro office—this will maintain one single curb"t on the property, in lieu ofpropming two ourbeuts. The single curbt,ut design will acconnnodate the-rpqu}red unning movemonts for both ttie ollice and the pump station maintenaneio operatiorns. S iglxt distance and accessibility to the Mgh ay is exceIlent. b Access Links as Appropriate Access to adjoining properties was investigated, and is not feasible due to Lie wetlands along the perirneWr of the site, as well as tile. existing PUMP station. c, Driveways— OppOsitc There are no known existing or p oposed driveways opposite t1le site that could benefit from an opposing alignment for tljiproject. The proposed s. Heidi Grif hl 03 August 2€ 01 Page 6 of 9 drive has been aligned to safely provide the dkral-use single site access. It is located to provide a safe and direct approach for the 25-foot wide aisle and parking spaces which fit between the pump station ea ernr_rA and the no-disturb gruffer, d. Joint Access Drives As discusscd above, a joint access for tliis lot is provided for the proposed cuff= and existing pump station, I is not feasjble to provide johit access to abutting properties due to the perimeter wetlands and pump station facility. e. Circulation I Safety Access and egtess for the site is excellent, and includes safe sight distance and pavement geometry. T1w proposed offloc building is small and is served by a small parking area which meets the parking requirvmenb. Ample turnaround room is provided at the pump station tee driveway near the front of the site, and a stub area is provided at the building front. Vehicles can cater and exit the site without bucking onto the highway. The design has been reviewed informally with a Fire Depailn-icat t-eprest ntative its terms of provision obuilding sprinklers, alarms, emergency access, and life sWeLY, NA B Section 10,3I 1, SP Findings To Be Met' a. 'rhe uw as developed will not adversely affect the-neighborhood. The proposed use is a shall pro fes sic nal office, will not alter any no-disturbanec or wetlund asps, will not i=oduee additional driveways onto the Mghway, and will improve tlse appearance of the site with additional landscape Greening of the existing pwnp station fac:iIi y. c;. There wili be no nuisance or serious hazuTd to vehicles or pedestrians. IM-,. lleidi Griffin 03 AugusE 2001 Page 7 of 9 Access will be via €t single jrive, canto the State-controlled highway, mid will 216t irftroduce a nuisance hazard to vebicics or pedestrians, d. Adequate/Appropriate faeilit, ies arc provided four operation of the proposed use. 1'lre project is serviced by municipal water, salutary sewer, and other utilities that will adequately address the needs of the faeility. e. The use is in hamony with the gellerai purpo and iiawnt of this bylaw: -- The proposed o fflice use is the most appropriate use of the land, duc to the site size and buildable geometry. -m There is a healthy demand for office space in North Andover, especially along the Route 114 corridor. -_ 'The proposed project will not result in the overcrowding of the laird, given the substantial open spaces and buffer to the perirneWe and rear of the lot. -- The project satisfies the number of parking spaces requked by the NA7-B, and wilt not negatively impact traffic congestion on or about the site. _m The design intent and layout is to portray a colonial-style building in the true residential style—both in scale and presentation. -- The project ineorporatws the feedback concerns of the NA ,D in respect U) life safety systems, sprinklers, hydrants, arxd emergency access. 'rhe proposed utilities will not place a burden on the To n's infrastrucwre. 1,he project will cornplimew the VC District goals of the area, 4nd screen the ex,rtting appearance of the pump station, -- The project sloes not include residential use which would increase public school enrollments, and will not geueratc: a burden to any Town services- For the reasons summarized above, the proposed pro,}eot is clearly in hwanwny wish the purpose and intent of the North Andover Zonirig Bylaw. Tr•aff a SiammarY Statcmeut Seven 1-Tills Foundation will own and occupy the office. based on their protected operations (wilich are fC unded on their other existing silnslar operations), there will be 10 to 14 employees based ()cit of this olliec. Typically, visitors and clients would have appo intyne nts at thr- office orrly sporadically, as the professional based out of this 0MX would be involved with off=site visits which would supplement the un-site appointments or meetings. The eighteen parking spaces will easily be sufficient to handle the peak pe6od when it so happens that all the employees were on site in conjunction with visitor 1s. Heidi Gi:11 In 03 August 2001 Page 8 of Meeti (s). 1,he peak, traffic generator period for the project would be spread throughout the morning and everrrtng rush hours, as employees typically work a flex schedute in tandem with their off site meetings. Based on these. assumptions, the peak traffic gellerator for Lhe background Route 114 traffic would occur in the morning znd evening rush hours and peak at 14 vehicles enttring or exiting the site froaxt 8-9 AM or -6 ICI ockdays, TMs clearly will be a low traffic generator and not have an impact on the existh3g Route 114 traffic operatio ns or level of service. The capacity and sight dista e of Route 114 is substantial and the proposed project will not have an impact on the, roadway. Fiscal and.Community Im act Statement The proposed project con%ists of a 5,700 colonial-style professiolial o{'fiec- building and associated site improve ents. Seven bills Foundation o-vm6 the property and intends to ocwpy the office. Attached is a stimmai l-epoll for the cou any, its mission, and operations. The project and t1w company are a welcome.addition to the Town o1'North Ando-vet'. Seven Ili I],; is a Private entity which provides much heeded and valued services to the mmunity without burdening the public service programs of the Town. The proposed use is small-scale, and taus would generate very little ire terms of water, sewer, and solid waste services consUtnption. Clearly, the l et Municipal Revenue for this project would be; on the positive (income) side for the Towel, provide are expansion of the workforce base, and increase the property values of abutting properties. Regarding the architecture, pedestrian movement, Overall ellaracter ofthe pA)ject, and consistenc lcompatibility of the proposal, we strongly believe that the design and layout meet the goals set forth in the VAlage Commercial Zone (please refer to the discijssifflis above). They small-scale building allows a true colonial-style design with plentiful landscaping and suffrciemt parking area, with areas assigned to picnic d walkways for tile, employees. Based on the small scale of tints project, and its careful plamih,g and design to best utilize the site in a tasteful rasfl on, we respe fully request that dewed quantitative accounting for the above', items be waived. The Fiscal and community Irnpacts will be very positive indeed for the To n, and the project will beautify the existnig lot with no net costs to the TOW". s.
