The project provides extensive setbacks to abutting properties, inciuding
retaining the natural wetlands systems buffers along the nordi and west
sides of the property. No detrimental site cbaractcristics are proposed(see
discussions below), and the work ins; tales substantial landscaping and a
colonial-style building of appropriate scale.

The proposed facility is a rather sinall office building which will gemrate
lithe refuse. A dui ter pad and woad stooRade enclosure with perisnetex
IaIIdsc,,;Iping will properly accommodate the needs of the building.
c. Sewer and water utilities
The project will connect to the existing surer and water services. Sewer
will be gravity piped to a gravity manhole at the existing pump station.
The sewer design will accommodate the potential fature cor ection for the
it ediate abutter, if desired, by the provision of stubs at two locations
along the property line (see plan). pater will be via a new service
connection at the street. Sufficietnt capacity exists for these utilities. The
water connections will include provisions for sprirkling the buildnig, and
a new fire hydrant will be located at the street (as coordlmted with the

d, Drainage design
The prosect will incorporate the required T S ]oval for the site. The
parkhig area runoff will utilize a Do wnstrcam Dt lfendcr treatsn�:nt faciHtY
as well as asleep sump c atc-h basin. Treated water and roof water will be
routed via a subsurface detention systern. The total peak discharge for the
proposed conditions will not exceed the existing conditions as rec uc -ed.
Refer the Drainage Study for additional detail.
e. Landscape design
The site has been designed to retain the existing vegetation in all areas
possible, including the. non-disturb wetland buffers, and provides a
significant natural bul'fer. The,J-ardscape Flan includes a dense planting
plan for all parking lot and building ai as, hicluding a generous offering of
trees and slu-abs in all areas possible. A picnic area is provided for the
facility users. The,pump station facility is appropriately screened.
.f. Erosion control design
The erosion control systcins design is described in detail in the Drainage
Study, and includes the plaits and details. All proposal grades will be
appropriately stabilized both during and after construction, ,A system of

along the full perimeter of the work zone to provide both erosion control
and protection of the no-disturb buffer.

'I-he site lighting was specifically designed for the project, and includes
photometric data in the plan details.
h. Noise/Dust/Smoke/Vibration
'rhe proposed use is a srnall professionnl office building, which will pint

pollution.

a. Location 1 Setbacks to parking & landscaping, access
The site plan shows the proposed bailding setbacks, whioh are all greater
than the minimum require. The building is set to the rear 0f the lot,with
the parking in the front. The pa rkhig lot Ims also been set back the
required riffy feet fiova the ROW, which will shield the view from the
stmet.. +A formal and dense landscape design is provided throughout the
parking wd building areas. The overall layout will meet the requirements
well as linrkit the amount of pavement oil the site to maximize gy"n
areas.
b. Harmony 1 Style
Building plans and elevations are provided. Now that the structure is
c:olordal in style, and includes a pronounced pitched roof, gables,
traditional symmetrical colonial window con figmation and rootlirke on the
facade, and a traditional covered portico entry. '1Ms design is
complimentary to the general cola-nfal archiwoLare in the areas.
C., Scirening
The dumpster wilk be apprapriztly screened with a stockade enclosure
and landscaping. No other equipment is proposed on the rooftop. No
loading docks or utility haildiiigs are proposed. The landscape plan takes

All utilities will be placed underground as shown on the plan.

The office Wilding fagade has purposely been designed to reflect the two-
story residential colonial tradition, with appropriately-sized and spaced
windows, air) center covered entry, pitched roof, and trim. The exterior
material will be a High-quality clapboard vinyl siding. The building
rootprint to the rear of the facility has been jagged inward to reveal a
proper rrrassblg appearance of the front.portion, wfrxch will ��mintain rile

addition, the rear portion of the NOIding will be only one story, which will

is located to provide a safe and direct approach for the 25-foot wide aisle
and parking spaces which fit between the pump station ea ernr_rA and the

d. Joint Access Drives
As discusscd above, a joint access for tliis lot is provided for the proposed
cuff= and existing pump station, I is not feasjble to provide johit access
to abutting properties due to the perimeter wetlands and pump station
facility.
e. Circulation I Safety
Access and egtess for the site is excellent, and includes safe sight distance
and pavement geometry. T1w proposed offloc building is small and is
served by a small parking area which meets the parking requirvmenb.
Ample turnaround room is provided at the pump station tee driveway near
the front of the site, and a stub area is provided at the building front.
Vehicles can cater and exit the site without bucking onto the highway.

operations (wilich are fC unded on their other existing silnslar operations), there will be 10
to 14 employees based ()cit of this olliec. Typically, visitors and clients would have
appo intyne nts at thr- office orrly sporadically, as the professional based out of this 0MX
would be involved with off=site visits which would supplement the un-site appointments
or meetings. The eighteen parking spaces will easily be sufficient to handle the peak
pe6od when it so happens that all the employees were on site in conjunction with visitor

Meeti (s). 1,he peak, traffic generator period for the project would be spread throughout
the morning and everrrtng rush hours, as employees typically work a flex schedute in
tandem with their off site meetings. Based on these. assumptions, the peak traffic
gellerator for Lhe background Route 114 traffic would occur in the morning znd evening
rush hours and peak at 14 vehicles enttring or exiting the site froaxt 8-9 AM or -6 ICI
ockdays, TMs clearly will be a low traffic generator and not have an impact on the
existh3g Route 114 traffic operatio ns or level of service. The capacity and sight dista e
of Route 114 is substantial and the proposed project will not have an impact on the,
roadway.
Fiscal and.Community Im act Statement
The proposed project con%ists of a 5,700 colonial-style professiolial o{'fiec- building and
associated site improve ents.
Seven bills Foundation o-vm6 the property and intends to ocwpy the office. Attached is
a stimmai l-epoll for the cou any, its mission, and operations. The project and t1w
company are a welcome.addition to the Town o1'North Ando-vet'. Seven Ili I],; is a Private
entity which provides much heeded and valued services to the mmunity without
burdening the public service programs of the Town.
The proposed use is small-scale, and taus would generate very little ire terms of water,
sewer, and solid waste services consUtnption.
Clearly, the l et Municipal Revenue for this project would be; on the positive (income)
side for the Towel, provide are expansion of the workforce base, and increase the property
values of abutting properties.
Regarding the architecture, pedestrian movement, Overall ellaracter ofthe pA)ject, and
consistenc lcompatibility of the proposal, we strongly believe that the design and layout
meet the goals set forth in the VAlage Commercial Zone (please refer to the discijssifflis
above). They small-scale building allows a true colonial-style design with plentiful
landscaping and suffrciemt parking area, with areas assigned to picnic d walkways for
tile, employees.
Based on the small scale of tints project, and its careful plamih,g and design to best utilize
the site in a tasteful rasfl on, we respe fully request that dewed quantitative accounting
for the above', items be waived. The Fiscal and community Irnpacts will be very positive
indeed for the To n, and the project will beautify the existnig lot with no net costs to the
TOW".

families w1w face special challeDges as care providers: wspite care,homc
-are, and thempeutic and social recreational services.
Respite care provides temporary assisted living arrangements to guests with
de,veiopmental disabilities through traditional in-home respite, residential
respite homes, and after-school care.
Residential respite homes, offering inviting quid tastt fully appointed
ac:coru-nodations, provide 4-Dour care. Guests typically stay a few days, and
services are available for emergency or planned care. Individual training and
education in pe onal hygiene,homemaking, social and recreational
activities, cornmvn.icaation, and personal interaction are available to all guesK
Service providers also offer ramily support, crisis intervention, and refmal
inforramtion. 'Iraditioml respite care offers guests a place to stay in a private
home with tTafned, supportive families, or individuals.
Before placing a client, a respite liaison will make a home visit to discuss the
needs quid preferences of the individual and his or her family. A second visit
includes the trained pfovider, the family, and the liaison. Parents are always
fie to regwst an alternate provides'.
At1er-school care is available for children ages eight through seventeen who
need a supportive recreational program after the school day is over.
Home Care, Shared Living, Adult Family Care and Home Share offer new
options for adults who want to live in private homes.
Irdividuals may be placed with families or roommates iil urban or suburban
settings, depending on their preferences. Hosts provide transportation, daily
jiving suppoal, or other sevices, depending oa the individ€a3l's needs.
Individuals who own their own homes can be rnatebed with someone who is
wiling to help them maintain independerwe by providing these with daily

Worcester Area ARC, Inc, is dedicated to promoting the welfare of people
with developinental aad related disabilitics.The organization supports
legislation and programs that improve education, ernployrmeut opportu tities,
living conditions, social and recreational opportunities, and research leading
to unproved diagnosis and medical treatment. Worcester Area ARC offer
education on a wide range of topics, including school-to-work guidmice,
future plaiming, estate plarming, and family support.
The organization is also active its the community, offering"prevention"
newsletters and influencing public,policy. WorcesterAira ARC advocates for
funding of early intervention programs, assistance to families ofehildren with
disabilities, and community support services. It monitors new and ex sling
programs to insure that all needs acre met.

Sevca Hills Pw-tnership, which began operation in October 2000,promotes
self determination by serving as a liaison among individuals with disabilities,
family members, service providers and the Nfassachusetts flepar-wwmt of
Mental Retaudation. The Pattnership assists individuals and their family
membe-rs to select precisely the supports they want and need. For example,
the Partne"bip would assist a person to find the type of required supports in a
desired location(e.g., shared living in Ayer, assisted living in Gloucester).
The Partnership does not provide services itself but rather it aots as a service
broker. An individual may also select to have the Partnership monitor
services, nianage budgets and/or pay invoices, Technically, the partnership
acts as an Intermediary Service Organization(ISO). The Partnership Currently
aperates in the Central and Nor east Regions or Massachusetts.
