It appears that this parcel abuts ,enteral business and village commercial property, with
residential properly to the rear. All of the setback recluirernents have beat meet.
1 will need to meet with the 1106ag Commissioner relative to the, Contiguoms buildable
Area Requirement on this lot. This lot contains 9% CBA vs. the roquired 7 %. The
prior filing seemed to indicate that the Building Covon ssiuner ruled that this lot was
granc;fathered from this requimment; I would like to doublecheck however. CBA is
required for any new tots created alter 19 ; a deed hi the prior filing indicates this lot
existed in the 1970's.
vii. STORMWA1ER DRAINAGE: Pkkase see attached review performed by the Town's
consulting engineer.
vdi. BUILDING LOCATION. Tbte Mding is located behind the pump station.
ix. BUILDING ELEVATION: Building elevations and Iloor plans have been provided.
The elevation plans should depict the proposed materials of the building and der not; the
proposed building is colonial-style. The application indicates that the building will be
comprised of clapboard vinyl siding, and are "interesting" gabled roofline. 1 think that
architectural renderings should be supplied to visnalize better the building as it is
comprised of two different stories and based upon its configuration of the lot.
X. LOCATION OF P,ARKWO/WALI WAYS: The parking lot contains 19 spaces and
is located in front of the building with a minimum 5' site drive. The application
iaxlicates that tl-c employees will utifize 10-14 of these parkitag spaces. Parking
cale-ulations should be placed on the plans for verification ol'the use and compliance with
the bylaw, though 1 surmise they utilized the calculation for office use.
xi. LOCATION OF ETLANDS/Na IcE OF INTENT, The applicant has filed a
Notice of Intent with the Conservation Commission.
xii. LOCATION OF WALLS/SIGNS- A. site sign is located at the entrance cif the site
chive. A detail of the proposed nianwucnt sign is located on Sheet 9. It is a very
attractive sign.
xili. LOCATION OF ROADWAYS/DRIVES: The site drive is 25' wick and is straight
upon entrance. The site drive ME be shared for both access to the proposed office
buildi4, and to the punk station. The Firs Department nicinorandum elated 8114/01
indicates that "two side access is a minimum", I wM verify with the fire department if
they feel this has been demonstrated on the plan. A new lim hydrant is proposed on
the plans at the access of the street, There is a ' brick walkway Iiom the picnic area
whkIi extends to the front of the offloc hcnlding and is then comprised of a biturnino us
Walkway,
xiv. OUTDOOR ST RAGE 7ISPLAY ARRAS: There is no outdoor storage being
,proposed; there is a picnic area for the cinployccs near the, building. The show storage
areas indicated on the grading plan (sheet 5) seem to overlap with some of the proposed
landscaping on liact 4. This creeds to be idadfiecl as it appears the snow will be stored
on trip off` sonae of the proposed landscaping. As the site is limited disc to the large
amount of wetlands, this greeds to be defined more clearly.
v. LANDSCAPrN PLAN: The. Jandscaping plan is extensive in nature and will provide
for effective buffering. Within the fast 50' there are seasonal plautiiigs, silver mounds,
blue junipers, flowering crabapples and other plantings. The planting plan continues
along the perimeter of the parking iot, iri front of the office building, around the pioilic
area and surrounding the propane tanks. Overall, the laiidscaping plan is more than
adequate.
xvi. REFUSE AR AS. The dwupster is located to the left as you knniediately enter the
parking lot. I'm not sure this is Clip, "bes-C' location for a dump,4e-r as it woMld be the first
thing you see as you enter the parking lot, It could possibly be relocated to a less
obtrusive area, maybe even on the opposite side of the parking lot near the pump station.
The dumpster is enclosed with a stockade pressure treated fence, the detail is located on
Sheet 6 of the plain.
xvii. LICMING FACti,iTI1 S. Theme are four lights proposed on the site; one as you enter
the site drive and three around the peiriineter of'the .parking hat. The lamp, design is on
s-heet 6. The design is a 0' pole, with a concrete fouirc€ation. The applicant hw, also
supplied an illurnination plan on the sank sheet which indicates the illrirni.riatioii will be
inn inial at the perilmeters of the lot.

provide for the abutter to hook up if they so choose to do,
FISCAL IMPACT: Ti s has been provided and a positive cash flow will be given to
the town.
x ii. COMMUNITY IT IMPACT: The plans indicate that this building is consistent with the
colonial style buildings ibe Village Commercial District encourages.

A 1 equest for a Certificate of Compliance (CCIC) was filed with the North Andover
Conservation L Nrtment on May 16, 2003 for the above referenced project. The request was
filed prior to the completion of hmd 'aping activities and stabilization of the site, therefore, the
request was not placed ou the agenda and the as-built plans and CC7C request was not
thorougl-dy reviewed at that time. Compliance will not be issued for sites that are not folly
st hill d, 'rhis site has been inspected on numerous occasions since the request was
submitted, however, oach inspection revealed the site was trot yet fully stabilized- On ju ly 7,
2003, the Conservation Department re-inspected the site -md carefully reviewed the Subunit --d
as-built plans, noted change-5 and Order of C:ondftion require-ments. The site i�;still-not eligible
far a C'eAil`icate of C:omphatnue. The following itetmxs must be addressed pa-ior to the issuance of
a Certificate of Cornp#.fiance:
a A request for a modification rnust to the Conservation Conindssion for
approval of the noted changes 1n the letter dated May 16, 2003, preparers by Hancock
Engineering Associates;

management systems must:be submitted to the NACC on an a.nnuaI basis by a P.E. for
