construction. The construction will be phased to iiii inr zc disruption of solid waste disposal
services for-the North l ast Solid Waste Cornrnittee F.SWC) coniinunities for whom the£aciIity
is operated- In order to accommodate that e ort and to ensure project completion consistent with
the compliance schedcile mandated by federal fa , the design and permitting processes are boiiig
initiated slow_

Protection Agency (EPA) in response to the CIean Air Act Amendments of 19 90 require existing
municipal waste cowbib. lion facili€ies, scich as the 2%M Facility, to install additional air eniissioris
control systems_ In response to #dose rcquiremcnts, Ml will be replacing the existing ESP and
diy sorbent injection systems with nt�w weir eniissions corivol equipment c:onsiain ol'spray dryer
absorbers (SDAs), fabric filters (FFs), a selective non-catalytic reduction (SNCR) system, a
powdei-ed activated carbon injection system (PA CIS) and natural gas-fired auxiliary bier US.
Additional continuous emVision inonitors (CFMv ;) will be added and the pi-eject will inckLde
pleasures to reduce lire potential for fugitive emissions.
Each of the proposed systems currently operate successfully at �MThitar fkc;3lities, Acid uses
(hydvogen chloride, sulfur dioxide), particulate rn fitter, metals (lead, cadmium, meromy), and
organics (dioxins/firms) will he conli-oiled by the SDAs and F s. Oxides of nitrogen (NO.) will
be reduced using the SNGR system. The powdered activated carbon iriiection system will provlde
enhanced control of nicrcury and dio inlfrrrans. I'lie rlat€iral gas-tired auxiliary hui-hers will be
used to prelieat the bo3Iers during start-up, and to maintain stable cornbustion when the Boilers are
being shut down_ This will reduce potential cni scions of carbon monoxide (CO) duEing periods
of staa-up and shutdown.
The prqjeei is being implemented to reduce air emissions from the existing combustion process
and potential fugitive eni ssions from the ash handling activmt�e. F cept for the addition of the
au €fiaiy gas burners, there are no moclilications which would effect the combustion parameters or
combustion 1)rooess ol'tlie existing facility. There will be no changes (increases or degreases) to
the facility's capacity or throughput_ The sole purpose ofthte project IS to reduce potential air
emissions from the facility.
The changes to the, ash haDd13ng and Litorage %fir%iefns are designed to minimize any potential foi-
fugitive ash The changes to the ash handf€rig syswc,rn will utilize the existing ash
handling equipment and buildings as rnksch as po Bible. The existing ash storage shed (three sided)
will be extended and enclosed to create a storage building of sufficient size to allow for drive
through trick access. Afl ash tacks will be loaded within the building. A must collec€ion

continue to be separated by the grizzly/scalper and will be stored in a new building prior to
