July 15 , 1985 Mr . Daniel Long , Town Clerk Town Office Ruilding North Andover , MA 01845 Re : LNT Realty Trust/Lot 4 Southside Holt Read Site Plan Review through Special Permit Dear Mr . Long : The North Andover Planning Board held to public hearing on Monday evening , July 1 , 1985 at 8 : 00 p . m . in the Town Office Meeting Room upon the application of LHT Realty Trust . The bearing was advertised in the North Andover Citizen on June 13 W 20 , 1985 . The following members were present : Paul A . Hedatrom , Vice Chairman ; John A . James , Jr . , Clerk ; Erich Nitzscbe ; and John J . Burke . The petitioner seeks a special permit under Section 8 para - graph 3 , Site Plan Review, of the Worth Andover Zoning Bylaw . The purpose of the Site Plan Special Permit is to review the proposal of LHT Realty Trust to construct an office and repair shop . The premises is known as Lot 4 located on the South side of Holt Road . Said lot is situated in an Industrial-2 Zoning District possessing 1 . 93 acres of land area and street frontage of 250 feet on Holt Road . At the bearing , the Project Engineer , Michael Rosati of DiPrete Marchionda Associates , the applicants representative presented the proposed plant and informed the Planning Board of the following : - LNT desires to construct the proposed building totaling 18 , 000 square feet on a 1 . 93 acre vacant lot . it will be serviced by town water , gas and electric . - The owner will occupy 1/3 of the building , the rest will be leased . r, -2- - There are no on-site wetlands . ..................................................•.-.- " h.f,.�e-t. ........o n.r....... .. .7...}....,.p ..r.-k.. ..n.g-•.. . r. .r.e.s.-.,.�a.j,.. .]......} ..,...p.x.o.u.i..r .e.d...-,.--,...........,..-.-.,..,...........,.-...................................,. ......... Hours of operation will be 7 a .m, to 5 p . m . Drainage will, be provided by means of an easement to Holt Road . Mr . Rosati informed the hoard that he held a meeting with the Highway Surveyor to discuss the pvo- posed drainage tie in to Halt load . The following members were present and voting at the July 15 , 1985 meeting when the board rendered their decision : Paul A. Hedst.rom , Vice Chairman , John A . James , .fir . , l.erk, F.xich W . Nitasche , and John J. Burke . Upon a motion gale by John J . Burke and seconded by John J . .Tames Jr . the Board voted to grant the petition for Site Plan Approval under the Special Permit process for Merrimack Trucking and Equipment Company dated May 1985 , revised ,duly 10 , 1985 by DiPrete Marchionda & Associates , Woburn, MA for Lot 4 , Holt Road , subject to the following : f . A total sprinkler system with a Fire Department connection is required under M . G . L. , Chapter 148 , Section 26G . 2 . The building shall have a fire alarm system and be con- nected to the municipal Fire alarm . The huilder should contact the Fire Chief regarding this system . 3 . The owners shall provide information to the Fire Dept as to ghat processes will be involved with this business ; ( i . e . , cutting and welding , flammable storage , types of vehicles to be serviced , etc . ) 4 . There shall, be no leakage , dumping or storage of waste products associated with the use on-site . In granting this Special Permit , the Planning Board finds , pursuant to Section 10 . 31 - Conditions for Approval of Special Permits- of the Zoning Bylaw , that the following conditions are €het . • 'there will he no nuisance or serious hazard to vehicles or pedestrians due to its location wi.thIn an Industrial-2 district and due to the improvements on Holt Road . a Adequate and appropriate facilities , such as town water , gas , electric and approved septic system , will be provided for the proper operation of the proposed office and repair - shop . Based on site visits , the hearing proce9s , and review ............... and office use which is permitted in Section 6 . 130 is considexed to be in harmony with the general purpos&e and intent of the Bylaw.
