SITE INSPECTION MEMORANDUM To: Town of North Andover—Planning&Health Departments From: Tim Jones Date: February 2, 2018 Subject: FINAL Site Inspection Report—Wheelabrator Ash House Reconstruction Ref 1949:1 Tech Environmental, Inc. (Tech) is providing this FINAL weekly site inspection report for the Wheelabrator North Andover Ash House Replacement project. The observations below and attached photos represent the inspection on: anuary 31, 2018. General Project Progress Developments: Met with Wheelabrator team to conduct final weekly inspection of Ash House project. Met with Gary Collette, Plant Manager, Tom Penna, Project Manager and R.H. White, site contractor, to confirm the project was considered complete and the facility is under the control of Wheelabrator. Reviewed open items to be completed that included commissioning of wet scrubber. Work in progress noted during the inspection: All construction activity has ceased and contractors have demobilized. Equipment, building materials and C&D waste have been removed from the site. Facility and housekeeping have been restored to pre-construction conditions. 1. Construction Phase—COMPLETE 2. Remaining Schedule — Finish paving of former clarifier area and building detailing to be completed in spring. No material impact to facility operation. 3. Nuisance Conditions—No nuisance conditions, site housekeeping in excellent condition. 4. Areas of Non-Compliance — Ash house air scrubber not yet back in operation but no fugitive emissions were observed from ash stockpiling and hauling operations. 5. Corrective Actions — Execute repairs on wet scrubber water supply system and put back into service. Scrubber relocation was completed and ready for commissioning but a water leak has delayed its operation. 6. Dust Mitigation—New building and doors intact, ash area confined. 7. Material Stockpiling—NONE 8. Erosion Control—N/A 9. Scrubber In/Out of Service—Scrubber temporarily out of service. 10.Next Major Activity — Completion of water leak repairs on wet scrubber, Wheelabrator will confirm when it is back on line. Expected in February. Normal operations of the facility have resumed. (Tech) is providing this weekly site inspection report for the Wheelabrator North Andover Ash House Replacement project. The observations below and attached photos represent the activities observed during the inspection on jlanuary 2, 2018. The activity base has been identical for several weeks. General Project Progress Developments: Met with Wheelabrator team to conduct weekly inspection of Ash House project. This week's inspection was self-guided and included check-ins with Gary Collette, Plant Manager, Tom Penna, Project Manager and R.H. White, site contractor. Work in progress noted during the inspection: 1)Ash conveyor extended to new building, routine ash stockpiling and loadout in progress; 2) Completion of truck bay; 3) Completion of wet scrubber relocation and enclosure. "Work in progress includes Commissioning and Punch List finish items. 1. Construction Phase — Phase II: Truck bay building construction completed (walls, roof, tied into original building enclosure) with all doors installed; air scrubber relocation, plumbing/ductwork and enclosure are nearly complete. Main ash house operational. 2. Construction Schedule—Project schedule for completion by 12/31 has generally been met. 3. Nuisance Conditions — No nuisance conditions noted, ash stockpiling and containment functioning as designed and no material track-out from ash house facility. No fugitive emissions. Site housekeeping in good condition. Conditions were clear and cold, snow. 4. Areas of Non-Compliance —No areas of non-compliance noted, ash house air scrubber not in operation but no fugitive emissions were observed from resumption of ash stockpiling. 5. Corrective Actions — Housekeeping in good condition and support materials are staged in good order. Boom around catch basin adjacent to new wet scrubber area (former clarifier pad) is OK. Temporary truck bay divider wall still in place until final commissioning. 6. Dust Mitigation — Ash conveyor stockpiling was in operation, scrubber not in service - relocation in progress. New building and conveyor seals intact, ash area confined. 7. Material Stockpiling—Staged materials currently on site within defined construction zone: 1) dumpsters for construction debris; 2) concrete/steel building equipment and supports; 3) lift equipment. 8. Erosion Control—No erodible material piles on site or exposed earth. 9. Scrubber In/Out of Service—Ash stockpiling in progress, scrubber not operational. 10. Next Maior Activity — Continue with building commissioning and final detail activities to complete the entire ash house facility w/emission controls in service. January 19th is the target date for new facility to be `turned over' to Wheelabrator. (Tech) is providing this weekly site inspection report for the Wheelabrator North Andover Ash House Replacement project. The observations below and attached photos represent the activities observed during the inspection on December 18, 2017. We did not complete an in person inspection during the week of December 11 th but did communicate with Wheelabrator site management and the Town to confirm progress on 12115. The activity base has been identical for several weeks. General Project Progress Developments: Met with Wheelabrator team to conduct weekly inspection of Ash House project. This week's inspection was self-guided and included check-ins with Gary Collette, Plant Manager, Kevin Beauregard, EHS Manager and Tom Penna, Project Manager. Work in progress noted during the inspection: 1) ash conveyor extended to new building, routine ash stockpiling in progress; 2) Phase II building construction of truck bay; 3) wet scrubber relocation/rebuild. 1. Construction Phase — Phase II: Truck bay footing installations & building reconstruction, air scrubber relocation. Stockpiling of ash resumed 10/27. 2. Construction Schedule—Project is on accelerated schedule to be completed by 12/31. 3. Nuisance Conditions — No nuisance conditions noted, ash stockpiling and containment functioning as designed and no material track-out from ash house facility. No fugitive emissions. Site housekeeping in good condition. Conditions were overcast, cold and dry. 4. Areas of Non-Compliance— No areas of non-compliance noted, ash house air scrubber not in operation but no fugitive emissions were observed from resumption of ash stockpiling. 5. Corrective Actions — Housekeeping in good condition and support materials are staged in good order. Boom around catch basin adjacent to new wet scrubber area (former clarifier pad) is OK. 6. Dust Mitilzation — Ash conveyor stockpiling was in operation, scrubber not in service - relocation in progress. New building and conveyor seals intact, ash area confined. 7. The truck bay building panels are scheduled to arrive the week of 12/11 and will take —2-3 days to build. Routine ash conveyance and loadout in progress. Essentially no change from last week.
