No issues to note. Project is going according to expectations/schedule. The existing concrete foundation rebuild and footing installation is complete for the main ash house (Phase 1). Site is undergoing finish housekeeping in preparation for the heavy crane install and new concrete panel delivery. These activities are beginning today and they will be installing panels starting next week. Big progress should be obvious in next week's report! Please let me know if you have any questions. The observations below and attached photos represent the activities observed during the inspection on October 12.. 2017. General Project Progress Developments: Met with Wheelabrator team to conduct weekly inspection of Ash House project. This week's inspection was self-guided and included check-ins with Tom Penna, Project Manager and contractor R.H. White following the inspection. Work in progress noted during the inspection (**Phase 1 main ash house demolition complete): 1) regular truck loadout of ash was ongoing during the inspection; 2) staging and preparation for new concrete panel installation; 3) finish housekeeping from concrete wall refurb work. 1. Construction Phase—Phase I: Concrete wall rebuild and structural footing preparation for new building is completed, forms are stripped and structure being staged for concrete panel install. Heavy crane install scheduled to start 10113, concrete panels arrive 10/16. 2. Construction Schedule — Project is on accelerated schedule. Existing foundation wall has been refurbished and new building construction to commence week of 10/16. 3. Nuisance Conditions —No nuisance conditions noted, ash loadout containment functioning as designed and no material track-out from ash house facility. No fugitive emissions. Site housekeeping in excellent condition. Conditions were sunny and dry. 4. Areas of Non-Compliance — No areas of non-compliance noted, ash house air scrubber in operation and no fugitive emissions were observed from ash transfer. 5. General Project Progress Developments: Met with Wheelabrator team to conduct weekly inspection of Ash House project. This week's inspection was self-guided and included check-ins with Gary Collette, Plant Manager, Tom Penna, Project Manager and contractor R.H. White following the inspection. General Project Progress Developments: This week's inspection was self-guided following a meeting with Wheelabrator site management team, Board of Health and Director of Public Health. (Tech) is providing this weekly site inspection report for the Wheelabrator North Andover Ash House Replacement project. The observations below and attached photos represent the activities observed during the inspection on August 24, 2017. General Project Progress Developments: Met with Wheelabrator team to conduct weekly inspection of Ash House project. This week's inspection was self-guided following check-in with Gary Collette, Plant Manager. Work in progress noted during the inspection: 1) regular truck loadout of ash was ongoing during the inspection; 2)major ash house roof and building demo in progress. 1. Construction Phase—Phase 1 2. Construction Schedule — Existing ash house building demolition ongoing with all building roof and wall cladding removed and most of the steel framing taken down. Steel super structure being cut and dismantled in pieces with crane and lift assist. 3. Nuisance Conditions —No nuisance conditions noted, ash loadout containment functioning as designed and no material track-out from ash house facility. No fugitive emissions. 4. Areas of Non-Compliance — No areas of non-compliance noted, ash house air scrubber in operation and no fugitive emissions were observed. 5. Corrective Actions — Requested a sock boom be placed around the catch basin in the former clarifier pad for added protection from rain events and construction wet down. 6. As noted in photos, plastic sheeting is skirting the demolition zone to capture any ash and debris resulting from building demolition activity. 7. As we confirmed this week, routine site inspections will resume the week of 7/24. • The ash stacker retro-fit was completed on 7/11 and the facility has since transitioned to a 24-hr. ash load-out operation, with ash being transported away from the facility daily from approximately 5AM through 3PM. • As far as schedule is concerned, the fan foundation activities were pulled forward to facilitate the ability to backfill the clarifier, both tasks anticipated being complete by 7/31. • The removal of bulk ash from within the ash bldg. is on schedule and the manual cleaning process of removing ash from the metal support members has begun. • The west exterior wall gutter system has been fastened in preparation for the commencement of interior water wash activities. • The metals roof structure support foundations have been poured and backfilled with preparations for the concrete slab pour in progress with an anticipated completion by 7/21. Per our conversation it is my opinion you do not need a permit to remove the wall, the sooner the better. Also the void/area where the water is pooling should be leveled so as not to create any pooling of rain water. Let me know when the job is complete and I will swing by. As discussed, the clarifier pool was once used to settle ash out of our wastewater, but became obsolete circa 2010 when we installed a filter press process. The pool now just collects rain water which is periodically pumped back into the facility. Assuming your continued opinion that a Permit is not required for such work, we intend to remove the 36" vertical wall section and promptly backtill the pool to grade-level without disturbance to adjacent soils or cover.
