Good Afternoon Jean and Brian,
Please see the attached weekly inspection report and photo log. No issues to note.
Project is going according to expectations/schedule. The existing concrete foundation rebuild and footing installation is complete for the main ash house (Phase 1).
Site is undergoing finish housekeeping in preparation for the heavy crane install and new concrete panel delivery. These activities are beginning today and they will
be installing panels starting next week. Big progress should be obvious in next week's report!

Tech Environmental, Inc. (Tech) is providing this weekly site inspection report for the Wheelabrator
North Andover Ash House Replacement project. The observations below and attached photos represent
the activities observed during the inspection on October 12.. 2017.
General Project Progress Developments: Met with Wheelabrator team to conduct weekly inspection
of Ash House project. This week's inspection was self-guided and included check-ins with Tom Penna,
Project Manager and contractor R.H. White following the inspection.
Work in progress noted during the inspection (**Phase 1 main ash house demolition complete): 1)
regular truck loadout of ash was ongoing during the inspection; 2) staging and preparation for new
concrete panel installation; 3) finish housekeeping from concrete wall refurb work.
1. Construction Phase—Phase I: Concrete wall rebuild and structural footing preparation for
new building is completed, forms are stripped and structure being staged for concrete
panel install. Heavy crane install scheduled to start 10113, concrete panels arrive 10/16.
2. Construction Schedule — Project is on accelerated schedule. Existing foundation wall has
been refurbished and new building construction to commence week of 10/16.
3. Nuisance Conditions —No nuisance conditions noted, ash loadout containment functioning
as designed and no material track-out from ash house facility. No fugitive emissions. Site
housekeeping in excellent condition. Conditions were sunny and dry.
4. Areas of Non-Compliance — No areas of non-compliance noted, ash house air scrubber in
operation and no fugitive emissions were observed from ash transfer.
5. Corrective Actions — None required, housekeeping in excellent condition and support
materials are staged in good order.
6. Dust Mitil4ation —Ash conveyance and truck loadout was in operation, scrubber in service.
New partition seal intact,Ash loadout area confined.
7. Material Stockpiling —Staged materials currently on site within defined construction zone:
1) dumpster for construction debris; 2) concrete/steel building erection staging equipment
and supports.
8. Erosion Control—No erodible material piles on site or exposed earth, new gravel crane pad
has been installed and compacted, housekeeping in excellent condition.
9. Scrubber In/Out of Service—Ash loadout in progress and scrubber operational.
10. Next Major Activity — New ash house construction planned to begin week of October 16,
crane installation and building panel delivery/staging in progress.

Tech Environmental, Inc. (Tech) is providing this weekly site inspection report for the Wheelabrator
North Andover Ash House Replacement project. The observations below and attached photos represent
the activities observed during the inspection on September 27, 2017.
General Project Progress Developments: Met with Wheelabrator team to conduct weekly inspection
of Ash House project. This week's inspection was self-guided and included check-ins with Gary
Collette, Plant Manager, Tom Penna, Project Manager and contractor R.H. White following the
inspection.
Work in progress noted during the inspection (**Phase 1 main ash house demolition complete): 1)
regular truck loadout of ash was ongoing during the inspection; 2) existing concrete wall refurbishment
work in-progress (forming, scarifying and pouring); 3) footings form work in-progress.
1. Construction Phase—Phase I: Concrete wall rebuild and structural footing preparation for
new concrete panel building. Concrete pouring has commenced on walls and wall cap.
2. Construction Schedule — Project is on accelerated schedule. Concrete wall pouring has
been initiated and new wall panels will begin to arrive for October installation.
3. Nuisance Conditions —No nuisance conditions noted, ash loadout containment functioning
as designed and no material track-out from ash house facility. No fugitive emissions. Site
housekeeping in good condition. Conditions were sunny and dry.
4. Areas of Non-Compliance — No areas of non-compliance noted, ash house air scrubber in
operation and no fugitive emissions were observed from ash transfer.
S. Corrective Actions —None required, housekeeping on NW corner of job site and material
stockpile covers have been addressed.
6. Dust Mitigation —Ash conveyance and truck loadout was in operation, scrubber in service.
New partition seal intact,Ash loadout area confined.
7. Material Stockpiling — Materials and stockpiles currently on site within defined
construction zone: 1) crushed stone at clarifier pad; 2) sand at clarifier pad; 3) sub-slab fill
material; 4) dumpster for construction debris and slab cuts; 5) new lumber, staging and
concrete forming materials.— UNCHANGED from prior report.
8. Erosion Control — Covered sand and stone stockpiles covered/intact, sock boom in place
around catch basin, footing spoils covered, housekeeping in good condition.
9. Scrubber In/Out of Service—Ash loadout in progress and scrubber operational.
10. Next Major Activity — Continuing with existing concrete wall refurbishment/rebuild and
footing work, concrete pouring initiated. New ash house construction planned to begin in
mid-October.

Tech Environmental, Inc. (Tech) is providing this weekly site inspection report for the Wheelabrator
North Andover Ash House Replacement project. The observations below and attached photos represent
the activities observed during the inspection on September 219 2 17.
General Project Progress Developments: Met with Wheelabrator team to conduct weekly inspection
of Ash House project. This week's inspection was self-guided following check-in with Gary Collette,
Plant Manager. Checked-in with lead job contractor R.H. White and Wheelabrator site team following
the inspection.
Work in progress noted during the inspection (**Phase I main ash house demolition complete): 1)
regular truck loadout of ash was ongoing during the inspection; 2) existing concrete wall refurbishment
work in-progress (forming and scarifying for pour prep); 3) footings form work in-progress.
1. Construction Phase — Phase I: Existing concrete wall rebuild and structural footing
preparation ongoing for late September concrete pour schedule.
2. Construction Schedule — Project is on schedule with goal to accelerate tasks and complete
entire project by end of calendar year.
3. Nuisance Conditions —No nuisance conditions noted, ash loadout containment functioning
as designed and no material track-out from ash house facility. No fugitive emissions. Site
housekeeping in good condition. Conditions were sunny, dry and breezy.
4. Areas of Non-Compliance — No areas of non-compliance noted, ash house air scrubber in
operation and no fugitive emissions were observed from ash transfer.
5. Corrective Actions — Improve housekeeping on NW corner of job site, refresh cover on
material stockpiles, combine and/or remove if material no longer planned for use.
6. Dust Mitigation —Ash conveyance and truck loadout was in operation, scrubber in service.
New partition seal intact, Ash loadout area confined.

Tech Environmental, Inc. (Tech) is providing this weekly site inspection report for the Wheelabrator
North Andover Ash House Replacement project. The observations below and attached photos represent
the activities observed during the inspection on August 31, 20 L.
General Project Progress Developments: This week's inspection was self-guided following a meeting
with Wheelabrator site management team, Board of Health and Director of Public Health.
Work in progress noted during the inspection: 1) regular truck loadout of ash was ongoing during the
inspection; 2) Phase 1 ash house demolition complete and all steel and building materials removed from
site; 3) existing concrete wall refurbishment work initiated (staging installation); 4) footing excavation
work initiated(slab cut and subsurface material excavation).

Tech Environmental, Inc. (Tech) is providing this weekly site inspection report for the Wheelabrator
North Andover Ash House Replacement project. The observations below and attached photos represent
the activities observed during the inspection on August 24, 2017.
General Project Progress Developments: Met with Wheelabrator team to conduct weekly inspection
of Ash House project. This week's inspection was self-guided following check-in with Gary Collette,
Plant Manager.
Work in progress noted during the inspection: 1) regular truck loadout of ash was ongoing during the
inspection; 2)major ash house roof and building demo in progress.
1. Construction Phase—Phase 1
2. Construction Schedule — Existing ash house building demolition ongoing with all building
roof and wall cladding removed and most of the steel framing taken down. Steel super
structure being cut and dismantled in pieces with crane and lift assist.
3. Nuisance Conditions —No nuisance conditions noted, ash loadout containment functioning
as designed and no material track-out from ash house facility. No fugitive emissions.
4. Areas of Non-Compliance — No areas of non-compliance noted, ash house air scrubber in
operation and no fugitive emissions were observed.
5. Corrective Actions — Requested a sock boom be placed around the catch basin in the
former clarifier pad for added protection from rain events and construction wet down.
6. Dust Mitil4ation —Ash conveyance and truck loadout was in operation, scrubber in service.
New partition wall installed and sealed for demo phasing work. Ash loadout area confined.
As noted in photos, plastic sheeting is skirting the demolition zone to capture any ash and
debris resulting from building demolition activity.
7. Material Stockpiling — As previously noted, two covered material stockpiles currently on
site: 1) crushed stone at clarifier pad; 2) sand at clarifier pad. All of the demolished steel
framework is lowered onto floor of ash house for further cutting to disposal size. Piles of
steel beams are kept within the walls of the ash house where debris is confined and swept
up for dumpster disposal.
8. Erosion Control— Covered sand and stone stockpiles covered/intact and a sock boom to be
placed around the solitary catch basin for added inlet protection from work activities.
9. Scrubber In/Out of Service—Ash loadout in progress and scrubber operational.
10. Next Major Activity — Continue with steel frame demolition phase of main ash house
building, demo steel material hauling offsite to begin week of 8/28. Existing concrete wall
refurbishment and forming work slated to begin once all steel demo complete.

Please see the attached weekly inspection report and photo log.
Project is going according to expectations/schedule with initial phase of main ash house demolition winding down. No
compliance or nuisance condition issues observed and site management practices are up to spec.
Gary let me know they have communicated to the Planning Dept. that they are planning to accelerate their schedule to
complete the project by the end of the calendar year. In addition, they had asked and been granted some extended work
hours to support that goal. A project schedule update is in the works.

Please see the attached weekly inspection and updated site plan that Matt Hughes forwarded this AM.
Project is going according to expectations. Two items we addressed yesterday: 1) requiring cover of idle/temp stockpiles
(ID'd on site plan update); and 2) keeping the ash loadout bay doors closed at all times during ash loading activities.
In sum, no fugitive emissions/nuisance conditions noted and the facility was immediately responsive to my
observations/corrective action requests.

General Project Progress Developments: Met with Wheelabrator team to conduct weekly inspection
of Ash House project. This week's inspection was self-guided following check-in with Gary Collette,

Work in progress noted during the inspection: 1) regular truck loadout of ash was ongoing during the
inspection; 2) initial ash house roof demo has begun at the west-side concrete wall and adjoining metals
building; 3) binder asphalt coat has been applied to clarifier pad; 4) new scrubber pad footing/walls
complete, final pad work in progress, security/construction zone chain link fence has been installed.
1. Construction Phase—Phase I
2. Construction Schedule — New scrubber pad forming, beginning of existing ash house
building demolition has been initiated along west side of ash building, east side of adjoining
metals building.
3. Nuisance Conditions —No nuisance conditions noted, ash loadout containment functioning
as designed and no material track-out from ash house facility. No fugitive emissions
observed.
4. Areas of Non-Compliance — 1) identified two uncovered material stockpiles, sand and
aggregates, that are temporarily staged/not in active use adjacent to clarifier pad to
complete scrubber pad work; 2) ash truck loading in progress with rollup doors open at
front of truck loading bay—scrubber in operation and no fugitive emissions were observed.
5. Corrective Actions — Consulted with site managers: 1) temporary sand and aggregates
stockpiles to be covered to prevent exposure while not in active use; 2) ash house doors
were immediately closed per site operating protocol for ash handling/truck loading.

Tech Environmental, Inc. (Tech) is providing this weekly site inspection report for the Wheelabrator
North Andover Ash House Replacement project. The observations below and attached photos represent
the activities observed during the inspection on July 26, 2017.
General Project Progress Developments: Met with Wheelabrator team to conduct weekly inspection
of Ash House project. No physical inspection was conducted on July 19 but a general progress report
and photos were forwarded to the Planning and Health Departments as an update. This week's
inspection was completed with Gary Collette, Plant Manager. Tech also consulted with Richard Falk,
Manager of Air Quality, to review the specifics of the Ash House Dust Collection Scrubber and its
typical operation.
Work in progress noted during the inspection: 1) regular truck loadout of ash was ongoing during the
inspection; 2) continuance of existing ash house wipe down in prep for partition wall install and demo;
3) form work inside clarifier footprint,preparing for ultimate backfill.

3. Nuisance Conditions—No nuisance conditions noted, ash loadout containment functioning.
4. Areas of Non-Compliance — No areas of non-compliance noted, construction activities
match project schedule.

6. Dust Mitigation — No dust generating activities in progress during inspection, ash
conveyance and truck loadout was in operation, scrubber in service. New containment
structure for ash truck loadout (building bump-out at ash bay roll-up door) has been
constructed and sealed to initiate modified ash loadout use.
7. Material StockpilinLy — One material stockpile currently on site: 1) crushed stone at
clarifier pad. Metals support building support structures inspected and backfilled.
8. Erosion Control—No erosion control measures required with this work-in-progress.
9. Scrubber In/Out of Service—Ash loadout in progress and scrubber operational. Tech has
reviewed Wheelabrator's `Municipal Waste Combustor Emission Control Plan' (Oct. '98),
and confirmed the ash house scrubber operation is discretionary/operated as needed to
control fugitive dust emissions. The combination of the enclosed storage building and wet
conveyed ash should adequately control fugitive emissions. It can be necessary during
truck loading and other ash handling, Tech will monitor activity-based fugitive emissions.
10. Next Major Activity — Preparation/start of ash house partition wall to begin week of July
31, 2017.

Good Morning,
The following is a brief progress report with photo documentation of construction/operation activities over the past week.
As we confirmed this week, routine site inspections will resume the week of 7/24.
• The ash stacker retro-fit was completed on 7/11 and the facility has since transitioned to a 24-hr. ash load-out
operation, with ash being transported away from the facility daily from approximately 5AM through 3PM.
• As far as schedule is concerned, the fan foundation activities were pulled forward to facilitate the ability to backfill the
clarifier, both tasks anticipated being complete by 7/31.
• The removal of bulk ash from within the ash bldg. is on schedule and the manual cleaning process of removing ash
from the metal support members has begun.
• The west exterior wall gutter system has been fastened in preparation for the commencement of interior water wash
activities.
• The metals roof structure support foundations have been poured and backfilled with preparations for the concrete
slab pour in progress with an anticipated completion by 7/21.
Please let me know if you have any questions. Based on the construction/operational task completion and photo array,
no nuisance/environmental conditions noted to address and the activity base is in-step with the published project
schedule.

Subject: Weekly Site Inspection Report—Wheelabrator Ash House Reconstruction Ref 1949
Tech Environmental, Inc. (Tech) is providing this weekly site inspection report for the Wheelabrator
North Andover Ash House Replacement project. The observations below and attached photos represent
the activities observed during the inspection on July 12, 2017.
General Project Progress Developments: Met with Wheelabrator team to kickoff weekly inspections,
review schedule and establish expectations for routine inspection and reporting activities. Pre-
inspection meeting attendees included Tim Jones (Tech), Gary Collette, Matt Hughes, Kevin Beauregard
and Richard Falk (Wheelabrator). Site inspection team included Tim Jones, Gary Collette and Matt
Hughes.
Work in progress on this project since start of permit approval of June 29: 1) scrubber duct work
reconfiguration; 2) ash conveyor shortening; 3) ash house wipe down; 4) prep of crane pad inside
clarifier footprint; 5) construction of modified ash truck loadout building extension/containment; 6)
installation of support footings under adjoining metals building(footings and support forms).

2. Construction Schedule—Primary Task ID No. 3: Ash Conveyor Shortening.
3. Nuisance Conditions—No nuisance conditions noted.
4. Areas of Non-Compliance — No areas of non-compliance noted, construction activities
match project schedule.
5. Corrective Actions—No corrective actions required.
6. Dust Mitil4ation — No dust generating activities in progress during inspection, ash
conveyance and truck loadout was idle. New containment structure for ash truck loadout
(building bump-out at ash bay roll-up door) has been constructed and sealed to initiate
modified ash loadout use.
7. Material Stockpiling — Two material stockpiles currently on site: 1) crushed stone at
clarifier pad; 2) excavated soil from support footings under metals building (stockpiled
inside building).
S. Erosion Control—No erosion control measures required with this work-in-progress.
9. Scrubber In/Out of Service — Ash conveyance not in progress during inspection to
accommodate conveyor shortening/retrofit for `live loading' of ash during construction
phase. Scrubber to be in service once ash handling resumes.
10. Next Major Activity — Preparation/start of ash house partition wall to begin week of July
17, 2017.

Subject: Re: North Andover 36" Clarifier Pool-Wall Removal
Gary that is correct, for safety I would highly recommend removing the 3'high wall and associated
attachment. Per our conversation it is my opinion you do not need a permit to remove the wall, the sooner the
better. Also the void/area where the water is pooling should be leveled so as not to create any pooling of rain
water. Let me know when the job is complete and I will swing by.

This email is to confirm our conversation yesterday regarding our intent to remove a section of clarifier pool-
wall as depicted in the attached drawing. As discussed, the clarifier pool was once used to settle ash out of our
wastewater, but became obsolete circa 2010 when we installed a filter press process. The pool now just collects
rain water which is periodically pumped back into the facility. Assuming your continued opinion that a Permit
is not required for such work, we intend to remove the 36" vertical wall section and promptly backtill the pool
to grade-level without disturbance to adjacent soils or cover.
