Once issued, as I) SC P will authorise the constructicai of'the onsite Wastewater system per the plan referenced above and as allowed under Title 5 of the Massachusetts 1l,nvironraicrrtal Code (3 10 CIMIk 15.000). YOU will need involvement frown the designer of the onsite Wastewater system throughout the installation process so you should be sure to coordinate: Nvith them. The design has been approved for use in t;he construction of'an upgrade on-site wastewater systern fora 3-bedroom home utilising the proposed septic tank and a standard stone-and-pipe soil absorption system as indicated on the design plan. The goal for system upgrades is to achieve, full compliance with state and local onsite Wastewater regulations. In this instance full cornpliance was not achieved bec aaLase the design includes requests for Local Upgrade Approvals seeking to vary from the standards of Full compliance. This letter serves to docuanent the, endorsement, of these Local C Cpgrade Approvals by the North, Andover l lcalth ➢`lepartnrent. If groundwater is present at the bottom portion ofthe excavation for the soil absorption system (SAS) the excavation is to be dewatered prior to the placement of any fill. No fill is to be placed for the SAS during rain or snow storms, Prior to placernent of any, needed fill in the SAS, the bottoin is to be scarified and relatively dry and the fill material is to be stockpiled at the edge of the excavation and filled in gradually c. Inspections are to be perf'ornied by the designer of the onsite wastewater system as needed to properly oversee and document construction. At a ininimurn these are the initial excavation, prior to backfilling, and during backfilling as well as any other component of the construction which the designer wishes tea examine (L Inspections are to be completed by the Town ot'North Andover at a minii-nurn as follows: i. tied bottorn ii. Tank bottom iii. final installation of components, confirmation of proper component selection, examination OfCOnStIlICtion methodology, and system operation iv, Final grade v. Sand fill will be collected from at least one location and analyzed for compliance with specifications in Title 5 e. An onsite wastewater systern can function as ,in integral part of the infrastructure of the property if it is properly operated and maintained. This is the, responsibility of the owner ofthe property an(] is generally not specified by regulation. YOU are encouraged to contact a wastewater system purriper/service provider to partner with you to implement steps needed to assure the longevity of the onsite wastewater system being installed at this location The issuance ofa DSCP does not construe and/or imply compliance with any,permits, approvals or licenses which might he needed from other agencies such as the Conservation C'orril-nission, Zoning Board, Planning Board, Building Inspector, Pluiribing Inspector and/or I'llectrical Inspector.
