BACKGROUND
On April 28, 2022 the applicant requested a Watershed Special Permit Waiver in accordance with
Article 4, Secffim 1 5-4,24 of the ZoWng Bylaw for installation of a greenhouse on the site to
support agricultund activities. The proposed greenhouse, "Gyandio Ascent", consists of an 8-foot
by 0-foot me-

FINDINGS OF FACT
* The mission of the Giving Garden Committee of South Church in Andover, MA. is to
address local food insecurity by banging togetlier diverse communities of vokweers and
guiding them in sustainable, organic farming practices.

the site lie within a Conservation Restriction Area.
The Giverk Garden Committee files an annual soil consexvat,ion repon-t with the
onscrvation Committee. The Conservation Committee has granted approval for thr,

Ike: Request for Waiver of special perrnit under Section 195-4. 4 of the Zoning Bylaw,
Watershed Protect}on District.
The mission of the Giving Garden Committee of South Church in Andover, MA, is to address
local food insecurity by bringing together diverse communities of volunteers and guiding them
in sustainable, organic farming practices.
The Committee leases land at the Rolling Ridge Conference Center, 664 Great Pond Road, in
North Andover. We grow vegetables and fruits an the land and give there to local food pantries
including neighbors in Deed, Lazarus House, and the People's Pantry. We have been oiler atirig
since 2015.
Rolling Ridge lies within the watershed of Lake Cochiche ick. portions of the site contain
wetlands. Portions of the site lie within 400 feet of the Lake. Portions of the site lie within a
Can servat€on Restriction Area. The boundaries of these site features are shown on Attachment
A. Conservation Restriction Plan dated July 8, 2010, and Attachment B: As-Built Plan dater! July
30, 2018.
The Giving Garden Committee files an annual soil conservation report with the north Andover
Conservation Cor€3r-nission and corn plies with heir requirements for setbacks, organic and
sustainable farming practices, and limits on construction. We have just received approval from
the Conservation Commission for our 2022 report.
The Giving Garden Committee would like to install a greenhouse on the site to support our
agricultural activities. We have selected a product called the `Grandi0 Ascend„ w h€ch consists
of an 8-foot by 20-loot metal frame with p last€c panels that side into place. (Attach rrrent Q
The metaI base of tyre structure would be anchored to the ground using heIicaI augur bolts 34
inches long (Attachment D). These are twisted into the ground until they reach the needed
depth, so there is no need for excavation or concrete footings. The structure can be
disassembled and removed when no longer needed.
The greenhouse would be located on an existing flat area currentiV maintained as either
mowed lawn or a vegetable planting bed. We would like to cover the floor with a weed block
fabric and cover this with a laver of pea stone to provide a stable wa1king surface.
The greenhouse, is equipped with gutters., We have considered two options for controlling the
runoff- Our preferred option i h s to collect tie water in rain barrels and use, it to irrigate the
crops, thus returning it to,the ground by infiltration. Another option is to direct it into Brass
swales running parallel to the sides of the greenhouse for detention and infiltration.
Attachments E and F are modified versions of the onseirvation Restriction Plan and As-B,uilt
Plan. Lising the scale,on each plan and making a series of measurements between the corners
of the house near Great Pond Road, the corners of the fence around the garden, andl the
wetland just east of the gardien, we, hiave added the approximate location of thegariden, fence
to the plans. MO St of the garden lies within the unrestricted portion of the site. The garden is
more than 400 feet from the Lake and more than 25 feet fro,im the nearest wetland. We have
also added three potential locations for the proposed greenhouse to each site plan, labeled A,
B�, and C, and encircled, Location A,is just outsilde the western fence line south of the existing
Rate. Location B is inside the western fence line south of the existing,gate., Location C is,
outside the,southern fence 111ne, All three locations are more,than 400,feet from the Lake, more
than 1.00 feet from the wettainds, and outside of the Conservation Restriction Area in the!
unrestricteld portion, of the site. Wewoulld prefer sjAeAor 8, because they are closer to the
wash station and toolshed that support our operations.
The Giving Garden Committee requests a waiver from the special permit requirement for work
in the Watershed Protection District for the proposed greenhouse,.. We can install and operate
the greenhouse without significant disturbance to existing topegraphy or deleterjous impacts
on the drinking water supply.
