Ash Storage Enclosure Replacement Project-Insubstantial Change Memorandum
Overview
In May 1998, Wbeelabrator North Andover Inc. (flea Massachuseffs Refusetech, Inc-) filed an
application for a Special Permit/Site Flan Approval' with the North Andover Planning Board. The

Wheelabrator North Andover is rio propos€n to replace the vertical sides and roof sections of
the As_h' E iicE&ufe whit# were eneoted as part of an Emissions Control Project approved in
Arigi� t 998.
This existing Enclosure was composed of standard structural steel components wh( �...1gyp
degradd__C .ec J[eir. he ash is dejive�ed to the ash storageidii a�rr�,rr�ois#
condition which results in a humid atmosphere in the ash enclosure. The project involves a
staged process of removing the existing steel enclosure sections, and replacing these sections
with new pre-cast (Tilt-up) concrete panel and roof sections.

Net-benefit of Improvement
Wheelabrator's 41 years of experience building and operating Waste to Energy fac€Iitles (WTE)
recognizes the susceptibility of steel to accelerated corrosion. Recent technological advances fn
concrete panel Construction now present opportunities for €rr3provin material's of construction
which over time will extend the service-life of ash enclosures. Wheelabrator now proposes to
utilize this technique of construction at the Borth Andover facility.
The project design Inc€udes the reatilization of the existing foundations which will be reinforced
and doweled to support the new precast panels;

Whee[-abrator met with the MAQEP in November 2016 to discuss the need and intention to
execute improvements to the ash enclosure, Wheela bra tor filed an application for a permit

Construction Sequencing
Whee€abra,tor has developed a two-prase improverrnent approach which facilitates ash
containment and mitigates the potential of fugitive emissiGns. during the construction period.

floor area of the ash storage enciosure and the track loading bay.
The main floor area is the area where ashy is stockpiled prior to loading for offsite transport, the
truck loading bay section is the area where trucks back into the enclosure and are leaded by
#rout end loader for transport to landfill.
Phase-One of the project focuses on improving the vertical sides and roof sections enchosing
the rnain ash storage bunker area, and begins with a modification of the ash stacking conveyor
and the erection of a temporary containment wall which effect€vely isolates the Phase-I and
Phase-2 improvement zones.
Duhng Phase-One, ash will be directly loaded into trailers within the Truck bay Section, and
there wiII be no storage of ash within the Main Ash Storage Section of the enclosure. This will
be accomplished by shortening the existing ask stacker conveyor so that the discharge point is
directly above a trailer parked within the existing Tack Bay Section. This ash loadout
configuration will he utilized throughout Phase-one portion of the project.
Once the containment wall is in place, pre-demolition Gleaning activities will begin and shall
include any needed hydre-blasting necessary for final inspecfion and demolition, FoIlowIng
demolition, the bunker foundations and push-wa€i will be rein arced arkd dowelled to accept the
vertical concrete panels and roof sections enclosing the Main Ash Storage Section of the ash
enclosure, completing Phase-One activities.
Phase-Two will focus on the replacement of the Truck Bay Section of the project and will begin
with the ash stacker conveyor being extended back to its original design length, and ash storage
and loadout activities shifting lack to the newly constructed Phase-One fish Storage Section.
The temporary oontainmerrt that was initially constructed between the two sections will remain in
place during Phase-Two and continue to provide environmental containment of ashy between the
ash storage and load oot areas- Ash enchosure cleaning, foundation reinforcement, dowelling
and panel erecting activities during Phase-Two +,mill remain consistent with the Phase-One
description.
Once Phase-Two activities are complete, the temporary containment wall will be removed, and
trucks will again back into the Truak-Bay section for loadings completing the project- Normal
operations will resume.
Building footprint
As mentioned prevfously, there will.be no Ghange t�1 th footprint of the Ash Enclosure, The
now precast concrete paneis will utilize (he current existing foundations as their base. There wi€€
be a change In building heighI of appro ima.tely 6 inches solely due to the thickness of the
precast concrete roof panels. Otherwise the buflding footprint and dimensions will rernain the
same as the existing steel and fiberglass panel enclosure-

The wet scrubber and fare assembly will ultimately be relocated during Phase Two of the project
into a 462 ft2 machiire room positioned along the exterior east- ail of the ash enc€osure.

The relocation of the wet scrubber will be coordinated to minimize downtime of the system due
to the relocation.

Temporary containments will be provided for all activities currently enclosed with€n the existing
enclosure.
The main areas requiring containment include;

* Project phase, i.e., Phase I or Phase 11 and anticipated completion of the current Phase
• Status of the wet scrubber, i.e., operating or out of service. It out of service, the reason

Conclusion
The current ash storage enclosure was approved by the Planning Boards in August of 1998, This,

The now precast concrete panels will be dowelled into the same foundations that have been in
place since the project was approved. There will be no change to tyre building footprint and very
little charge in overall height.
Wheelabrator presented the protect to the North Andover Technical Review Committee (TRO)
for the purpose of providing a project overview on December 28, 201& A member of the
Conservation Commission conducting a site walls down during the first week of January
validating that the project complied with all wetland set-back requirements and condudirig no
other impacts were posed by the project

Based on the above, we re quest concurrence from the North Andover Pl an@ Board that this
project 6 deemed insubstantial, mgd§ng no further Panning Board review.
