Plant -- Site Conditions
Dear Mr . Gordon:
As you are aware, our office recently conducted a survey to
det rmine . the bottom elevations of Lake Cochichewick immediately
in front of the plant . ' The results of this survey indicate that
both the bottom elevations of the Lace and the shape of the
shoreline do not match the existing conditions shown on sheet U7
of M. Anthony Lally Associates original contract drawings .
Back in the -1.1all of 1988 , When our firm took over the
responsibility for construction resident engineering services of
this project, it was irunediately brought to our attention by the
contractor that they were confronted with changed lake bottom
conditions while installing the gravity intake pipeline and
intake structure . The contractor had already installed
approximately 00-feet of the intake pipeline, starting at the
10%4 li Et pump station and routing it- northwards into the lake .
As a result, the lake bottom elevations may have been altered by
this con:stzuction alpng the pipeline route, making it impossible
for us to determine the preconstruetion conditions . The
contractor contended that the lace bottom ele-rations were
d i ffererkt Lhan those shown on Lally"s plans . So, soundings were
conducted, starting at ' appro:iimately station +00, along the
remaining undisturbed route of the intake line towards the
proposed location of the intake structure . The sounding
indicated that the contour elevations of the lake bottom were
approximately --feet above what was shown on Lally' s plans .
Based on the above findings , it appears that ball " s existing
plans were incorrect . We can not determine the extent of the
in onsistancies where the first two hundred feet of intake
pipeline was installed, since the construction may have already
altered the existing conditions . However, we do know, based on
the zesults of our )recent survey, that the contouzr elevations of
the lake bottota and shoreljee differ from Sheet [l7 of the orginal
contract dzawings outside of the cornt>~actor ''s proposed limits of ,

work. Therefore, since design contour elevations are
inconsistent with the conditions found, we are unable to evaluate
whether the present contour elevations fully comply with the
original preconstruction conditions . Tile North Andover
onservaL-ion Conkmis ioa ' s Order of Conditions require that the
s.ho-f�eline and lake bottom be restored to their original
condition . Not, fully knowing what the original conditions wfr re,
we can not certify that the project is in compliance .
Upon carefully inspect ing the present conditions of the lake,
there does riot appear to be any fill material left by
construction that would impact or alter the volume of laken .
e recently instruoti:-nd the contractor to remove from the
bottom of the lake remnants of the erosion control system that
was utilized during construction of the intake pipeline . Once
that is removed, and there is stable vegetation growth on-site,
we will instruct the contractor to remove the erosion control
measures presently intact along the shore . At which Lime the
restoration efforts will be complete, and the site will be in
compliance tG the hest; of our knowledge.

Lake Bottom
Dear Mr. lcetta :
This letter supplements the July 17 , 1991 letter to Fir. Jauies
Gordon - concerning : the bottom elevations ' of the lake (copy
attached) . The July 17r, 19 1 letter describes the results of our
. Survey of the lake bottom .iD front of the plant. '
As requested, we, have enclosed prints of drawings U3 , U7a, and
U8 ' from the water treatment plant project which show the
'informatiQn obtained by th4~ surv8 . We have noted on U7a the
contours of the lake bottom in ,the area of the plant as surveyed
In JIAIY of 1991 . We have also- superimposed the shoreline profile
from ,U3 on U7a.
} on drawing US we have shown the bottom contours of the lake �
along the intake that were obtained durirtq Qonstr"ction prior to
the installation of the intake pipeline in October of 19€ 8 .
