Re : Town Tart
Dear Jack:
As you are awsre, conmtruction of the water treatwcnt plant will Wit'
shortly. The contractor has approached us to sec if the Town has a use for
approximately , cubic yard of good, clean gravel which must be excavated
for consti-tietion.
Buddy Cyr has auggest d that the material could be used to level a portion of
the Town Farm which could be msed for soccer and/or baseball fields. I have
attached a copy of a plan showing the propaucd proicet area. We would remove all
brush, stockVile the loam, level with cxcavatnd material, re—loam, and seed.
Ac i.tiona y, we would construct a gravel parking area at one end of the field ,
card will be token to pyntect the wetlands near the site. Erosion prctrr_tiQil would
utilize Stacked haybsles along; the wetlands side of the site including a double
row its the vailey areas Blon8 that side . All work will be completed during thn
next six months.
3.t ottgYt this t'r[ is nat within i0o feet of a wet0nds, it; is in the vater5hed
district. Accordingly, we would like the approval of the Conservation Commission
fog- this project. I feel that this is a good opportunity for the Town to get a
recreational faciJ.i.ty in this areawithout a significant expenditure.

Ditarr Mr. Licenian: G B 0 4A,R .
I arn writing on behalf wit`my grandparents Mr. & Mrs. Albert P. Manzi,440(Treat
PondkPoad, who reside next to the Williumi B. Duffey Water Treatinent Plant located at
420 Great Pond Road in No. Andov .. rl,fiis nature of this letter is to, find a nnitual.ly
beneficial sK)lution for the excessive noise and light Which comes. froill this 11ftw water
treatment plant.
Let rne begin by stating that the staff at the plant has done their best to try and
rectify thie siwatilon and has always been polite and helpful. However, the situation
reniains unresolved. We first request that the plant shut off all their high pressure sodium
flood, fiAjits. During the yeat-is the old ptimping station. was in operation we never had to
cope wi,th bright flood lights which reflect at our family home. Also, their lights were
never 101 on all the time. The, argument that time fights need to be on all the tirne f6r
seckl6ly is difficult tic) understand because the platit is bordered by our property, on the
r,ght (6.5 acres),private rawdaawty on the lieftl and the lake. Necessity lights should be on
a motion switch, oot left on all the thpie,
Next we have coiainuous noise from the pumps and genei,-ators- Since this, new
plallvojuened we always here: a constant bununing friona what we assurne are the purops',
This, noise, never occurred while the old pumpiTiig station was in op ratiot,):. Also, lily
grandmother who is very ill with Parkinson's, Disease and often confined, to tier roorn
which. faces (be plant is often awakened, in the earlier hours of niorning by testing the
generators. This is a very noisy procedure which never happened. with the, old %tation.
Sounidprocfiag the area rat`the pumps and generators and planting a row offtir trees on the
property line would lielp solve this problem. In fact, the original specifications of the
jAant c4fledfor a row oft, rees on our side to block O'Ut T10irse and comi.iion disturbances Of
operation. However, these specifleatiliolIs Wt.,j_C elifninated fb,r what ever reasori with the
fini I desi gn cape, the facility.
In closing we ask the Board of Selectman tio do what ever is, necessary to stop the
noise acid bright lights from disturbing our farnifies peace. By ShUlling 01`" the lights,
sound proofing the pump, rooms, aiid planting the row of trees on our border we feel this
can be reasonably accompi i shed. It:is,iniportan( f6r the board to reniember that when the
new plant was coristructed the town built an industrial plant in a.highly residential area,
More specifically our back yard. The old purnping station consisted of a siugle, family
dwelling, the station, and fit well with it's surroundings. The ald Station didn't have any
briglit li This new water treatment facility is quite Wind and neat
gh(,,,, or nioisy punips,
a,sthetically pleasing. The town needs, tio act and aiake the water treatnient plant less,
objectionable in it.'s presem e)nV]r 1111 eTA. As a point of reference, this facility has
conside biy damaged the value of our property. While ►vc Were abie to e-ndllre €lie ;naRy
Phases of C(nsh:uCtioll, we call 110 longer EoltT- le the COnStarot dli lurbanc:es of this
industrial-facility, We ask yoLi to move swiftly oil this matter. I Would be happy to mea
with you in the NwTe, and go over this matter in greater detail. Thank you for your time,
