The following members were present and voting: Joha J. Shields, Chaik~n; Daniel T. O'Leary, Arthur Dru~ac~d, ~ Scott and Associate Member H~ward G~,,~,% Associate Member Willia~ Deyers~ad was also p~esent. CONTINUED HEARING OF STANLEY HUG~S: ~r. ~ughes and five aeigh~ors were present. Mr. Shields explained that the heard-g was held last month, that all abutters were notified a~d that they had their opportunity to speak thee. At +~hat meee~w~ the Board voted to take the hearing under advisemeat. However, he said the Board would listen to whatever they had to say. Robert Deacoa, Cotuit St. - Me said that Par~ridgets ec~mle~t against Mr. ~dghee was not Justified. ~e feels that the garage would not depreciate fr~a the ~eigh- borhced. Mrs. Partridge started to speak against the garage ag*~. Mr. Shield~ told her aha spoke at the hearing last ~eeting and that she would ~ be repeat~_~g what was said at that ti~e. Mrs. Donald Elliot asked to lock at the plans a~d said she oa~ see wh~ ~rs. Partridge objects. Mr. Bob .~_th, Cotuit St. - said he thinks there are personal grievaacee ~ doesn't see a~ wrong with Mr. h~hes building a garage. The Board the~ went into e~eeutive sessions After further dise~ssio~ , Mr. O'Leary made a ~_~_tion to ~Y the petition, seconded by Mr. ~. Fo~r members voted to de~7 the petition. Associate Member abstained f~om The principal reasons for denying this variance are: 1. That no severe ~-~dship, financial or otherwise, was 2. That appro~l of said variance would, in the op~-4on of the Board, derogate fro~ the infest and purpose of the existing Zoning By-Law. 3. That the Board feels the petitioner can accomplish his objective in erecting a one ea~ garage with£mt disturbing the light and ventilation of his p~eson% structure and re~*~ in conformity with the Zoning By-Law. The Board discussed the charging of fees to petitioners which would include vertising of legal notices a~d the cost of certified ~l.. Mr. O'LearY felt that this Board is to help the people ~d such a c~ge would be too ~uch. Sc~e people w~Ald he payiag mere than other~ where there are alot of abutters. Mr. Shields spoke about adopting a s~ding scale fee. The Board ~ discuss this further at the next ~eeting.
